  1. RSC-Working Group’s summary of recommendations.

a)AA/AM-WG summary of recommendations.

(i)That the following rule changes to the Gordon Bennett Model Event Rules are approved:

  • Chapter 8, alternative to use trackers instead of observers. OK to have live time reporting but no altitude reporting.
  • Return of Documents and Barographs, 48 hour time limit. Rule 8.2…Event Director should wave this requirement in case of extenuating circumstances
  • CONDUCTIVITY TESTING - Delete
  • AIR LAW - Infringement of Aviation Regulations are in the first instance a matter between the pilot and the Aviation Authorities. If the Director receives information from an Aviation Authority that air law may have been violated, he should investigate and take action as appropriate.
  • COUNTRIES OPEN - Organiser shall submit a list of countries to be included in the competition area. The list shall be submitted to the AA working group chairman at least 60 days prior to the plenary meeting.

(ii)That the 45th Gordon Bennett Rules be approved with the following amendment:

BAROGRAPHS – rule 4.1, take out word calibrated. In case of suspected altitude violations, barographs may be checked.

(iii)That the 2nd World Air Games Rules be approved with the following amendments:

1.9The last flying day will be June 29

1.1last ref. Is GS 3.6

2.3.1Pilot licenses (certification) Both pilots must hold a valid license for balloon pilots.

3.6.1same as GB - take out word calibrated and add: In case of suspected altitude violations, barographs may be checked.

7.8GPS POSITION - Observers may use GPS coordinates for assessing results when necessitated by lack of other information.

9.2Each competitor shall have his barograph sealed or appropriately identified by an official prior to the launch period.

10.6FLIGHT CREW AND PASSENGERS

10.6.1If not restricted in the task data, competitors are permitted to carry other crew or passengers during a flight, and they may perform any duties except to act as pilot-in-command.

10.6.2Competitors may, with the agreement of the Observer, carry him in the basket on a particular flight.

10.6.3If a flight crew and/or passenger flying in the basket, other than the appointed observer, has competed in any previous national or international balloon competition (events) he must be of the same nationality as the competitor.

15.7.3 As a precaution, in case the previous marker should be lost, the competitor may personally write a provisional goal on the observer’s sheet. He will be scored to this goal if the previous marker is lost. The competitor may make or revise this provisional declaration at any time up to the release of the previous marker. A verbal declaration of a goal to the observer is of no effect and will not be recorded.

(iv)That the Plenary Agenda Item 22 Appendix 11 proposals 1 to 4 are accepted.

(v) The Rules Sub-Committee proposes that the CIA President requests that FAI obtain all the relevant ATC and Immigration Permissions required for future Gordon Bennett races.

b)AX-WG summary of recommendations.

(i)That the following rules be approved with the amendments as submitted.

  • Mobilux 2001 - Recommend that the rules are approved with the amendments as submitted to be incorporated in sections I and II and section III unchanged.
  • Coupe d’Europe and Ladies WC 2001 - Recommend that the rules are approved with the major amendments as submitted to be incorporated in sections I and II and section III to be changed only in those points where observers are mentioned (competition will be held without observers).
  • WAG 2001 - Recommend that the rules are approved with the amendments as submitted.
  • Saga 2001 – Recommend that the rules are approved with the major amendments as submitted to be incorporated in sections I and II and to maintain section III unchanged
  • Motegi Hot Air Balloon International Championship. - Recommend that the rules are approved as submitted.
  • South American Championship - Recommend that the rules are approved as submitted and the definition of the center method is incorporated. Only the Spanish version has been checked, the Portuguese is still pending.
  • Baltic Cup 2001 - Recommend that the rules are approved with the major amendments as submitted to be incorporated in sections I and II and to maintain section III unchanged except for changing “first category” into “Premier” in rule 1.2.2.

The organisers of all listed events would be happy to base their rules on the AX MER 2001 and ask for approval to do so. In this case AX-WG would ensure that only the allowed and approved changes would be made in the event rules.

(ii)That the following AX MER rule changes be approved.

