The levels, locations and destinations of commuters are likely to have an impact on the sufficiency of childcare. Where there are large numbers of commuters in or out of an area this may well have an effect on the temporary population of an area, which in turn can affect the demand for childcare. Winchester has over 10,000 more in-commuters than out-commuters on a daily basis, suggesting that the population swells at these times. At this time the breakdown on the commuter movements of parents accessing childcare is not known, and so to draw specific conclusions is not possible, therefore it can only be surmised that these most common journeys could create higher demand for childcare.

Employment profiles and income

The unemployment level in Winchester is currently lower than the Hampshire average, with 0.8% (551 people) of the resident working age population out of work. The average residence-based earnings are the second highest in Hampshire at just over £550 a week, whilst workplace-based earnings are lower at £450, the second highest figure in the county. The disparity between these figures suggests that those individuals commuting out of Winchester are working in the more highly paid jobs, whilst residents working within the area in less well, but relatively well paid positions.

The social grade data, based on job hierarchy, of Winchester residents showed far above Hampshire and National average percentages of those classed ‘AB’, and far less ‘C2’ and ‘D’ classifications.

Projection trend of ratio of places per population of children 2007 – 2010 based on total of places held within iCHIS November 2007

The childcare places in this projection have not taken account of the opening and closures of childcare businesses but provides an indication of how the population changes would affect the childcare ratio if places remained constant. Further work is being undertaken to trend and forecast opening and closure in childcare places and to produce data at lower SOA to provide further detailed analysis.

The table above indicates the number of childcare places and type of setting in the Winchester local authority area for 2007.

Hampshire provides a ratio of 18 places per 100 children (0-16 years). The parental survey confirmed that approximately 32% of respondents preferred not to use formal childcare but chose to secure childcare through family and friends. Taking this into account (by removing these children from the population requiring childcare) this would suggest that the current stock of places would provide a ratio of 27 places per 100 children in families who wish to access childcare.

Winchester 0 – 16 years childcare places

When applying the same methodology, Winchester has a ratio of 24 childcare places per 100 children (0 – 16 years) rising to 35 places per 100 children when applying the 32% adjustment.

Winchester 0 – 4 years childcare places

When applying the same methodology, Winchester has a ratio of 47 childcare places per 100 children (0 – 4 years) rising to 70 places per 100 children when applying the 32% adjustment.

This ratio drops through the population projections. There is a small ratio reduction of 2.12%% (1) and 2.85% (2) places respectively by the year 2010. This suggests that this area needs careful monitoring with respect of take up of childcare and possible development in areas where forecast population is likely to grow.

When applying the same methodology, Winchester has a ratio of 10 childcare places per 100 children (5 – 16 years) rising to 14 places per 100 children when applying the 32% adjustment. This is 33% higher than the Hampshire average.

This ratio remains constant through the population projections from 2007 to 2010.

This suggests that there is a need to consider the impact of extended schools and possible further development where demand is indicated.
