CITY AND ISLINGTON FEES POLICY 2012/13

Policy Objectives:

To provide a framework that ensures aconsistent and comprehensive information guideon all fees for courses operated by the College. The policy covers funded, co-funded, subsidised and full cost fees. The policy is accessible to all learners, customers, Franchisee, Partners, staff, governors and other stakeholders.

Fee Types

College Registration fees:Reflects the administrative costs of enrolling a student on course/courses and are charged to per academic year.

Tuition Fees: Reflects the cost of delivery of the courses and normally exclude the cost of materials which are charged separately.

Examination Fees: Fees set by awarding bodies uplifted to incorporate the cost of administration of examsare payable by all adult learners.The fees charged would be available on the students’ records system at the time of enrolment.

Examination fees are not chargeable to16-18 learners whose tuition fees are remitted, provided the examination entries are submitted by the relevant subject tutor.

Examination re-sit fees for all learners aged 16-18 years old would be fully funded except in circumstances where students’ performance are assessed to be not in line with benchmarks and they do not achieve the required attendance levels and progress on their course.

Material Fees:Reflects theactual cost of items relevant to the delivery of courses and may include uniforms, specific equipment or consumables. These costs may be passed on to the learners

Learner Responsive Provision: (SFA/EFA Funded)

16-18 years old Learners: (Table 1)

Learners within this category mustnot bemore than 18 years on 31st August 2012.

16-18 year old Learners are fully funded by the Education Funding Agency(formerly YPLA) and must not be charged Registration, Tuition or Examination fees. There provision is fully funded except for the cost of course materials

Learners aged 16-18 are eligible for fee remission irrespective of whether they would have turned 19years by the end of programme on which they are enrolling.

Learners returning for a second year of a two year course will continue to receive fee remission on the same basis as the first year.

16-19 Bursary Scheme

Learners aged 16-18 years experiencing hardship and struggling with the cost of their full-time education may be eligible for a bursary.

Learners in the following groups may receive the maximum bursary of £1,200 a year:

Young people in care

Care leavers

Young people claiming income support in their own name

Disabled young people who receive both Employment Support Allowance and Disability Living Allowance in their own name

To receive the maximum bursary, your course must last 30 weeks or more. If your course is shorter than 30 weeks, you may receive less.

Other students facing genuine financial difficulties may be awarded a bursary at the discretion of their training institution.

CIC is undertaking a review of the disbursement of the college bursary for 2012/13 to ensure that the funds are allocated to best support students facing financial hardship, provided attendance and progress reports of the Learners meet the college standards.

19+ years old Learners:(Table 2)

19+ Learners can be either:

Fully Funded – Eligible for fee remission or

Co-Funded – Required to pay a fee contribution towards the cost of their course

Fully Funded Learners: Eligibility for Fee Remission:

19+ learners in receipt of specific income related benefits*

19+ learners pursuing English and Maths basic skills (including GCSE English and maths qualifications)

Adults aged 19 up to 24 undertaking a first full level 2 qualification

Adults aged 19 up to 25 undertaking a first full level 3 qualification

Adults on wider benefits (work or income related benefits) other than the specific income benefits JSA,ESA(WRAG),where skills training will help them into work

* Adults in receipt of Job Seekers Allowance (JSA) or Employment and Support Allowance (ESA) and are in the work related activity group (WRAG)

Any other concessions, unpublished at the date of this policy, as may be granted by the SFA in due course

Adults eligible for fee remission as outlined above are not expected to pay Registration and Examination fees.

Adults on Job seekers allowance (JSA) may be eligible for support with Examination fees provided they meet criteria for attendance and progress on the course

Adult learners eligible for tuition fees remission on enrolment for an aim or programme shall be eligible for the whole of the aim or programme, even if their circumstances change.

Adult Learners following an aim or a programme of more than one funding year duration, and are eligible for SFA funding at the start of their programme will be eligible for funding for the whole duration of the aim or programme.

