BOARD OF DIRECTORS MEETING

MAY 10, 2007

Present: Bill Davis, Phil Pfaff, Mary Clark, and Susan Lerner

Bill Davis, the President, called the meeting to order at: 7:32 PM.

Bill Davis announced that JENNY NORRIS was taking the place of Sharonda Dove on the Board and MARY CLARK was taking the place of Ron Komara on the Board.

Jenny and Mary will fill in until the next election of new BOD members in October 2007.

The minutes from last month’s BOD Meeting were held in abeyance, for approval, pending the vote of a fourth (4th) BOD member who was present at that meeting.

Treasurer’s Report:

Phil Pfaff, treasurer, gave the treasurer’s report:

As of the end of 4/07, there was a total delinquency amount of $76,333.00.

As of 5/10/07, there was $715,00.00 in reserves. It is anticipated that within the next two (2) years, $200,000.00 will be spent on concrete, asphalt, and pool repairs.

If the $515,000.00 left in reserves, after expenditures, were divided amongst the 684 homeowners of Cinnamon Woods, each homeowner would receive a total of $606.00.

Renovation report:

Phil Pfaff, renovation director, gave the renovation report:

The BOD has received a draft of a proposal from BOD member, Ben Nerud that leads us in a different direction, vis-a-vie, the renovation project. There will be a combination of two (2) options for homeowners to choose from secondary to legal opinions on how we may do assessments and encumber the property of Cinnamon Woods. That explains why there will be a combination of different options available.

Bill Davis added:

The renovation project is “dead” in the old way we had thought about and envisioned it. However, it is NOT dead in that we have moved on to more creative ways of looking at it. Thus, it is still very much alive. There will be questions asked of the community to vote on such as color, siding, etc. There will be further information distributed to the community “further down the road”.

ARC:

John Carr sent in a letter of resignation from the ARC.

There were 4 requests for review by ARC. But since there is, technically, no longer an ARC, the BOD will review these requests and advise on each. The requests were:

187364 Allspice Drive - remove gutters from house.

18521 Nutmeg Place - remove shed and replace with newer, different, style shed.

18643 Nutmeg - replace oversize outdoor vent and do work on patio.

18611 Nutmeg – remove old shed and replace; replace and expand fence both ways.

The BOD will address these requests at next week’s Executive Meeting. BOD members are encouraged to go to each address and view issues being requested.

OPEN FORUM:

Two (2) owners were present and just wanted updates on the renovation project.

MANAGEMENT REPORT:

Linda Shein, property manager, gave the management report:

We have an 85% owner occupancy rate, which was noted to be a 1% increase over the past year.

The Workers Comp audit was completed for the year 2006.

A reimbursement for $1900.00 was received and placed into the operating account due to the sale of the Chevy Pick Up truck.

Century Pool began the work for the opening of the swimming pool for the 2007 season.

The changing rooms are ready for the opening day. Inspection by the County has not yet been scheduled.

A second letter was sent to the owner of the damaged vehicle at the RV Lot to remove the vehicle.

The property at 12734 Sesame Seed Court, which had the fire, has not yet been restored. However, the owner has said that those issues, which add to the “curb appeal” of the property, will be addressed first.

New Handicapped Signs were installed.

Towing Signs were relocated for better visibility.

GOT completed a list of electrical services for site lighting and submitted it, via email, to the BOD.

Lighting at the swimming pool area was fully checked after it was noticed that the lights surrounding the pool were malfunctioning. A short was found near the “baby pool” and corrected.

The electrical wiring in the Pump Room was reviewed. It was found that there was a code violation, in the wiring, which GOT corrected.

On May 8, 2007, there was a small brush fire on Bay Leaf Way. It was put out by some of the owners who reported the incident to the office on May 9, 2007.

First Quarter and April financials were completed by Chip Ford.

Owners on Thyme Court and Poppy Seed Lane reported, both to the office and to Montgomery County, a small rat infestation. Our exterminators took care of the problem.

Covenant Enforcement Lists were distributed to the BOD.

NEW BUSINESS:

The BOD reviewed three (3) proposals received for Tree Removal. A vote will be scheduled for next month’s BOD Meeting under Old Business. BOD members are encouraged to look at each tree site before the meeting.

The BOD needs to decide where the new “cluster” mailboxes should be placed on Tarragon Way, Mustard Seed, Turmeric Court, Poppy Seed Lane, Paprika Court, and Thyme Court. Bill Davis suggested that we ask the postal service if they will also update the cluster mailboxes on all the courts that have older models. The placement of the boxes on the previously mentioned list of courts will be held for a decision until next month’s BOD meeting and brought up under, “Old Business”.

The meeting concluded and was adjourned at 8:10 PM.
