TERMS OF REFERENCE
for
Preparation of Volunteeringpolicy for CRNVO
Background of the assignment
Technical Assistance to the Civil Society Organisations 2 (TACSO 2) from the IPA Beneficiaries (EuropeAid/133642/C/SER/Multi)is a project funded by the European Union.
The general objectives of TACSO -Technical Assistance for Civil Society Organisations project are to strengthen the overall capacities and accountability of Civil Society Organisations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purposes of the project are to:
- Increase and improve the capacity and actions of CSOs and to
- Improve the democratic role of CSOs.
An important activity under this heading is development of capacities of national TACSO Resource center-Center for Development of Non-governmental Organizations (CRNVO).
The main purpose of this assignment is to contribute to the building of capacities of CRNVO by designing and preparing theVolunteeringpolicy for CRNVO.
Specific objectives are:
To enhance the knowledge and of CRNVO staff in methods, techniques, tools and approaches, using real-case scenarios in volunteer management;To introduce the Volunteeringpolicy in CRNVO operation; To increase sustainability of CRNVO;
Scope of the Assignment:
The duties and responsibilities of the short term expert are as follows:
Develop a detailed training plan for a 1day training module on training topic (form attached to this document);
Note that there must be a clear link between methods to be used and learning objectives.
Prepare a thorough training module on a training topic, together with supportive materials (handouts, case-studies, posters, media coverage, etc) that will be used during the training activity.
Prepare Volunteeringpolicy for CRNVO
Prepare and deliver a report one week after the completion of activity highlighting the process, results achieved, main conclusions and recommendations for future activities, etc. Part of this report will also be annexes containing the main products created by STE.
Activities to be carried out:
- Determining the most effective delivery methods and applicable training instruments for the participant group to achieve the training objective and measurable outcomes, including appropriate adult learning techniques (interactive approach, short lecturers, group work discussions, case studies, etc).
- Delivery of a 1day training module for CRNVO staff, with the following main topics to be covered:
- Volunteering
- The volunteers support system
- Volunteer supervisors
- Volunteer coordinators
- Preparation of a comprehensive training material (training manual, handouts, case studies, guidelines etc) to be published freely (as printed materials, Web site etc.) by the contractor.
Preparation of Volunteeringpolicy for CRNVO
- Draft standard evaluation documentation for training session.
- Prepare reports of training content and results as stated under Scope of Assignment
Deliverables/results.
By the end of the assignment, short term expert should deliver to the CRNVO Executive director:
- A training outline and training module for CRNVO staff.
- A draft training program
- Supported training materials in the form of handouts, case studies, poster presentations, CD/DVDs, etc.
- CRNVO Volunteeringpolicy
- Final report.

Duration and timing of the assignment
The assignment is planned to take place during the following period:
- Training module: 7July, 2017.
- Preparation of CRNVO Volunteeringpolicy period: 10-21 July, 2017.
- Reporting: by 5 August, 2017.

The preparation work will take place as home work from 12June, 2017 and detailed plan be submitted to the CRNVO Executive director for approval not later than 15 June, 2017. The materials for participants should be forwarded to the contractor no later than 19 June, 2017.
Profile of the service provider
The service provider should meet the following criteria:
General qualifications
- Legal entity or individual
At least 5 years of experience in the preparation of Volunteeringpolicies
Profile of the STE:
- University degree in social sciences, advanced degree is an asset.
- At least 5 years working experience with civil society and assignment topic preferably in the region (Western Balkans and Turkey).
- At least 5 years training/consultancy experience with CSOs or relevant organizations, with a specific focus on assignment topic
- Excellent knowledge of Montenegrin context (national and local level)
- Excellent facilitation and communication skills
- Fluent in Montenegrin and English
Applicants must be independent and free from any conflict of interest. Note that civil servants and other staff of a beneficiary public administration may not be recruited as STE unless to prior written approval has been obtained from Contracting Authority.
Monitoring and evaluation of the STE:
The activity will be monitored by the CRNVO Executive director. STE will deliver a mission report to the CRNVO Executive director before remuneration.
