Purpose of Grant Funds / The federal Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV) provides grants to improve the quality of career and technical education (CTE).Applications for Perkins IV extension year funds must describe how grant monies will support the development of programs that:
  • integrate rigorous academics with career and technical instruction;
  • link secondary education and postsecondary education to prepare students for high-skill, high-wage, high-demand occupations in current or emerging occupations; and
  • enable participating students to meet or exceed performance standards emphasized by Perkins IV.

Eligible applicants and allocations / Public school districts and Boards of Cooperative Educational Services (BOCES) that are returning applicants are eligible agencies for secondary Perkins funds. They must offer or be in the process of developing CTE programs that meet the requirements for a Regents CTE Approved Program. Perkins funds are allocated by a statutory formula that is based upon the number of individuals ages five to seventeen in a school district, with greater weighting to those individuals who are below the poverty line (source 2012U.S. Census data. Programmatic Changes

Limit on the number of major efforts: The maximum number of major efforts that can be funded is now limited, see Section IV .

Required updates to the five-year plan needed: Description of: 1). recent activities in linking programs to postsecondary education and, 2). equity provisions. This change is to ensure continued compliance with these provisions of the legislation.

Objectives of major effort will now be selected from the list of nine Perkins-mandated activities. This change will give a more focused view of state-wide compliance with Perkins mandates.

Action steps to be taken in a major effort will be limited to five. This change is intended to improve program monitoring.

Application Format and Submission Changes

Required electronic submission: Fields in some of the forms will update our database. Only submissions of the Word version can be accepted (we are unable to use the PDF format).

Auto-calculation fields: Some fields in budget forms will calculate totals. Fields appearing with a “0” as the default will not accept data entry.

Changes in the display of budget items: The Perkins application will still build two views of the grant budget:

  1. the budget detail—contained in the application and,
  2. the FS-20 form—found on the Grants Office page at .

This year, the budget items (codes) are organized by major effort. This will improve our ability to associate specific costs with planned activities. The information that applicants provide has not changed. What has changed is how the details get broken out. Applicants will find added “mini budget” tables as well as separate worksheets for employee benefits (Code 80) and indirect costs (Code 90). These worksheets will populate the mini budget tables. The mini budget tables will, in turn, populate the overall grant budget table that can be used as a reference when completing the Grants Office Form FS-20.

The application package aligns with federal requirements found in Sections 134 and 135 of the Perkins Legislation. The CTE Program Plan narrative and forms are integrated with the financial forms. Complete applications consist of elements found in the checklist below.

The transmittal letter must be included with the application; it is the formal request to apply for Perkins IV CTE funding for the upcoming academic year. Letters must:

  1. be on the agency’s letterhead and signed (in blue ink), by the chief school officer
  2. request Perkins IV funding for CTE programs for the upcoming school year.

II. Implementation of Local CTE Plan: One-Year Extension

In the absence of Congressional action to reauthorize Perkins IV, section 422(a) of the General Education Provisions Act automatically authorizes an appropriation for one additional Federal fiscal year.

Local Advisory Council for CTE: The local advisory council is responsible for the overall program direction for the local Five-Year Plan must convene annually to formulate recommendations.

Local Advisory Committee for CTE: The Local Advisory Committee for Career andTechnical Educationis composed of business, industry, labor (if applicable), public agencies, education, and community representatives providing counsel, direction, and assistance to career and technical education program developers.
