Response to Capstone’s question (04/09/09) for ITN #7372
- I had a question related to the ITN #7372 as it relates to schedule. I know that there was a discussion of a timeframe, that the Best and Final would need to be submitted by, during the meeting on 3-13-09. It was communicated to me, during the walkthrough of Samson and Young Residence Halls, that there would be an e-mail circulated to the three teams with the updated schedule (additional questions submittal date, additional question response date, Best and Final Due Date). Has this e-mail been sent out to the three teams at this point in time?
Response: A document “DATES FOR SUBMITTAL OF QUESTIONS AND BEST AND FINAL OFFER” addressing this question was posted on the Purchasing website on April 10, 2009.

- Will we be able to utilize or expand the existing detention pond neighboring the PolkinghorneVillage site to accommodate the demand for the new development?
Response: The existing detention pond neighboring the PolkinghorneVillage is available for use or expansion. It w would be up to the proposer to determine the feasibility of the pond’s use.
- It stated in the Cost Containment Guide that aluminum windows would be preferred for new developments. Is this what the University desires in the Samson and Young Hall renovation?
Response: Because of the historical designation ofSampson and Young Halls, all exterior elements of those buildings including the windows must be consistent with and maintain the historical status of the building.
- If you are planning for a 2010 delivery when do you expect that the project will be awarded?
Response: At this time we do not have an anticipated award date. If you feel that the possibility of a July 2010 completion date still exists please indicate the latest possible award date for a July 2010 delivery.
- Will an environmental survey be issued by the University for Samson and Young Halls? If so when should this expected to be complete?
Response: The Environmental Survey for Sampson and Young will be done by the University. The Environmental Survey will be completed within one (1) week of the issuance anotice to proceed.
- If hazardous materials are present in the environmental survey will those materials be abated prior to the awarding of the contract? If not please provide timeline.
Response: If hazardous materials are identified during the Environmental Survey, the abatement will be completed by the University within three (3) weeks of the issuance of notice to proceed.
- The ITN stated that all interior partitions were to be constructed of a light gauge metal. Are any of the existing walls in the Samson and Young residence halls exempt?
Response: New partitions are to be constructed of a light gauge metal. Existing walls that meet the renovation design requirements may be preserved.
- What are the terms of payment when the contract is awarded? Will the University provide a backstop for the pre-development costs incurred, to the awarded developer, if the project does not move forward for financial reasons?
Response: A contract will not be awarded until the University has secured full funding for the project. Payment terms will be a part of contract negotiations.
