Programme Media and Communication Specialist
(Oxfam Great Britain)

The post is offered up to 45 months contract (life of the project), 2 months of probation, subject to review, based in Hanoi but with frequent travel.
The Role: To ensure appropriate/effective development and delivery of programme communication strategy and plan to disseminate and communicate the programme information as a whole and as the information of individual IBC work to the public and targeted audience for policy advocacy objectives.
Reports to: Programme Team Leader/Programme Manager
Staff reporting to this post:responsible for the management of various consultants that will be attached to the project.
KEY RESPONSIBILITIES:
Coordinate the programme and coalition communications:
- Lead the development and coordinate the implementation of a coherent and integrated programme communication strategy and plan targeting the programme different audiences.
- Facilitate and support the IBCs in the development and implementation of effective communication strategy and plan to serve their advocacy objectives (toward improving people participation and voice, while maintaining low key yet strategic communication and media engagement at programme level).
- Be the focal point for general information enquiries about the programme.
- Set-up and maintain programme website, identify different communication channels/platforms to publicise the programme/coalitions activities/events as well as to engage the public into policy discussions/debates.
- Support the identification/development of different information sharing and dissemination channels to promote networking.
- Oversee the development of programme and IBCs’ public information products such as publications, multimedia materials, for public exposure, document stories of change, lesson learnt, for M&E purposes.
- Transfer of knowledge and skills to build coalitions communication capacity throughout programme.
Coordinate maximise involvement of the media as a key tool for the programme:
- Facilitate the identification of strategic approaches to involve the media to successful delivery the overall communications strategy of the programme as well as coalitions.
- Support the development and implementation of coalitions media plans for specific activities e.g. policy debate, report launch etc.
- Build and maintain good relationship with the media in Viet Nam including local and foreign mainstream/social media journalists; keep close relation with specific issue-based targeted media contacts.
- Ensure monitoring of media coverage of issues of concern and of programme work.
- Prepare press releases and support the development of other media targeted materials for the programme/coalitions’ events/activities.
- Arrange/facilitate media interviews; identify and arrange field trips for media, and accompany journalists covering programme stories when required.
- Transfer of knowledge and skills to build coalitions media capacity through programme activities.
SKILLS & COMPETENCIES:
- Good understanding of media communication advocacy environment in Vietnam.
- Experience as journalist or working in the media or other communications field is preferable.
- Proven experience in development of programme communication strategy and communication plan for policy advocacy.
- Experience of networking and liaison.
- Experience in knowledge/information management.
- Proven experience in use of ICT and new media forms as integral part of communication and media plan.
- Understanding of contemporary development issues in Vietnam.
- Working experience with international organisations or NGO(s) is preferable.

- Fluent in both Vietnamese and English.
