22.  Explain the Chesapeake & Leopard affair in 1807.

23.  Jefferson's position of military neutrality led him to institute the Embargo Act, in spite of the clamoring for war after the Chesapeake affair. Identify the terms of the Embargo Act and evaluate its effectiveness.
