CHARING CROSS PRECINCT MEETING

The meeting opened at 7.30 p.m.

1. Welcome: Danny Caretti (Convenor)

2. Apologies: Mayor Sally Betts, Tony Kay (Councillor), Isabel St Leon, Amelia Fox, Julie McAlpin, Jill Corkran, Margaret Hope.

3. Attendance: As per attendance sheets (11 participants) including Councillors Mora Main (Lawson ward) and Rose Jackson (Lawson ward), Senior Constable Nathan Brooks and Constable Robert Pazderka (from Waverley Police station), Mr Pradesh Ramiah (Waverley Council Senior Strategic Planner)

4. Minutes Passed: The minutes from the previous meeting of 17/06/2009 were moved by Ms Judy Hislop and seconded by Mr John Read.

5.  Motions Passed for the Attention of Council:

(1)  A petition organised by Ms Pat Kenny (Charing Cross Precinct’s Assisting Traffic Representative) with approximately 250 signatures requesting a further bus stop for the ‘400 bus’ outside the War Memorial Hospital is to be tabled by Councillor Rose Jackson at Waverley Council for appropriate action.

(2)  DA (439/20090) for the fit-out and new signage of the Commonwealth Bank of Australia, 328 Bronte Road Charing Cross, to be referred to Waverley Council’s Heritage Officer, Mr Colin Brady, regarding heritage compliance and upgrade of the building’s façade in accordance with the requirements of a designated Conservation Area including that no signage be permitted above the building’s awnings and also possible congestion issues due to the positioning of two new ATMs.

(3)  Waverley Council’s Parking Officers to conduct an audit in relation to the number of vehicles parking in the Charing Cross Precinct which have disability stickers entitling them to unrestricted parking for the whole day on any day.

(4)  Charing Cross Precinct requires Waverley Council to advise in relation to the number of parking permits issued to residents of 173-179 Bronte Road Waverley given that no resident parking permits were to be issued to the residents of that property because of the provision of underground parking.

6.  Matters Arising and Action by Charing Cross Precinct:

a.  Snr Constable Nathan Brooks to organise a meeting between the police, residents and licensees of both the Robin Hood and Charing Cross Hotels. Snr Constable Brooks will liaise with the Precinct Convenor and Residents about the date, place and time. In the meantime, complaints regarding noise and anti-social behaviour should be reported by phone or email to Waverley Police Station (Tel: 9369 9899; email: ) – police contact is Senior Constable Nathan Brooks.

b.  Charing Cross Precinct to express its thanks to Waverley Police for promptly attending to problems at the Bondi Junction interchange.

c.  Indian Take Away Restaurant, Charing Cross: complaints referred to Ms Nada Mardini (Compliance Officer – Waverley Council). An Impact Assessment Report on the restaurant has been carried out, the results of which should be forthcoming after 4 weeks from the date of the assessment.

d.  8 Macpherson Street, Waverley: The premises have been inspected and have been found to comply with the DA.

e.  CBA Development Application – upgrade of the existing Commonwealth Bank in Charing Cross to comply with brand name. Councillor Main is to refer DA to Waverley Council’s Heritage Officer to ensure compliance with standards applying to a Conservation Area – particularly the positioning of the Bank’s outdoor signage and possible congestion issues regarding the placement of the two new ATMs.

f.  Brian Greenfield (Resident): raised the issue of parking permits and the building known as 173-179 Bronte Road, Waverley. See Motions Passed for Council Attention (Item 5 (4)).

g.  St Catherine’s School: has applied for a $2.5 million dollar Federal Grant pursuant to the NSW Nation Building and Jobs Plan Taskforce to build a new Science and Innovation Centre. The proposed building does not comply with Waverley Council local environment plans and regulations. The development is currently being considered by NSW Nation Building and Jobs Plan Taskforce and any approval will bypass Waverley Council Planning laws under the BER program. Most adjoining residents in neighbouring streets including Albion Street are unaware of the building proposal. Ms Pat Kenny to notify affected neighbours in Albion Street, while Mr Danny Caretti to notify affected neighbours in Bronte Road. Ms Lynne Stone, Head of School of St. Catherine’s is to meet with Waverley Council Mayor, Ms Sally Betts regarding the development. The Headmistress did not want any affected residents to attend the meeting.

h.  Timed Parking in Bronte Road (down from Bellagio’s Café and opposite Kennards) and Cables Place: - Councillor Rose Jackson stated that Waverley Council has just recently completed a parking review and that all submissions should be directed to the Council’s Parking Review Committee. Ms Mary Shiner to supply details on how to make a submission.

  1. Judy Hislop (Resident) attended Waverley Police Meeting and is to bring pamphlets on the meeting to the next Precinct Meeting for distribution. In summary, all complaints regarding graffiti should be reported to either the Waverley Police (Tel: 9369 9878) or Waverley Council even if you clean it up yourself. Planting greenery has been found to be a successful deterrent.

7.  Guest Speakers

a.  Waverley Police: Two senior constables, namely Senior Constable Nathan Brooks and Constable Robert Pazderka from Waverley Police Station attended the Precinct Meeting to update the residents on crime in the area and more particularly on recent developments with the hotels in Charing Cross. As there was not a significant turn out of affected residents, a private meeting is to be organised by affected parties in an effort to reach a resolution of the issues. See Item 6(a).

b. Mr Pardesh Ramiah, Senior Strategic Planner, Waverley Council (Tel: 9369 8053): spoke on a new Draft Local Environment Plan - Draft Waverley Local Environment Plan (Amendment No 33) 1996. The Draft LEP amends Schedule 5 of the Waverley Local Environment Plan 1996 (LEP 1996) and consolidates built heritage items, places, relics and conservation areas into a single document. If passed, these heritage listed items must be considered by Waverley Council when assessing development applications. The draft LEP 33 is available for viewing and downloading online at the Waverley Council website or at the Customer Service Centre in 55 Spring Street, Bondi Junction or at Waverley Library, 32-48 Denison Street, Bondi Junction.

8.  Heritage Matters

a.  Councillor Main is to refer the DA for the Commonwealth Bank of Australia upgrade to Waverley Council’s Heritage Officer (see items 5(2), 6(e) & 8 respectively) as the development is within a Waverley Council Conservation Area.

10.  Correspondence

Leaflets advertising a free Combined Local Precincts Forum were distributed. The Combined Precincts Forum will be held on Saturday 17 October 2009 at Hutley Hall, North Sydney Council, 200 Miller St, North Sydney. Hugh Mackay will be the keynote speaker on the day focusing on the topic "Reviving Local Communities." Following this, there will be a series of workshops which will provide all participants the opportunity to meet and discuss specific topics relevant to precinct operations. .