Adults on wider benefits include those in receipt of:

Council Tax benefit

Housing benefit

Income support

Working Tax credit

Pension Credit

Contribution based Employment support allowance (ESA) (unless in the WRAG group)

Adults on any of these benefits would be required to complete a self declaration form confirming that they are in receipt of a state benefit and that they wish to enter employment.

Co-Funded Learners: Required to pay Fees

Adults not eligible for fee remission (criteria detailed above) will be required to pay college Registration Fees, Tuition Fees and Examination Fees as detailed in Table 2 below. Material fees reflecting actual costs may also be chargeable.

School Pupils

School pupils of compulsory age (under 16) enrolling on an evening course funded by the SFA will be charged the hourly fee rate fee of £4.00p/h where the course is unrelated to their school programme.The enrolment of school pupils under 16 requires the prior approval of the school and the parent/guardian.

Where school pupils of compulsory age wish to follow part of their programme at college, and the school has indicated their approval, the college will charge the school for the cost of this provision. Such fees must be approved by the Deputy principal, Finance and Strategic planning.

Income Generation: Full Cost Recovery courses

Fees for commercial courses or cost recovery will be priced at a level to reflect the full cost to the college plus a 40% margin, with cognisance of the market.

Fees are based on the recovery of full costs including overheads and therefore will differ between courses. All commercial courses need to achieve the target financial contribution of 40% unless otherwise agreed by the Deputy Principal, Finance and strategic planning.

A standard costing proforma with standard terms and conditions will be available and can be obtained from the contractsaccountant based in the Finance office (Ext 9372). All costings must be signed off by the Head of Finance

Please note there is no fee remission or concessionary fees available for enrolments on full costrecovery courses.

International Students

Fees charged to international students are fully inclusive of Registration fees, tuition fees and the cost of the first attempt of any approved examination.Learners will be charged re-sit fees for any further attempts of examinations.

Agreed additional learning support will be charged in addition to this fee.

International students enrolling on English for foreign language (EFL) and summer school courses will be charged on the basis of an hourlyrate which excludes the cost of examination entry.

All other courses of longer duration would be charged as indicated below:

Fee Payment Options

FE Home students

All fees become due at enrolment; however the college recognises that some students may be unable to pay their fees in full at enrolment.

The college offers a payment plan ofinstalments byDirect Debit only for FE courses as follows:

Employer sponsored learners: Learners whose employers have agreed to pay their fees will be required to produce a letter from their employer at the time of enrolment confirming that they will cover the full cost of the course.

Short Courses

Fees for short courses are payable at enrolment ; The college however recognises that some learners may be unable to settle their fees in full at enrolment and offers the option of paying by the time the course completes by Direct Debit only .

Learners enrolling on short courses (usually less than 12 weeks) can set up a direct debit for ONE instalment payable before the course ends.

College Refund Policy

Refund of fees may only be approved in the cases where a learner can demonstrate that their application to withdraw has resulted from the failure of the college to deliver the course.

Refunds of full tuition, material and registration fees are only given in the following exceptional circumstances:

a)Where the college cancels a course, full refunds will be given to students enrolled on that course.

These refunds will be given automatically; the learner will not be expected to apply for their refund.

b)Where the college changes the venue or date or time of a course after students have enrolled, a full refund will be given on application. Refunds will be given on request in singular cases but when it affects a whole class the refund should be given automatically as above.

Partial refunds for tuition fees will only be given in the following circumstances:

  • Medically unfit – not able to physically attend with a doctors certificate confirming the learner is not physically fit to attend

Please note that refunds will be processed within 14 working days of receipt of the authorised paperwork by the Finance department. All Refunds, with the exception of changes made by the college, will incur a £30 administration charge.

Refunds will not be given in the following circumstances:

  • Learners who do not meet the above criteria
  • Learners on courses that are less than 6 weeks
  • Full Cost Recovery courses
