Salary Package: $135,000 + Super + Access to fringe benefit tax, salary packaging + Car + Laptop + Phone

Some background -

You will be joining the largest provider of out of home care in the region. The organisation is currently going through a particularly tough time in their history. Earlier this year they lost their head office to floods and the impact of this plus additional factors has led them to fail their recent accreditation. Following the departure of their CEO, the board and an interim CEO have worked hard to ensure policies and procedures are in place and relevant changes are happening to ensure that they pass their next accreditation check in September.

It is currently a challenging time for their staff, but the board are still extremely committed andpassionate about the service they provide to the Aboriginal and Torres Strait Island children and families in the region and are focussed on the positive impact they are having. This role will be an extremely rewarding opportunity as the new CEO will be crucial in turning things around to ensure that they continue to help and support 145 children and their families.

Ngunya Jarjum have just received the keys to their new office in Lismore which will be a wonderful working space for the future of the organisation. Ngunya Jarjum's Out-of-Home-Care (OOHC) Program is funded by Community Services, Department of Human Services NSW. Ngunya Jarjum also receives funding from the Australian Government Department of Families, Housing, Community Services and Indigenous Affairs so accreditation is essential for future delivery of their services.

About Ngunya Jarjum

Ngunya Jarjum will focus on meeting the needs of Aboriginal and Torres Strait Islander children requiring Out-of-Home Care by providing a quality service that ensures their safety, welfare and well-being. Ngunya Jarjum will recruit, train and support Aboriginal foster carers from throughout the Far North Coast to care for children placed with our service.

Ngunya Jarjum (meaning "all our children") Aboriginal Child and Family Network Inc. is a community based Service, which is made up of dedicated Aboriginal and Torres Strait Islander people who are committed to improving services for Aboriginal and Torres Strait Islander children and families throughout the Far North Coast and encouraging the Aboriginal and Torres Strait Islander community to provide quality care for our children.

Purpose of the position

The CEO is responsible for the day-to-day operation of the organisation including financial management, human resource management and program management. Manage, guide and support the Ngunya Jarjum Management Team (Operations Manager, Practice, Compliance and Quality Manager; Finance Manager and Executive Assistant) to achieve high quality outcomes for children placed through their service, support for Ngunya Jarjum carers and in the delivery of all programs run by Ngunya Jarjum. To ensure services are delivered in line with established Ngunya Jarjum policies and procedures, Office of Children's Guardian standards and in compliance with relevant legislation and WHS requirements. To manage the Ngunya Jarjum organisation in a manner that ensures sound community networks and fosters and maintains positive interagency relationships.

Strategic Direction /
  • Work with stakeholders to ensure Ngunya Jarjum (NJ) provides high quality outcomes with priority given to the safety, welfare and well-being of the children in our care, the carers we engage and the programs we run

Ensure best practice services are delivered /
  • Create, maintain and monitor NJpolicies and procedures
  • Meet and report requirements of Office of Children's Guardian (CG) standards
  • Manage the QIP and Accreditation process
  • Manage case file audits and prepare reports to CG as required with support of Managers.
  • Remain compliant with relevant legislation and WHS requirements
  • Regularly supervisesystems to monitor, evaluate and report program performance and outcomes
  • Maintain Register of complaints about Service deliveryreporting to NSW
    Ombudsman and Children's Guardian
  • Make decisions on risk assessment for Disclosure of Placement Information to Parents and other significant persons of children in care

Foster and Develop Interagency and community relationships /
  • Guide and support negotiation and liaison with agencies and other bodies to ensure positive outcomes for the operations of the service, consistent with the strategic direction of NJ and the needs of the children and families
  • Conduct regular surveys of children, carers, agencies and natural parents

