Occupational Summary:

The Beloit Access Television Coordinator/Beloit College Producer oversees the Beloit community’s public access television station, and helps coordinate, capture, package and broadcast Beloit College events and messages. The BATV coordinator/BC producer is a member of the Web and New Media team within the Office of Communications and Marketing at Beloit College and will be relied upon to advance the reputation of the city and college through their activities and innovative approaches to enlarging the station’s role on campus and in the city.

Characteristic Duties and Responsibilities:

  1. Oversees the day to day management of Beloit Access Television, a station serving a city of more than 36,000 residents, its public service agencies, and Beloit College. Ensures reliable and ready access to city council meetings and other public and governmental proceedings via a television signal, a dedicated web presence, and other mediums, as appropriate.
  2. Monitors signal, manages station hours and programming, and fills student-worker roles to ensure the station is adequately staffed to meet its city and campus obligations.
  3. Recruits, manages, schedules and motivates part-time student staff while providing them with a rich and safe learning environment and experience.
  4. In partnership with faculty members (most often in Media Studies) and the Center for Entrepreneurship in Liberal Education at Beloit (C.E.L.E.B.), offers facilities, equipment, and opportunities for gaining professional media experience to the students of the college, whatever their major.
  5. Provides training, opportunities, and air time to organizations and independent operators within the City of Beloit in fulfillment of the contract between Beloit College and the City of Beloit.
  6. Acting as Beloit College producer, captures, packages and features original Beloit College programming for broadcast on BATV and affiliated outreach channels (website, YouTube, etc.)
  7. Maintains Beloit Access TV YouTube channel with up-to-date and sought after content.
  8. Partners with the Sports Information Director, Videographer/Special Event Producer, and others to provide special event support outside of regular broadcast function, as needed.
  9. Partners with City of Beloit’s “Vision Partners” (Visit Beloit, Downtown Business Association, Greater Beloit Chamber of Commerce, and Beloit Economic Development) to identify ways the station/producer and its student crew can advance the reputation and goals of the partners and the city in sustainable ways.
  10. Oversees the move of Beloit Access TV from studio-bound model to a mobile operation that takes an on-site approach to covering its community and namesake college.
  11. Manages budget and reporting (including bi-annual reports for the college and city), in addition to activities necessary to fulfill the requirements of the Federal Communications Commission.
  12. Expands Beloit Access TV’s reach into new, non-cable environments, as appropriate.
  13. Captures campus B-roll for storage and use by partners and external media.
  14. Covers campus events as a primary or secondary producer, as needed.
  15. Oversees the storing and security of appropriate audio and video content captured by BATV technicians and others according to department’s and college’s archival and storage policies.
  16. Manages the video/audio content displayed across the station’s online properties, as well as the digital community billboard that runs on the station.
  17. Works with partners in Communications and Marketing to promote programming on BATV, as well as activities occurring within the office.
  18. Trains any interested city resident in use of the equipment, as outlined in BATV contract, while providing all interested residents with opportunity to broadcast over the station.

Credentials and Experience:

  1. Bachelor's degree or equivalent experience.
  2. A minimum of two years of video capture and editing experience.
  3. Experience in television broadcasting, whether in a public access or commercial station environment.
  4. Knowledge of transmission, broadcasting, switching, and control of telecommunications systems is highly desirable.
  5. Experience working with diverse populations preferred; willingness to work with diverse populations required.

Knowledge, Skills, and Abilities:

  1. Strong knowledge of video editing and audio-visual equipment and production best practices.
  2. Technical knowledge and skill with a wide range of information technologies, such as Final Cut Pro, Adobe Premiere or other professional video editing software.
  3. Ability and willingness to learn advanced techniques with video camera and audio equipment.
  4. Knowledge of HD and live streaming video production techniques.
  5. In-depth knowledge of professional digital formats with online video.
  6. Detail-oriented; ability to effectively prioritize, plan and organize multiple tasks and projects and meet set deadlines.
  7. Flexibility to accept, manage, and incorporate change.
  8. Must be a self-starter with the ability to work independently to manage and complete projects but also perform effectively in a team based environment.
  9. Ability to work collaboratively with faculty, staff and students.
  10. Ability to understand and appreciate the mission of a residential, liberal arts college and to work well, in a fast-paced office, with diverse faculty, staff, students, alums, and members of the general public in a variety of situations.
  11. Flexibility and willingness to adapt to changing activities, expectations, and responsibilities.
  12. Excellent problem solving skills, with the ability to think critically, effectively prioritize, plan, and organize multiple tasks and projects and meet set deadlines.
  13. Knowledge of customer service standards and the ability to communicate effectively with faculty, administrators, staff, students, families of students, prospective students and their families and the general public.
  14. Ability to maintain confidentiality and to safeguard the confidentiality of records.
  15. Willingness to look for improvements in personal and office performance and initiate proposals which enhance the work of the department.
  16. The physical demands of this position include:
  17. Ability to independently lift up to 50 lbs occasionally.
  18. Ability to perform bending, squatting, twisting, crawling, and climbing.
  19. Ability to stand or walk for long periods of time, climb stairs and freely traverse campus.
  20. Visual ability to safely and effectively operate equipment and read computer screens and printed materials.
  21. Hearing and speaking abilities to effectively communicate on phone and in person
