The Permit allows: Chandler Highway Upgrade Project- Construction of a six lane bridge on the downstream west side of the existing Chandler Highway bridge, removal of the western cantilevered walkway as well as removal of secondary fabric including guard rails and cyclone fencing and conservation and repair works to the 1890latticetruss bridge and associated landscaping, paths and stairs, and generally in accordance with the following documents:

The following conditions apply to this permit:
- This permit shall expire if the permitted works have not commenced within two (2) years of the date of issue of this permit, or are not completed within five (5) years of the date of issue of this permit unless otherwise agreed in writing by the Executive Director, Heritage Victoria.
- The name of an experienced conservation architect is to be nominated by the permit holder and approved in writing by the Executive Director prior to commencement of the permitted works. The nominated and approved conservation architect is to be appointed by the permit holder to oversee and advise the principal on the conservation works component of the project and to assess the compliance of these works with best architectural conservation practice.
- A comprehensive existing condition survey of the existing bridge structure is to be completed by an experienced heritage consultant and structural engineer and this is to be submitted within the first 12 months of the permit’s issue for the approval of the Executive Director, Heritage Victoria.
- Details of all upgrade, conservation and restoration work to the existing bridge must be provided with drawings at a scale of 1:20 or 1:50 for further assessment and approval of the Executive Director, Heritage Victoria.
- Removal of the 1950s concrete deck and reinstatement ofthe original timber planking deck to original detailis required to the bridge under this permit toallow a continued understanding of the original lattice truss bridge form.
- The scope of conservation works/repairs is to be documented and submitted to the Executive Director for approval and endorsement prior to the commencement of any work to the Chandler Highway bridge and walkway. The following elements should be included within the submitted documentation for endorsement and approval;
- Methodology for the removal of the cantilevered walkway
- Recoating of the original bridge should be in its original colour. Paint is to be microscopically examined by an appropriately experienced heritage consultant to determine the original colour which should be matched according to the Munsell colour system.
- Graffiti removal: Solvent based paint strippers should only be used. No acid or alkaline strippers to be used nor high pressure water or sand blasting. Steam cleaners may also be used providing they use steam and not pressurised hot water.
- Removal of cyclone chain link fence panels on the inner faces of the main trusses, overhead lighting and other secondary traffic barriers.
- Corrosion assessment
- Provision of new signage, guard rails and seating
- A full set of detailed architectural plans for the new six lane bridge are to be submitted to the Executive Director for approval prior to the commencement of works. The new bridge structure is to be constructed no less than 1.8m from the main lattice truss structure of the existing Chandler Highway Bridge. The concept design should not be substantially changed and details of the noise walls and light poles are to be submitted for the approval of the Executive Director, Heritage Victoria.
- Fully resolved engineering details for the new bridge and construction of a new underpass and modification of the under-croft of the existing bridge are to be submitted as part of the application in conjunction with condition No. 7for endorsement.
- Structural documentation should be submitted to the Executive Director outlining the methodology for protection of the existing building fabric during new construction works before works commence.
- The dismantled cantilevered walkway is to be marked for reuse/salvaged. All retained fabric is to be correctly stored by VicRoads as agreed with the Executive Director.
- A landscape/tree survey and vegetation removal plan must be undertaken by a suitably qualified arborist to identify, protect and retain any significant or good tree specimens to maintain the existing landscape setting of the original bridge. Future landscaping and revegetation must be submitted and approved by the Executive Director.
- As provided for under s.74(4) of the Heritage Act 1995 a security is to be lodged with the Executive Director to ensure the satisfactory completion of the permitted works including the conservation, stabilization and repair works to the Chandler Highway Bridge as approved. The security is to be in the form of a Bank Guarantee, unlimited in terms of its period of validity and is to be lodged prior to the commencement of the works approved by this permit. The Bank Guarantee shall be in the amount of fifty thousand dollars ($50,000) to the HERITAGE COUNCIL OF VICTORIA (ABN:87 967 501 331), as the appropriate incorporated body, shall be named in the document as the beneficiary. The Bank Guarantee shall be returned to the provider at the written request of the permit holder on the satisfactory completion of the permitted works as determined by the Executive Director unless otherwise mutually agreed in writing.
- A Heritage Audit Management Plan (HAMP) is to be prepared and submitted for endorsement before release of the Bank Guarantee. The HAMP should address ongoing maintenance requirements for the bridge and provide a regime of regular identification and undertaking of required maintenance works.
- Appropriate interpretation is to be installed at the site which addresses the early history of the environs, the bridge and later changes including cycle paths and the new bridge. This must include illustrative, vandal-proof signs which illustrate the history of the bridge with text and pictures and must be submitted for endorsement and approval of the Executive Director, Heritage Victoria. Maintenance of interpretative elements should be included in a Heritage Infrastructure Management Plan (HIMP).
- The Executive Director is to be given five working daysnotice of the intention to commence the approved works.
- Approved works or activities are to be planned and carried out in a manner which prevents damage to the registered place / object. However, if other previously hidden original or inaccessible details of the object or place are uncovered, any works that may affect such items shall immediately cease. The Executive Director shall be notified of the details immediately to enable Heritage Victoria representatives to inspect and record the items, and for discussion to take place on the possible retention of the items, or the issue of a modified approval.
- All works must cease and this office be contacted if historical archaeological artefacts or deposits are discovered during any excavation or subsurface works. Should any munitions or other potentially explosive artefacts be discovered, Victoria Police is to be immediately alerted whilst the site is cleared of all personnel.
- The Executive Director is to be informed when the approved works have been completed.
- The development approved by this permit is to be carried out in accordance with the endorsed drawings, unless otherwise agreed in writing by the Executive Director, Heritage Victoria.
NOTE THAT PERMISSION HAS BEEN GIVEN FOR INSPECTIONS OF THE PLACE OR OBJECT TO BE UNDERTAKEN DURING THE CARRYING OUT OF WORKS, AND WITHIN SIX (6) MONTHS OF NOTIFICATION OF THEIR COMPLETION.
TAKE NOTICE THAT ANY NATURAL PERSON WHO CARRIES OUT WORKS OR ACTIVITIES NOT IN ACCORDANCE WITH THE PERMIT OR CONDITIONS IS GUILTY OF AN OFFENCE AND LIABLE TO A PENALTY OF UP TO 2,400 PENALTY UNITS ($346,464) OR 5 YEARS IMPRISONMENT OR BOTH, OR IN THE CASE OF A BODY CORPORATE 4800 PENALTY UNITS ($692,928).
THE ATTENTION OF THE OWNER AND/OR APPLICANT IS DRAWN TO THE NEED TO OBTAIN ALL OTHER RELEVANT PERMITS PRIOR TO THE COMMENCEMENT OF WORKS.

IMPORTANT INFORMATION ABOUT THIS PERMIT
WHAT HAS BEEN DECIDED?
The Executive Director has issued a permit under section 74 of the Heritage Act 1995.
WHEN DOES THE PERMIT BEGIN?
The permit operates from a day specified in the permit.
WHEN DOES A PERMIT EXPIRE?
A permit expires if -
*the development or any stage of it does not start within the time specified in the permit; or
*the development or any stage is not completed within the time specified in the permit, or, if no time is specified, within two years after the issue of the permit.
The expiry of a permit does not affect the validity of anything done under that permit before the expiry.
WHAT ABOUT APPEALS?
The applicant or the owner of a registered place or registered object may appeal to the Heritage Council against any condition of a permit imposed by the Executive Director on a permit issued under Section 74 of the Heritage Act.
An appeal must -
*be in writing; and.
*be lodged within 6o days after the permit is issued.
