Chair reappointed to Scottish Ambulance Service
The Cabinet Secretary for Health, Wellbeing and Sport today announced the reappointment of the Chair of the Scottish Ambulance Service Board.
The Scottish Ambulance Service is at the frontline of the NHS in Scotland and covers the largest geographic area of any ambulance service in the UK. The Service plays an integral part in the day to day operation of the NHS in Scotland and, increasingly, has been working with NHS Territorial Boards to help deliver new models of care and more effective care pathways.
David Garbutt – has held Chief Officer roles with Lothian and Borders and Grampian Police, and he was awarded the Queen’s Police Medal in the 2001 New Year Honours. He was Assistant Inspector of Constabulary before his appointment as Director of the Scottish Police College between 1998 and 2006. He has been a member of the Board of the Scottish Leadership Foundation and the Justice Sector Skills Council and has also served as the President of the European Police College. David has been an adviser on police reform and transformational change to a number of countries. In addition, he has extensive experience of working with the FBI in relation to counter-terrorism programmes and is a graduate of the FBI National Executive Institute. He is a Chartered Fellow of the Chartered Institute of Personnel and Development.
This reappointment will be for two years and will run from 1 July 2015 to 30 June 2017.
This reappointment is part time and attracts a remuneration of £25,210 for a time commitment of three days per week.
David Garbutt does not hold any other ministerial appointments.
This reappointment is regulated by the Commissioner for Ethical Standards in Public Life in Scotland.
All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity within the last five years (if there is any to be declared) to be made public. David Garbutt has had no political activity in the last five years.
