Context/ Background / The reform actions necessary to enable the Government to deliver ‘whole system’ health reform, as undertaken within the Programme for Government, are laid out in Future Health: A Strategic Framework for Reform of the Health Service 2012 – 2015. The establishment of Hospital Groups is an integral part of this reform, which will see public hospitals reorganised into more efficient and accountable hospital groups that will harness the benefits of increase independence and greater control at local level. The Government’s decision regarding the establishment and operation of the new hospital groups is informed by two reports The Establishment of Hospital Groups as a Transition to Independent Hospital Trusts and The Framework for Development – Securing the Future of Smaller Hospitals. These reports fulfil important commitments in Future Health for the reform of the health service.
The overarching aim of the wider health system reform programme is to deliver a single-tier health system based on Universal Health Insurance (UHI), underpinned by the principle of social solidarity, with equitable access based on need and not on ability to pay. In preparation for the introduction of UHI, a new financing system, (,Activity based funding will be introduced. The alignment of ABF with the national clinical programmes will provide Hospital Groups with the tools to provide effective and efficient services within a clear national framework.
Initially the Hospital Groups will be established on a non-statutory administrative basis with an Interim Group Board appointed by the Minister for Health overseeing the delivery of high quality, safe patient care. In the first year of operation each Hospital Group will develop a strategic plan for future service configuration. These plans will describe the provision of more efficient and effective patient services; how the services will be reorganised to provide optimal care to the respective populations; and the plans to achieve maximum integration and synergy with other Hospital Groups and all other health services, particularly primary and community care services.
Each Group will have a single consolidated management team, with responsibility for performance and outcomes, within a clearly-defined budget and employment ceiling. The management team will have autonomy to reconfigure services across the group, including the deployment and redeployment of all staff, subject to an agreed policy framework and approval process.
In addition each Hospital Group will have a primary academic partner which will ensure the capability of the Group to delivery on healthcare teaching, training and research and innovation agenda in an integrated manner.
The establishment of Hospital Groups and, subsequently, Hospital Trusts, will enable hospitals to provide care in the right way at the right location. This will be done in a manner that ensures a safe, high quality service for all, maximising and capitalising on the strengths of both larger and smaller hospitals, with better outcome for patients. Following an agreed period of time rigorous evaluation of each group will be undertaken to ensure it is fit for purpose to function as a Hospital Trust. Legislation will be put in place to enable Independent Hospital Trusts to be established taking account of any changes to Groups which may emerge from the review process.
Reporting Arrangements / The Group Chief Director of Nursing will report directly to the Chief Executive Officer of the RCSI Hospitals Group
Key Working Relationships / In the execution of the role the Group Chief Director of Nursing will be supported by the Hospital Executive Management Team comprising of: -
- Chief Operations Officer
- Chief Finance Officer
- Chief Clinical Director
- Chief Academic Officer
The proper execution of duties will involve the development of appropriate communication arrangements with key stakeholders both internal and external.
Scope of the Role / To participate as a member of the RCSI Hospitals Group Management Team. The RCSI Hospitals Group includes the following hospitals:
- Beaumont Hospital
- Cavan Monaghan Hospital
- Connolly Hospital
- Our Lady of Lourdes Hospital Drogheda
- Louth Hospital
- Rotunda Hospital
Purpose of the Role / The Group Chief Director of Nursing contributes to the corporate management agenda of the RCSI Hospitals Groupby providing strong strategic, professional and clinical leadership for all aspects of nursing, midwifery and support staff within the Group. The post holder will demonstrate care, compassion and respect for patients receiving care and for staff delivering care across the hospital group. The focus of the role is on improving the patient experience and quality of care, while delivering to agreed Key Performance Indicators and establishing a performance culture.
The Group Chief Director of Nursing is a member of the Group’s corporate management team and will have a key role in creating an atmosphere and culture where excellence can flourish with strong multidisciplinary collaboration across the Group.
Principal Duties and Responsibilities / Corporate and Clinical Management
The Group Chief Director of Nursing, in conjunction with the CEO, the Clinical Directors and other members of the Executive Council and Group Board will ensure that the strategic direction taken by the health care organisation is applicable to, and takes into account, all of the organisation’s corporate and clinical risks (HSE, July 2010, ‘Achieving Excellence in Clinical Governance’ and HIQA June 2012, ‘National Standards for Safer Better Healthcare’)
The Group Chief Director of Nursing will:
- Support the principle that the care of the patient comes first at all times and will approach their work with the flexibility and enthusiasm necessary to make this principle a reality for every patient to the greatest possible degree
- Maintain throughout the Hospital Group awareness of the primacy of the patient in relation to all hospital activities.
