Changes to Approved Animal Use Protocols

The Animal Welfare Regulations (9th CFR USDA Regulations) and the Public Health Service Policy require that the Institutional Animal Care and Use Committee (IACUC) review and approve any proposed significant change to an animal use protocol. Proposed changes to a protocol must be reviewed and approved by the IACUC. A proposed modification to a protocol at California State University, Los Angeles may not be initiated until notification of IACUC approval has been received.

Investigators who wish to propose a modification to a currently active protocol should submit a request using the most recent version of either Form Afor major changes or Form B for minor changes, as appropriate (see below), which, when properly completed, will provide the information needed to enable the IACUC to evaluate the proposed change. The requested modification must fit within the objectives, purpose, or aims stated in the original protocol. If this requirement is not met, then the IACUC will require submission of a new protocol. After completeness of a modification request is verified, the modification is scheduled for the appropriate review based on the review criteria outlined below.

Modifications are considered significant (major) when they include (but are not limited to):

  1. change in species
  2. addition of animal numbers >10% larger than the approved number of animals
  3. any additional number of USDA species
  4. housing > 12 hours outside of an animal facility
  5. non-survival to survival surgery
  6. addition of a surgical procedure that results in multiple major survival surgery in any animal
  7. change in type of survival surgery in USDA species
  8. increased invasiveness of a procedure
  9. any procedure that would fall in the USDA pain category E
  10. increase in the duration of pain, discomfort or distress to an animal
  11. restraint of animals for > 1 hour
  12. hazardous agents administered to animals
  13. Principal Investigator (PI) change
  14. addition of neuromuscular blocking agents
  15. change in euthanasia procedures
  16. unrelieved pain/distress
  17. any change in anesthetic or analgesic drug regimens
  18. addition of sample collection times

Review Processfor Significant Changes

Modifications proposing significant activities or changes as outlined above should be submitted in accordance with the standard IACUC review process, using Form A.

Modifications may be considered minor when there are changes in:

Category A

  1. addition of humane endpoints which result in less pain/distress
  2. addition of non-invasive sampling/analysis

Review Process for Category A Minor Changes

Modifications involving category A minor changes in procedures done on animals should be submitted in accordance with the standard IACUC review process, using Form B, and may be reviewed through the designated review mechanism. The request for modification will be forwarded to the IACUC members to determine whether designated review is acceptable. Any member can request further review of any request for modification by the full committee.

Category B

  1. increase in numbers of animals less than 10% of the approved numbers for the entire project period
  2. addition of another strain/stock of the same animal species
  3. addition or removal of personnel other than the PI to or from a protocol

Review Process for Category B Minor Changes

Proposed modificationsfor category B minor changes should be submitted to the IACUC utilizing Form B. Such changes will be approved by the IACUC chair and the veterinarian afterverifying compliance with the training requirements and the occupational health and safety program.