I.5replace “Assistant Director” by “Deputy Director” to reflect the CS

I.13reword the rule to show balloon to be insured (instead of the competitor)

3.2remove the Note of flight duration

5.6.4change the wording to better describe the last flying day

6.2In international eventsWAG, World Championships and European Championships the observer will not be of the same nationality as the competitor.

7.2replace “will be scored group B” with “will not achieve a result”.

8.8.2date and official sun set/rise to be two separate points of the flight data list

8.8.3a. Marker(s) colour to be used

8.9change ”launch field” into “common launch area”

9.11take-offs before the launch period to be penalized as take-offs after it

10.9rule rewritten to allow directors to set flights to be flown “solo” or “solo with the observer as an option” and the penalty for infringement established to be no result.

12.2.2replace “in the event that” with “if” (also in 14.5.6 and 14.5.7)

12.5.2define targets to be made of “non slippery material” and change target size to 10m x 10m x 1m wide

14.3.2and 14.3.4 delete “(mandatory from 2001)”

14.5.3add: “using formula one”.

14.5.4add: “using formula two”.

14.5.7rewritten to read: “In tasks where no competitor achieves a result, all competitors in group B will receive a score of 500 points before penalty.”

14.6.2write: Example printout [m], add the sentence: “ If positions can be determined relative to a common coordinate with a more accurate method, the precision of that method will be used.”

Change the first note to read:” (Note: Pacing and GPS measurements should not be used within 200m.)

and add

(Note: GPS results are calculated with the precision of 1m and then rounded to decameters.)

15.1.3change “Shortest distance is best” into “Shortest distance before any distance penalties is best”. (same in 15.3.3 and 15.5.3)

15.5.3rewrite to read: “The result is the distance from mark to declared goal (or nearest goal if permitted to declare more than one goal).”

15.6Rename to HARE AND HOUNDS

15.10add 15.10.5: Any distance penalties in this task will be converted to a time penalty. Factor: 1 meter = 10 seconds)

15.11redefine result of the elbow to be: “180 degrees minus the angle ABC.”

15.Achanging the status of the Angle Task from “Provisional” to “Normal”.

(iii)The AX Working Group remind organizers that Section III cannot not be changed and that all deviations should be detailed in Section II.

(iv)Due to the large number of changes made to Section III in this years submitted rules, the AX Working group propose that for future years the organizers should submit their rules in full, containing Sections I, II and III.

c)BX-WG summary of recommendations.

(i)The WG recommend that the BX Model Rules are approved with the following amendments.

2.3.3PASSENGERS - If a crew member and/or passenger flying in the airship has competed in any previous international airship competition he must be of the same nationality as the competitor.

4.1.2TYPOlast sentence ‘IS’ should be ‘IF’

5.5.1TYPOsecond sentence ‘ON’ should be ‘ONE’

9.10.1FLAGS - Change ‘WHITE’ to ‘GREEN’ and delete ‘GREEN – Start Line open ….’

10.9FLIGHT CREW AND PASSENGERS

Competitors may be required to perform a particular flight solo. The Director shall use his discretion to ensure a fair balance between mandatory solo flights and flights with the option to carry a passenger. This balance should also apply to the number of points which can be earned in the two types of flights. When a competitor is permitted to carry other crew during a flight, they may perform any duties he wishes to assign to them, except to act as pilot in command.

10.13ASSISTANCE - add the words: ‘Except for take-off and landing, physical assistance in handling the airship by ground crew …..’

11.2GROUND CONTACT - Add ‘Penalty: up to 200 points for each infringement.’

16.2.4TURNING BOX …

Where a task consists of multiple Turning Boxes and has a scoring period set, an incremental scoring system may be applied as follows:

Add to first paragraph: Scoring options must be flown in sequence.

Second paragraph, delete ‘…., penalty for not observing scoring period NO SCORE’

and replace with: ‘No scores can be achieved outside the scoring period.’

15.4.2PYLON RACE

Second paragraph, delete ‘…., penalty for not observing scoring period NO SCORE’

and replace with: ‘No scores can be achieved outside the scoring period.’

