Important Requirements:
The applicant MUST hold current Public Liability Insurance for an amount not less than TEN MILLION DOLLARS ($10,000,000) and must produce to Council evidence of such insurance. (Certificate of Currency)
The applicant must comply with any and all terms and conditions attached to the permit
A permit from the adjoining Municipality for the exit point must be obtained
The permit will only be valid for the dates applied for
A non-refundable application fee of $190.05 is payable for this application
A bond of $25.60 per head or minimum of $1000/maximum of $2000 is to accompany the application
An additional fee of 60c per head per day also applies
A copy of approval from VicRoads for the droving of stock along or across VicRoads is required

Privacy Policy Information
Personal information collected by Council is used for municipal purposes as specified in the Local Government Act 1989. The personal information will be used solely by Council for these purposes and/or directly related purposes. Council may disclose this information to other organisations if required by legislation. The applicant understands that the personal information provided is for the above purpose and that he/she may apply to Council for access to and/or amendments of the information. Any requests for access and/or correction should be made to Council’s Privacy Officer.
Terms and Conditions
1.This permit shall have a maximum life of two (2) months from the date of issue but may be extended for a further month at Council’s discretion and payment of an additional fee.
- The maximum number of livestock which may be driven through the municipal district under this permit is:
- 4000 sheep, ewes, wethers and rams in total; or
- 400 large cattle in total; or
- 200 pigs, horses, goats or other livestock in total; or
- such lesser number specified by an authorised officer in accordance with Clause 10 of Local Law No. 4
- The livestock to which this permit relates shall be driven a distance of not less than 10 kilometres each day (Cattle) along the specified route or as otherwise directed by an authorized officer in accordance with Clause 10.4 of Local Law no 4
- The livestock are supervised and under effective control at all times by a person who is competent in the management of such livestock.
- The livestock must only be driven during daylight hours
- Livestock must not be driven on roads that have known high or medium conservation value areas as set out in Council’s Roadside Management Plan
- Livestock are not to be camped on areas which are declared or designated high conservation value road reserve.
- Livestock camped overnight must be enclosed by substantial and secure barriers. Such barriers to have appropriate reflective signs or flashing lights affixed to the satisfaction of an authorised officer.
- The person in charge of the livestock shall promptly dispose of the carcasses of any livestock under his charge which die whilst within the municipal district.
- Livestock are fit, healthy and free from disease and parasites and capable of travelling an average of 10 kilometres each day.
- The requirement that an Inspector of Livestock of Department of Natural Resources & Environment administering the Livestock Disease Control Act 1994 is notified if the person in charge of such livestock becomes aware or suspects that livestock (or any of them) have a disease or has died of a disease listed as a notifiable disease under that Act.
- The requirement that the provisions of the Livestock Disease Control Act 1994 and the Prevention of Cruelty to Animals Act 1986 are complied with at all times
- The permit holder shall at all times during the agreed term, be the holder of a current Public Liability Insurance Policy in respect of the activities specified herein in the name of the permit holder providing coverage for a minimum sum of $10 million. The Public Liability Policy shall be affected with an insurer approved by the Council.
- Signs conforming to the guidelines prepared by Vicroads and referred to in the Regulations are in place at all times.
- The permission of Vicroads must be obtained in respect of any declared main roads before a permit shall be issued.
- The livestock are not to be driven on roads which the Council or an authorised officer has notified the person must not be used for the driving of livestock.
- A permit to enter the adjoining municipality must be obtained from the responsible authority and appropriately evidenced.