Organisational management /
  • In conjunction with the Board of Directors, maintain anddrive, organisational stability and structure that effectively and efficiently enables NJ to continue to deliver on outcomesand mission
  • Continued development and maintenance of and compliance with, policies and procedures that ensure case worker accountability therefore reducing client and staff issues
  • Ensure that all activities undertaken by NJ Staff and Board of Directors comply with approved policies and procedures
  • Ensure that all necessary external reports relating to program performance or administrationmatters are completed in a timely, transparent manner
  • To comply with the NJ Code of Conduct, Conflict of Interest policy for Staff and Board Members, Disciplinary and Grievance Policy and procedures, EEO Policy and Code of Ethics and WHS Policy

HumanResource Management /
  • Establish and implement appropriate Staff recruitment and selection processes
  • Encourage the professional development and competence of all employees
  • Ensure that employeesand casual staff have relevant Job Descriptions and Contracts of Employment, are employed under appropriate awards and conditions and that all entitlements and industrial relations obligations, including Work Health and Safety and Equal Employment Opportunity requirements are met
  • Annual Staff Appraisal for Management Team members
  • To create a positive work environment for and direct the performance of all employees and casual staff
  • Develop and maintain a family friendly, supportive and collaborative work environment
  • Manage transfer of carers from Community Services to NJ
  • Oversee the planning and investigation of allegations of reportable conduct against staff and carers
  • Manage reporting requirements to Ombudsman, CG and appeals of NJ decisions to the ADT
  • Organise carers conferences and functions

Financial andadministration systems /
  • To ensure the provision of budgetary and financial management systems through which funding can be effectively managed and controlled
  • Approving Purchases up to $5000
  • To ensure that all external administrative obligations of NJ are attended to in a timely manner
  • Monitor the expenditure of the organisation
  • Prepare and present relevant reports to the Board of Directors fortnightly
  • Maintain necessary reporting accountability
  • Ensure effective maintenance of all physical resources available to NJ
  • Arranging Annual Audit report, managing the office record management system
  • Negotiations on new funding agreements and service models

Program Delivery /
  • Ensure that all services and programs provided by NJ conform to relevant child protection standards and legislations, legal and other requirements
  • Maintain and implement NJ Policies and Procedures
  • Promote best practice in the operations of the service
  • Prepare and present relevant reports to the Board of Directors

Work Health and Safety /
  • Ensure the effective implementation of WHS policy andprocedures within the organisation
  • Ensure that WHS awareness training is given to employees
  • Support Staff and hold them accountable for their specific responsibilities
  • Ensure that Hazards, Accidents and Incidents are registered

Community Development /
  • Attend relevant forums, action groups and governmental networks
  • Work cooperatively with other community groups, organisations and groups to drive positive outcomes for families and children
  • Support other Aboriginal Children's services and attend AbSec meetings, maintaining AbSec portfolio responsibilities

Performance Measures:

  • Development of a Strategic Plan
  • Demonstration of consultation to relevant government departments and agencies, clients, parents/carers and service provision groups – receiving feedback from employees and clients
  • Demonstration of community activities which positively promote our services
  • Regular review and dissemination of policies and procedures in appropriate formats
  • Ensure work deadlines are met
  • Maintenance of optimum staffing levels
  • Development and implementation of systems which ensure an appropriately skilled workforce

Selection Criteria - Essential

1 / Aboriginality – You will be of Aboriginal or Torres Islander background
2 / Demonstrated minimum of 3 years achievement at senior management/CEO level in a relevant organisation
3 / Demonstrated experience leading a team
4 / Proven ability and successful experience in the development and implementation of strategic planning
5 / Proven ability and successful experience in the development and implementation of financial budgets and planning
6 / Highly developed interpersonal skills including excellent verbal and written communication skills
7 / Computer literate with a significant knowledge of word processing, spread sheets, data bases and computerised financial systems
8 / Tertiary qualifications

Selection Criteria – Preferred

1 / Extensive knowledge and experience of out of home care
2 / An in-depth understanding of local, State or Federal government departments and their mechanisms and the implications of legislations