(the point being to give credit for scores earned within the scoring period)

15.4.3SLALOM - SIGNALS: Change ‘Pink with black cross’ to ‘Green’

15.4.6THE TOMO-HAWK TASK - Add to last line ‘All competitors who have scored on all the scoring options exiting the ….’

16.2.7TOUCH AND GO - add a limitation as follows: ‘Engines must not be switched off whilst airship car is in the 25m circle.’

16.2.16 ALTITUDE HURDLES - Second line, add: ‘…..with their airship car to score.’

16.2.13 FINISH GATE - TYPO ‘Two 2m poles’ should be ‘Two 3m poles’

APPENDIX A - Change to current scoring programme version.

d)Scoring-WG summary of recommendations

The SWG recommends the adoption of a major revision of the Competition Operation Handbook (COH). The COH underwent many editorial changes and a few policy changes the important ones are mentioned below.

  • Using handheld GPS for measurements:

The COH now contains a „GPS Measuring Report Form“ as an Annex. In the Form there is a provision to write seven GPS readings that will then be averaged to one position. GPS measuring has been successfully used during several competitions in 2000 and the results are very promising.

  • Task Data sheets:

The SWG has decided that Task Data Sheets shall be standardised. The TDS will follow strictly the order of information as stipulated in the MER. An example of a standardised TDS is published in the COH

  • Briefing Room / Preparation:

The SWG determined that it is important that competitors have access to the briefing room not later than 10 minutes before briefing time. Furthermore the Task Data Sheet and Markers should available at that time.

  • Standard Competition Equipment:

Markers unchanged specification of sizes of Targets and Basket Banners. The Target size was changed and now is fixed at 10x10 meters, one meter wide of non slippery material.

  • SDV method for determining score average is diverted to the WRL WG

e)Statutes, By-Laws and Sporting Code-WG summary of recommendations

  1. The Section 1amendment proposals document was considered. No new proposals were received during the past year and all were brought forward from the last meeting. The recommendations were as follows:

Chapter 3 redundant definitions, 4.8.1.2 and 4.8.1.3: erasure recommended.

Definition improvements: DISTANCE, ALTITUDE, AIRBORNE, TAKE-OFF and LANDING: recommended.

4.1 (feminine category): recommended.

5.6.1.2 (Invitations): recommended

5.9.1 (Valid Task): recommended.

New Chapter 9 (CIA appeals): defer until next year for further study.

Annex 1 (add letter of observer appointment to file): not recommended.

Annex 3: 7.6 and 8.6 (shortened time limits): ): defer until next year for further study

  1. Chapter 7 revision: recommended subject to RSC discussion.

The RSC recommend that the proposed revision is implemented at reprint of Section 1 in January 2003.

  1. It is proposed that the bureau will have the right to make nominations for Montgolfier Diplomas and the Santos Dumont Airship Medal prior to the plenary if it considers that a deserving candidate exists who has not been nominated due to oversight. This is recommended by the working group.

The RSC propose that this proposal is implemented with immediate effect for this year only. Further discussion is required for future policy.

  1. CASI Report and GS Proposals

Last month, the FAI medical commission (Commission Internationale M dico-Physiolgique, CIMP) proposed some small changes to the General Section of the FAI Sporting Code, para 3.11.2 on doping and drugs.

The CASI Bureau considered the CIMP proposal and the following re-phrasing of paras 3.11.2.6-8 is offered for your consideration. The suggested revised wording is followed by a copy of the existing wording. The Bureau sees the suggested re-wording as an administrative rather then a policy issue, in response to advice from a specialist FAI commission.
It should be noted that if the wording is incorporated in the 2001 GS, the clarifications from CIMP will apply to the WAG in Spain as well as to other FAI activities in 2001.

In view of this proposal, the RSC requests that the CIA restate its policy on drug testing for the World Air Games.

Minute 19 - Review of Observer Sub-committee proposal. "Observers at CIA Cat1 Events".

Discussions with the Observer Sub-committee has resulted in a new proposal being presented to the Plenary by the Observer Sub-committee.
