Minutes of the Parish Council meeting held on Tuesday 2 November 2010 at 7.30 p.m. in the Committee Room at the Village Hall.

PRESENT: - CLLR. G. ELLIS (CHAIR), CLLR J. CHEYNEY & J. CORBETT (JOINT VICE CHAIRS), CLLR. R. WORTH, CLLR. D. SMITH, CLLR. P. CULPIN, CLLR B. LARGE AND THE CLERK MRS J. KETTLE.

11.1  APOLOGIES. Cllr. C. Norkett and Cty Cllr F. Hindson were received.

11.2  DECLARATIONS OF INTEREST. Nothing declared.

11.3  PUBLIC SESSION/PLANNING. Mr B. Frampton asked CPC for permission to erect owl nest boxes on trees in Dark Lane: CPC stated as this was not our land so therefore could not give permission, however, Mr Frampton was advised to contact HCC’s Rights of Way and/or landowners with his intentions and to seek their permission.

PLANNING.

09/02590/FUL – Freeman’s Yard, School Lane – Demolition of existing buildings and redevelopment to provide six 2 bedroom dwellings, one 3 bedroom, eleven 4 bedroom including 3 work at home dwellings, two 5 bedroom dwellings including 1 work at home dwelling, extension to school playground, public open space, associated landscaping, parking and access – CPC has requested that this application be considered by the Planning Committee, a list of comments included that the mix of Social Housing should be changed, no street lighting, the loss of offices/live-work units, the lack of adequate parking and the lack of smaller dwellings. The comments sheets given at the Open Evening were attached to the returned reply. A full list is kept on file. Amended plans for Freeman’s Yard, state that the Social Housing will comprise of 1 x four bedroomed, 1 x 3 bedroomed and 3 x 2 bedroomed accommodation making five in total. CPC agreed that this was a great improvement. Application was recommended for approval by Committee, however, WCC must formally approve this application. WCC have still to finalise this application.

WCC have sent to CPC a draft 106 agreement for Freeman’s Yard. A meeting was held on Monday 18 October 2010 at 7.45 p.m. at Coach Cottage with the Chairman Cllr G. Ellis, Vice-Chair Cllr J. Cheyney and Cllr P. Culpin in attendance. Apologies had been received from Cllr’s B. Large, D. Smith and R. Worth who had all agreed prior to this meeting to the accept this draft agreement. HALC’s solicitors have given their given their acceptance of this document and it was agreed by the councillors present, to accept the freehold of the Open Space offered. A recommendation was included adding that a single lane access to the land above, be incorporated with the footpath. A letter confirming this decision has been sent to Ms M. Scott @ WCC and acknowledgement received. Further to this, it has have been forwarded to WCC that the Chairman and Clerk be the signatories on this agreement once finalised, subject to CPC’s full approval of the agreement.

A letter has been sent to Mr S. Cross with regard to the land above the Freeman’s Yard development to seek the developers’ intention for this land. No reply has been received.

The Chairman, Cllr G. Ellis, Cllr’s P. Culpin and R. Worth attended the LDF meeting at Alresford Town Council on Monday 11 October 2010.

10/01725/FUL – Little Itchen, Alresford Road – Single storey side extension with room in roof and one dormer; single storey rear and side extensions; replacement of garage and sheds with garden store, fence and gate; new oil tank – No objections raised. Front door – parking outside present a hazard to vehicles approaching from the north round a bend – Awaiting WCC’s decision.

10/01926/FUL – White Oak House, Alresford Road - First floor extension to the frontage; single storey side extension linking dwelling to proposed double garage – No objections raised. Substantial plot – will take this extension – Application permitted.

The Tree Officer from WCC is to inspect the Red Chestnut tree on the green on Monday 8 November 2010.

10/002430/LDC – Sylvesters House, Hill House Lane – Use of former agricultural land as domestic garden - No objections were raised by CPC – Awaiting WCC’s decision.

A letter has been sent to WCC with regard to the “Blueprint” material: A reply has been received stating that this has forwarded to the Strategic Planning Team @ WCC.

Two dates of Friday 5 November (4 p.m. to 6 p.m.) and Monday 22 November (4 p.m. to 8 p.m.) have been set at the Village Hall to seek comments from the public on “Blueprint”. Friday 10 December is the closure date for the consultation on this. The Chairman, Cllr’s P. Culpin and C. Norkett are to attend on Friday 5 November 2010.

