SELECTIVE PLACEMENT FACTOR: Applicants (05(P)/06 Only) may apply. (IAW NGR 600-25, grade inversion within the full-time workforce is not permitted. Higher grades may apply; however, may take an administrative reduction in rank if selected. Military grade of the supervisor must equal/exceed grade of personnel supervised. Selected applicant must be a member of the Minnesota Army or Air National Guard.) Soldiers within the first 18 months of initial hire stabilization period must include an approved exception to policy with the application.

DUTIES AND RESPONSIBILITIES: Serve as a full deputy to the USPFO. Ensures the proper obligation and expenditure of all Federal funds and the safeguarding of all Federal property in the possession of the State National Guard. Exercises supervisory human resources responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters. Provides optimum support to subordinate organizations in asset acquisition, storage, distribution, and accountability. Manages commercial movements of supplies and equipment; and the transportation of technicians, AGR personnel and traditional service members. Manages the operation of a fiscal station. Responsible for properly obligating, accounting, reporting, and administratively controlling all Federal funds allotted to the State by NGB and other government agencies in accordance with statute, regulation, and NGB policy. Manages the operation of an information management activity to facilitate statutory data collection and reporting responsibilities with respect to accountability for Federal funds and property. Manages contracting functions for supplies and services in support of programs essential to State National Guard daily operations, training and readiness missions. Performs other duties as assigned.

WHO MAY APPLY: For Merit Announcements, eligibility is limited to personnel currently in the Minnesota Army or Air National Guard who are serving Active Guard/Reserve (AGR) tours. Current AGRs must have a minimum of 18 months in the program to be eligible for reassignment.
