GPS Installation in Vehicles: GPS will be mandatory for each vehicle entering TSL Works with effect from1st September 2015, GPS will be installed by vendor E-Trans outside TSL Works gate with a nominal charges of Rs. 100 per vehicle.
A. Material Details :
Quantity offered is based on eye estimation. Delivery will be made for the estimated quantity or actual ground stock, whichever is lower. Estimation error may arise. After inspection, no complaint of whatsoever nature on estimated /offered quantity shall be entertained under any circumstances. Bidders are advised to make their own judgement on offered quantity before bidding.
Note: TSL reserves the right to track IP address, MAC number and geolocation of bidding customers whenever customers participate in any auction on the A H Bilimoria & Co. auction platform for TATA Steel.
Speed Limit for Heavy Vehicles to max.25 kms. Any body exceeding the same may get penalized.

1. Suitable extension of due date for payment and lifting will be accorded in case of any eventualities like Strike/ Bandh/ Special restriction on vehicular movement imposed by the local Administration etc.
2. Requirements for of participation in the auction:
2.1 Registration: Before participation in the e-auction, a prospective bidder shall be required to get registered with A H Bilimoria& Co.

2.2 Documentation: The following documents need to be submitted by the bidder interested in participating in the e-Auction to A H Bilimoria& Co. prior to the date of the e-auction.
a) PAN Card, TIN No, Registration Form
b) Letter of Interest duly signed and stamped by bidder.
c) Each page of the Terms & Conditions to be signed and stamped by the buyer and to be submitted to A H Bilimoria & Co.
d) Bidders are requested to submit copies of their SOI's before participating in the e Auction.
2.3 Security Deposit: Non-Interest bearing security deposit of Rs.50,000/- (Rupees Fifty Thousand only) in favour of “A H Bilimoria & Co.” payable at Kolkata.
2.4 Modes of Security Deposit: PO / DD / NEFT in favour of "A. H. Bilimoria & Co" to be deposited with HDFC Bank A/c. No. 06932560001205, IFSC Code: HDFC0000693, Branch name: 31, Chowringhee Road, Kolkata – 700016.
3. Inspection Rules& Policy:
3.1 All interested parties should reach at GOPAL MAIDAN, Opp. Novelty Restaurant, Bistupur Police Station, Jamshedpur-831001 BY 10.00 A.M., Jamshedpur on the date of inspection.
3.2 Only registered customers/bidders/representatives of firms shall be allowed for inspection of material, subject to fulfilling their safety requirement of the steel works.
3.3 Taking photographs of the material is strictly prohibited.
3.4 Customers are advised to ensure that they inspect the materials on offer on the scheduled date as mentioned in the catalogue, before participating in the auction. It is retreatedthat all materials are offer / sold by Tata Steel on“AS-IS-WHERE-IS”and “NO-COMPLAINTS”basis, and no complaint what so ever shall be entertained regarding the quality of materials after the sale.
3.5 (All are required to bring safety Goggles, Safety Helmet & Safety Shoes. Without the safety equipment’s no one will be allowed to inspect the material inside the works)
3.6“TATA Steel would not accept any claim from any customer for non-inspection of materials.”
3.7Interested bidders have to come with safety shoes, safety jackets, and safety goggles & safety helmets at the time of inspection. All interested parties have to arrange for their own safety shoes, safety jackets, safety helmets and safety goggles as per Tata Steel standards. No person will be allowed to enter the works without these. Compliance to Tata Steel safety norms is a must. No complaints during lifting, in what-so-ever manner, will be entertained if customers fail to inspect the materials during scheduled inspection dates.
4. Bidding modalities:
4.1 Price Bid Basis: In Indian rupees as per unit of measurement as given in Material List. Price to be quoted is basic, ex- location exclusive of excise duty (In case of consignment agency sale price to be quoted ex location inclusive of excise duty), Sales tax and any other statutory levy.
4.2 Bid Increment : Rs.100/- ( Rupees Hundred only ) / (or as specified)
4.3 Type of Auction: English No Ties
4.4 Bid Validity: Bid shall be valid for 10 (ten) working days excluding Saturdays, Sundays and holidays, counted from the next day of auction process in case of auction against a catalogue which is completed on the same day. In case auction is continued on any other day the counting of days for lot confirmation shall be from the next day of completion of entire auction process.
4.5 Bid duration: Lots open for bidding would be 10 minutes only. If,
No bids received within these 10 minutes the lots are closed automatically.
4.6 Auto Extension of the Auction Timings: In the event of bids in the last sixty (60) seconds of the scheduled bid time, the Bid Timings are automatically extended for One hundred eighty (180) seconds from each such bid. Such Auto Extension shall continue until no bids are placed for sixty (60) seconds (Engine remains inactive for sixty (60) seconds. The Inactivity Time for Auto Extension purpose is normally “3” minutes. "Service Provider" however retains the right to change the “Inactivity Time” as well as “Extension Period”. The Inactivity Time applicable for the particular Online Bid shall be visible to the customers on the Bidding page.
5. Taxes & duties:
5.1 GST : As applicable
5.2 TCS : As applicable. In case of availing of concessional rate of TCS proper certificate issued by appropriate Income Tax authority are to be issued in favour of the Principal Company along with payment. Self certification of Form no 27C is not acceptable. Form 27C will also have to be certified by appropriate Income tax authorities.
5.3 Any change in taxes and levies applicable at the time of lifting shall be applicable.
6. Payment terms & conditions :
6.1 Payments:

6.2 Full payment has to be made within 03(Three)working days from date of lot confirmation. Delayed Payment Charges (DPC) : Payment with DPC @ five (05) paise per Rs. 100 per day will be accepted up to One (01) working days from due date of payment as mentioned in the confirmation letter.
6.3 In the event of Non-Receipt of Payment within the stipulated period of Payment, the Sale Offer for the approved Lot shall stand withdrawn automatically.
6.4 Saturdays& Sundays are excluded for counting purpose for payment schedule
6.5 Buyers have to provide the payment deposit slip details (UTR No /Scan Copy of RTGS Transaction Slip) against Lot No. immediately after the payment to

7. Lifting terms & conditions:
7.1 DOs will be handed over to authorized representatives of bidders on receipt of payment. Lifting date is calculated from the next day of DO Release date.
7.2 Loading Charges: Rs.100 per MT all locations plus applicable Service Tax on loading charges in case of Consignment Agency.
7.3 Loading shall be given strictly as per the statutory norms & safety norms of Tata Steel Ltd.
7.4 Lifting with Ground Rent: Lifting along with ground rent will be allowed up to 4 (four) working days from the last date of lifting period. In case the lifting is not complete and no request is made by the customer within the period of four days, the company reserves the right to close the lot, and refund the balance to the party after deducting for any shortfall in lifting as per norms laid down in the catalogue. Ground Rent will be calculated on balance unlifted quantity @ 05 paise(inclusive of service tax) per Rs.100/- per day
7.5 Additional lifting days for advance payment of installment: If the installment payment is made in advance, then additional lifting days (equivalent to the number of days payment made in advance) would be given.
7.6 Pick and Choose shall not be allowed under any circumstance for any lot.
7.7 Lot and or Stock Transfer shall not be allowed under any circumstance.