- Be responsible for ensuring patient safety and the maintenance of high quality nursing/midwifery and support staff standards across the Hospital Group
- As a member of the Group Management Team share corporate and clinical responsibility for the achievement of the organisation’s corporate and clinical objectives
- Contribute to policy, planning and decision-making processes for the Hospital Group
- As a member of the Group Management Team, ensure objectives and decisions are effectively communicated across the Group
- Provide professional advice on all issues relating to Nursing and Midwifery
- Be responsible for ensuring maintenance of professional standards and statutory requirements as laid down by the Nursing and Midwifery Board of Ireland (NMBI) and relevant Statutory Bodies
- Develop and implement strategies and structures to develop and maintain effective working relationships with Directors of Nursing/ Midwifery within the Hospital Group to ensure achievement of corporate group objectives and effective working of the Group/Senior Management Team
- Establish collaborative professional relationships and networks with health service providers external to the hospital group (Primary Care and Continuing Care) to ensure an integrated and seamless patient experience for recipients of scheduled and unscheduled care across the hospital group
The Group Chief Director of Nursing will:
- Define, develop and implement the strategic vision and direction for nursing, midwifery and support staff across the group
- Be responsible for providing advice to the Hospital Group, Executive Council, Group Board, Chief Executive Officer and Clinical Director on all issues relating to nursing and midwifery policy, statutory requirements, professional practice and workforce requirements
- Be responsible for providing effective professional nursing/midwifery leadershipacross the Hospital Group thereby ensuring an effective partnership of care between patients, families, carers and healthcare providers in achieving safe, easily accessible, timely and high quality scheduled and unscheduled care across the Hospital Group
- Provide services within available nursing/midwifery and support staff resources
- Ensure staff operate within the boundaries of roles and as directed by their line manager within the Hospital Group
- Lead development of nursing/midwifery and support staff components of workforce strategies and plans, including workforce planning, leadership, succession planning, education and training and new ways of working
- Ensure the development and implementation of appropriate continuous professional and practice development initiatives in line with the strategic aims of the Hospital Group
- Actively contribute to and influence policy pertaining to the profession and drive thedevelopment of nursing and midwifery at group and national level
- Work closely with education and training bodies to ensure the provision of a highly skilled nursing, midwifery and health care assistant workforce to meet the current and future requirements of the Hospital Group
The Group Chief Director of Nursing will:
- Ensure that the needs of patients and the public are at the core of the way the healthcare organisation delivers its services
- Develop and implement strategies and structures to receive feedback from patients receiving care and from staff delivering care across the hospital group with the emphasis on improving the patient experience and quality of care
- Lead on key elements of clinical governance, quality and safety
- Ensure high standards of corporate and clinical governance for all health care services and, in particular, nursing, midwifery and support services, including the identification and control of risks to achieve effective efficient and positive outcomes for patients and staff across the Hospital Group
- Provide assurance to the Hospital Group Board that nursing/midwifery and support staff at each level of the organisation carry out their responsibilities in accordance with the defined authority/individual responsibility
- Contribute to the development and implementation of multi-disciplinary systems of audit and risk management across the Hospital Group
- Ensure appropriate systems are in place for measuring quality of outcomes and the effective use of resources such as Key Performance Indicators /Nursing & Midwifery Metrics and Compstat
- Ensure practice and service development is underpinned by the most up to date evidence and research
The Group Chief Director of Nursing shall be the budget holder for the nursing/midwifery and support staff resource and will:
- Be responsible for planning, organising and monitoring performance of the nursing, midwifery and support staff resource
- Manage areas of direct responsibility within budget and within relevant financial plans
- Be responsible and accountable to the CEO for the management of nursing/midwifery and support staff resource, including service and financial planning, management and performance
- Be responsible and accountable for the nursing/midwifery and support staff, human resource function, including recruitment and retention of competent and skilled staff
- Ensure that nursing/midwifery and support staff have a job description setting out the purpose, responsibilities, accountabilities and standards required of their role
- Be responsible and accountable for the deployment of appropriate skill mix to meet patient and service needs and all associated employment matters
- The identification and development of Key Performance Indicators (KPIs) which are congruent with the Group’s service plan targets
- The development of Action Plans to address KPI targets
- Driving and promoting a Performance Management culture
- In conjunction with the Clinical Directors, the development of a Performance Management system for the profession
- The management and delivery of KPIs as a routine and core business objective
The post holder:
- Must be familiar with the necessary education, training and support to enable them to manage Risk, Infection Control, Hygiene Services and Health and Safety in a progressive, honest and open environment
- Has a duty to familiarise themselves with the relevant Organisational Policies, Procedures & Standards and attend training as appropriate in the following areas:

- Is responsible for ensuring that they comply with hygiene services requirements in your area of responsibility. Hygiene Services incorporates environment and facilities, hand hygiene, catering, cleaning, the management of laundry, waste, sharps and equipment
- Must foster and support a quality improvement culture through-out the area of responsibility in relation to hygiene services
- It is the post holder’s specific responsibility for Quality & Risk Management, Hygiene Services and Health & Safety.
- The post holder must take reasonable care for his or her own actions and the effect that these may have upon the safety of others
- It is the responsibility of the post holder to be aware of and comply with the HSE Health Care Records Management / Integrated Discharge Planning (HCRM / IDP) Code of Practice
Eligibility Criteria
Qualifications and experience / Only staff of the HSE, other statutory health agencies, the Department of Health and bodies which provide services on behalf of the HSE under Section 38 of the Health Act 2004 are only eligible to apply at this time.
The successful candidate will:
1. Professional qualifications and experience
a)
(i) Be registered in the General Division of the Register of Nurses kept by Nursing and Midwifery Board of Ireland (NMBI) or be entitled to be so registered
And
(ii) Hold a post graduate qualification at not less than level 8 (QQI) in health care management, nursing or a related field relevant to the duties of the role
And
(iii) Provide evidence of ongoing continuous professional development
And
b) Have a minimum of 10 years post registration nursing experience consisting of no less than 4 years clinical experience and 3 years senior nursing management experience in the last 5 at Management/Board level within an acute healthcare environment.
And
c) The requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
Note: Post holders must maintain annual registration with Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland)
