Old Business
Kalamazoo Promise
Miller reported that 152 students were enrolled and eligible for the Kalamazoo Promise (KP) for 2006/2007 fall, winter and summer semester year year-to-date. For summer semester, this includes returning students, new students, and guest students. To remain in academic good standing for this scholarship, students must complete and pass at least 24 credit hours with a minimum 2.0 GPA by the end of the academic year (summer). Academic progress will not be monitored during the summer semester. This will give students the chance to make up any credits they may have been short from fall or winter semester. Miller also reported that the Kalamazoo Promise will cover $7,000 of the AutomotiveTechnologyAcademy for 07/08.
Miller attended a meeting on April 20, 2007 with Bob Jorth from the Kalamazoo Promise and Mark Delory, Director of Financial Aid at WMU. An interactive web-site is being developed by Kalamazoo Promise which will allow the financial aid offices to view “award” and “recruitment” rosters immediately.
Attendance Monitoring
Newington distributed a summary report showing those financial aid students who were dropped for non-attendance for the 2nd 8 week module of the 2007 winter semester. 152 students were dropped compared to 69 during this same time period last 2006 winter semester. Based on financial aid adjustments that were made based on these drops, 94 students owe the College money. Miller reported the Financial Aid Office is concerned with the institutional liability that is caused by those students who are dropped for non-attendance and are looking at ways to reduce this liability. The Aid Office will develop a procedure to have loan balance proceeds combined with other aid balance checks and delivered in a single balance check, effective for this upcoming 2007 fall semester. Loan checks can currently be released to students 10 days prior to the start of a semester. By combining loan balance checks with other aid balance checks, we can then be assured through our attendance monitoring process, that students are attending their classes and their balance checks can be reduced or voided based on lack of attendance in class.
Proposal 2 Update
Miller reported that based on Proposal 2, the balance of the KVCC Foundation Minority Grant and KVCC Foundation Under-Documented Grant will be rolled into the KVCC Foundation Student Assistance Grant for 06/07. The Financial Aid Office is currently working with Steve Doherty to review all the KVCC Foundation Managed Scholarships to make sure we are in compliance. KVCC can continue to promote any outside scholarships as long as KVCC staff is not involved in the selection of recipients for those scholarships affected by Proposal 2.

Scholarship Update
Newingtondistributed a listing of outside scholarships currently being promoted on the Financial Aid Office web-site. A listing of the KVCC Foundation Managed Scholarships for 07/08 will be available during the summer semester.
Financial Aid Budgets – 2007/2008
Newington distributed financial aid budgets for 07/08. In reviewing cost of attendance budgets, the following items were taken into consideration: reviewed Michigan Department of Education’s 07/08 increase, reviewed the Consumer Price Index, reviewed cost of books with Pete Patel, reviewed results of a survey completed by KVCC students during our winter semester, and reviewed the cost of attendance items with other colleges/universities (WMU, Davenport College, Henry Ford Community College, Southwestern Michigan College, Grand Rapids Community College, Macomb Community College and Kellogg Community College) for comparison. Based on this information, books and supplies were increased 7% ($43 per credit hour), room and board increased by 15%, transportation increased by 5% and an allowance for personal expenses was increased by 2.5 %.
Financial Aid Processing – 2007/2008
Newington reported the Financial Aid Office plans to start downloading FAFSA records for 07/08 next week and start awarding aid for next fall. Summer awarding is still being done with very limited funding remaining for 06/07. A “wait list” has been developed for those students who have applied for summer funding but no funds are available. Funding in some programs will be available after the summer drop/add period, based on some students who were awarded financial aid for summer but decided not to attend.
2007/2008 Federal Title IV Campus-Based Programs – Final Funding Notification
Miller reported the 2007/2008 funding allocations for our two federal campus-based programs. SEOG was increased to $145,755, an increase of $6,476 from 06/07, and the Work-Study program was decreased to $174,524, a decrease of $1,440 from 06/07.
2007/2008 Federal Pell Grant
Miller reported that the maximum Pell Grant amount for 07/08 has been increased to $4,310, an increase of $260. This is the first increase in the Pell Grant program since 03/04.
2007/2008 Michigan Campus-Based Funding
Miller reported that final funding allocations for the Michigan Campus-Based programs (MEOG, MAPTG, Michigan Work Study, and Michigan Nursing Scholarship) won’t be available until late August or early September. Preliminary figures should be out by late May. Based on a phone call made to the State, Miller reported that state funded programs will mostly likely be rolled flat for 07/08.
2007/2008 Board of Nursing Scholarship Funding
Miller reported that the Board of Nursing Scholarship has been suspended for 07/08, but there’s a good chance it will be reinstated at a future date.
2005 “Draft” Cohort Default Rate
Miller distributed our cohort default rate summary. Our draft cohort default rate for 2005 is 4.9%. When final figures are made available, they are usually a few tenths less than the draft rate.

Michigan Promise Formerly Michigan Merit Award
Newington distributed the Michigan Promise Scholarship Fact Sheet for 2007/2008. This information also provides a side-by-side comparison showing the similarities and differences between the new Michigan Promise Scholarship and the previous Michigan Merit Award. Miller reported that we had 1429 Michigan Merit Award recipients for 05/06 totaling $1,843,857. As of today, for 06/07 we have 1326 recipients totaling $1,817,490.
Other
Sue Newington and Bob Bechtel attended a DOE sponsored workshop for the new Academic Competitiveness Grant at MacombCommunity College on April 24, 2007.
Brenda VanderRoest and bob Bechtel will attend the Michigan Banner Users group meeting hosted by HopeCollege on May 11, 2007.
Joy Arra, Bob Bechtel, and Roger Miller will attend the MGA Spring school workshop being held at KVCC on May 15, 2007.
Roger Miller will participate on a panel presenting the Kalamazoo Promise at the Rotary District Conference held at the Radisson on May 4, 2007
Stacy Hoffman will attend a Veterans Administration sponsored advanced training for Certifying Officials held at Schoolcraft Community College on May 23, 2007.
Miller reported the 2007/2008 Financial Aid Advisory Council Membership will be updated. He asked those in attendance if they were still willing to serve on this council next year. With eagerness, all in attendance with hopefulness for acceptance in their eyes, volunteered for another year of service.