10/02376/FUL – Hill House, Hill House Lane – Increase height of perimeter wall – Mr R. Worthington addressed CPC on this application stating that the raising of the height of this wall was to increase their privacy. Neighbours in the locality were in agreement for this increase in height. CPC commented to WCC’s Planning that the length of the wall should be 23 metres in length.

10/02532/FUL – The Old Cheriton Shop, Cheriton Road – Change of use of the ground floor lock-up shop from retail (A1) to Residential (C3) and linking the first floor flat to form a single 3 bedroom semi-detached dwelling. (The premises are already linked to the next door residential dwelling) – A site visit from WCC Planning has been requested for the location of both doors due to parking and pedestrian access being issues, no other objection to this application were raised.

10/02483/LIS – Pear Tree Cottage, Alresford Road – Re-thatch in combed wheat reed instead of long straw – Awaiting CPC’s comments.

11.4  APPROVAL OF MINUTES – 05.10.10. These were approved and signed by the Chair.

11.5  MATTERS REVIEWED – 05.10.10.

E. Mails have been sent to:

Mr P. Hellard – Thanking him for his offer of a remedial repair to the Village Hall notice board.

Mr P. Raworth – Informing him that the moles on the green are to be left where they are.

Mr N. Broadbent – Noting that the culvert at the bus stop opposite The Pastures should be covered. Railings have been put around this culvert by HCC’s Highways. The North End Path surface was checked for its safety by HCC and nothing can be found wrong with it.

Swanmore PC – The task lists for the Lengthsman have been sent.

Cty. Cllr F. Hindson – with details of additional grit bins required.

The Cheriton Voluntary Group – Re Cty Cllr’s F. Hindson request for a programme to visit the vulnerable of the parish during very cold weather.

11.6  CO-OPTION OF A COUNCILLOR. Mrs M. Tugwell signed the Declaration of Office and was co-opted and welcomed onto CPC.

11.7  SUB-COMMITTEE ROLES. Cllr M. Tugwell was added to the South Downs National Park and the Village Hall sub-committees. Cllr J. Cheyney moved from Special Projects and added to the South Downs National Park sub-committee.

11.8  CORRESPONDENCE.

The dates for 2011 meetings have been booked with the Booking Secretary at the Village Hall.

The Chairman is to attend “City Council Budget” at the Walton Room, Guildhall, Winchester on Thursday 9 December 2010 @ 6.30 p.m.

Details of the new flood alert signage has been sent to Church & Village and is to be sent to Pat Lawrence.

11.9  FINANCE REPORT

1.  Parish-Online is now operational and the password and user I.D. have been circulated. An application form for a grant of £20 for the set-up fee has been sent to Cty Cllr F. Hindson.

2.  FWAG (Farming and Wildlife Advisory Group) who were seeking a donation of £50: CPC agreed not to donate to this, this year.

3.  A letter has been sent to Mr P. Greenwood, Treasurer of the Recreation Ground confirming the rental increase of the Recreation Ground agreed by CPC in March 2010 this year.

4.  Bruce Newson and Prospect Signs have been asked to quote for the three notice boards. Another quote is to be sought.

5. Further to the possible capping of precepts, the government has announced that this will not happen at present.

6.  It was agreed by CPC not to have anymore cuts of grass this year and to inform Mr P. Bridges of this decision.

11.10  COMMITTEE REPORTS

a)  PARISH LENGTHSMAN. Due to the Lengthsman having a vehicle breakdown this week, the tasks will be completed next week. It was agreed to contact Swanmore PC to state that the communication from the Lengthsman to Cllr P. Culpin was non-existent and direct communication was required.

b)  VILLAGE HALL. The AGM minutes of the Village Hall Committee have been received. The Hearing Loop will be installed shortly. As a new committee has been installed, it was agreed that CPC write to the Mrs J. Wooster the Village Hall secretary, stating that two of the four councillors on the Village Hall sub-committee should be on the Village Hall committee and that all sub-committee councillors should be present at all Village Hall committee meetings.

c)  PLAY AREA/RECREATION. Cllr D. Smith inspects the Play Area weekly and everything is alright at present.

d)  SOUTH DOWNS NATIONAL PARK. No issues arised.
