Local Public Health System Assessment

Visitors: Karen O’Rourke (Maine Center for Public Health) and Chris Lyman (Maine CDC)

Goal: identify quality perspectives on the assets and gaps in the delivery of the 10 Essential Public Health Services in all corners of the District

Ø  Chris Lyman gave an overview of the Mobilizing for Action through Planning & Partnerships (MAPP). This is a 3-year process. The idea of MAPP that is different from other health assessment is that MAPP is a Strategic Planning Process as well.

Ø  Reminded that the Local Public Health System Assessment (LPHSA) is just one step of the MAPP process.

Ø  LPHSA will be done on the DCC level while the other MAPP steps are conducted on the local HMP level.

Ø  Maine CDC Division of Maternal & Child Health is assisting with the funding for the LPHSA so not to duplicate efforts at the same time. There will be a wrap-around assessment of their providers combined with the LPHSA.

So what is the LPHSA Process?

Central DCC must identify 12 people to commit to attending all 3 meeting & identify others that can attend one or more days, depending on the Essential Public Health Services being reviewed on a given day.

There will be three, 3 1/2 hour, sessions per district to complete the LPHSA

Central DCC needs to have a balance from both Kennebec & Somerset Counties.

This is part of a broader public health planning process. We want to be as comprehensive as possible.

As we look at assessment overall, we should keep in mind who has already collected data so as not to reinvent the wheel

Next Steps For Central DCC:

q  Decide on sequence of 3 meetings, all in one week – bi-weekly, etc.

q  Who do we recommend for the 12 core participants? Other participants?

q  Have questions on LPHSA sent to Central DCC so to make an educated decision on who need to be at the table for what meetings?

q  This needs to be completed this Spring, Central DCC is looking to completes the process late March to early April.
