Chairman King Heiple called the meeting to order at 8:30 AM. Members present were Trish Magyar, Jim Carver, Don Kelly, Debbi Perry, Jimmy Reay, Louise Terry and Ron Wilson. Bucky Buchanan and
Sid Miller provided advance notification they would not be able to attend. Also present was Ann Myers.

  1. Approval of Minutes. Motion by Jimmy Reay, 2nd by Ron Wilson, to approve the minutes from the October 8, 2004 Rules and Classification meeting; motion passed all in favor.
  1. Eye Test Card. Add at the end of IV-C-4 and IV-A-1, “Eye test cards are available through NSSA Member Services.” [Housekeeping]
  1. II-A-7-l. Change second sentence to read, “When a participant is allowed to shoot an additional increment of 100 targets above those shot in a program event…” [Housekeeping]
    II-I-1, High Average Leaders. Delete paragraph b in its entirety; add a column for Doubles (500, 500 and 300); and add Super-Veteran to Sub-Junior and Senior-Veteran. [Housekeeping]
    II-B-2, Awards Eligibility. Change first sentence to read, “Anyone that participates in an event for a reduced entry fee (i.e., a new shooter or any shooter that shoots for targets only), where allowed by shoot management, shall not be eligible for tangible…” [Housekeeping]
    II-I-8, Honor Squad. Change to read, “…is comprised of those individuals who have shot NSSA standards in their open or concurrent categories in the current and previous year.” [Housekeeping]
    III-G, Safety Precautions. Add to the end of III-G-2, change 2nd sentence to read, “Loaded is considered as having any part of any shell in any gun.” Add to the end of III-G-5, “…and empty.”[Housekeeping]
    V-C-4, HOA/HAA. No action necessary.
  1. December 2004 “What’s Your Call?” Article. No action necessary.
  1. Cell Phones on the Skeet Field. Motion by Jim Carver, 2nd by Debbi Perry, to add to III-F-2, Interference,

h.Cell phones on or adjacent to a skeet field must be kept in the vibrate mode or off. No cell phone may be used on a skeet field to answer incoming or make outgoing calls. A cell phone ring may be considered interference, except if it is the shooter’s own phone.

Motion passed all in favor. If approved by the Directors, the change will become effective September 1st.

  1. Requirement for use of White Targets at Night and Uniform Shoot-off Rules. The World Shoot program will be corrected to indicate that all-orange targets will be thrown for shoot-offs.
  1. Use of Radar Guns to Set Targets. Change I-G to read, “The use of a radar gun by shoot management for setting targets…” . and add sentence at end: Recommendations for the use of a radar gun are available from NSSA Member services, posted on the NSSA web site, and are in the Gun Club Manual. [Housekeeping]
  1. Monthly Targets, Targets Only and League Targets. For monthly targets, we will develop a “Monthly Target Report” form. Clubs will be required to submit shooters scores recorded on a daily basis, with the shooter’s name and NSSA number, gauge shot, and number of targets broken. Add to the end of the second sentence of V-A-9, “… except in the case of monthly targets or targets only, which must be in shot 100 bird increments (see Rule V-B-1-f and V-B-1-g).”[Housekeeping]
    Add to the end of II-A-7-b.1, “Note: A registered shoot may take place over a maximum of a 31-day period. Any shoot conducted over 5-31 days must submit the event dates with their shoot report to NSSA.” [Housekeeping]
    Add to the end of V-B-1-a, “When a shoot extends over multiple days, the score from each event will be recorded on the shoot record card on the date each EVENT is completed.” [Housekeeping]
    Change V-B-g, by deleting, ”There are two types of monthly targets:” and all of 1) and 2). Add at the end of V-B-g, “Monthly targets are shot for the purpose of acquiring lifetime targets, fulfilling annual minimum requirements, classification purposes and for fun.” [Housekeeping]
    No changes are necessary for “targets only” or (registered) “league targets”. Need to clarify that a shoot certificate for a league is valid only for the league; additional “targets only” are not permitted. The shoot certificate should specify the length of the league in target terms; e.g., “400 Target League”.
  1. Review of Appeals of Unusual Classifications. None.
  1. Review of 2005 Referee Test. Completed review. The revised test and answer sheet will be posted on the website.

Motion by Ron Wilson, 2nd by Jimmy Reay, to approve all “housekeeping” items; motion passed all favor.

Follow-up items for skeet director:

  • Change NSSA league certificate to specify it is for registered league targets, and for how many targets. “Targets only” or “monthly targets” are not permitted under a league shoot certificate.
  • The application for registered league targets must specify the total number of targets by gauge; each gauge constitutes a separate EVENT.
  • Create “Monthly Target Report” form.

There being no further business to discuss, motion made by Ron Wilson, 2nd by Jimmy Reay, to adjourn; motion passed all in favor. The Rules and Classification Committee adjourned at 4:55 PM.
