The Construction Manager(Downes Construction Company, LLC)will receive sealed bid proposals in Triplicate on behalf of the Capitol Region Education Council (CREC) at the CREC Construction Division officelocated at 108 Charter Oak Avenue, Hartford, CT until 2:00PM on Thursday April 10, 2014 for the following bid packages.

* Denotes S/M/WBE Set Aside Package. Bidder must be certified by the State of Connecticut as an S/M/WBE.

  1. ALL bidders will be required to furnish a 10% Bid Bond along with their bid. Performance and Payment Bonds (100%) will be required. SET-ASIDE subcontractors will not be required to provide Performance & Payment Bonds.
  2. Prospective Bidders whose bid exceeds $500,000 must be prequalified by the State of Connecticut Department of Administrative Services for the classification of work that they are bidding on.
  3. Questions regarding the work or bid shall be made in writing and directed via fax or e-mail to: Mr. Bradley Anderson, Project Manager () or Scott Scholl Asst. Project Manager () with the Construction Manager (Downes Construction Company, LLC) at (860) 225-3617 the last date for questions is Thursday April 3, 2014.
  4. Saidbids will be received at the CREC Construction Division Office until 2:00 PMfor ALL Bid Packagesas noted above and opened publicly and read aloud on Thursday April 10, 2014 at 2:30PM at theCREC MAIN OFFICE @ 111 Charter Oak Avenue, Hartford, CT.
  5. Plans, Specifications and Instructions to Bidders may be obtained on or after Thursday March 20, 2014at the Joseph Merritt Company, 650 Franklin Avenue, Hartford, CT 06114, (860) 296-2500. Only complete sets of plans and specifications are available at the cost of reproduction. Make checks payable to Joseph Merritt Company. Plans will also be available for viewing at Downes Construction’s Main Office, 200 Stanley St., New Britain and also through Share File by contacting Bradley Anderson or Scott Scholl at Downes Construction for information to a Share File link. Plans and Specifications will also be available for review at the State Contracting Portal and at the BRC, 15 Lewis St. Suite 302, Hartford CT 06103.
  6. A Pre-Bid Conference will be held at the jobsite at 176 Cumberland Avenue, Wethersfield CT 06109 on Wednesday April 2, 2014 at 10:00am. Prospective Bidders are to meet at the Downes Construction Trailer located off of Cumberland Avenue. Bidder attendance is encouraged but not mandatory.
  7. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and Town of Wethersfield requirements.
  8. This project is governed by The State of Connecticut Commission of Human Rights and Opportunities (“CHRO”)requirements and the CREC Equity Program Goals.
  9. The successful bidder shall participate and comply with all applicable affirmative action, equal employment, non-discrimination requirements.
  10. All bids shall be held open by bidders for a period of ninety (90) days. No bidder may withdraw their bid during that period.
  11. Bidders are reminded that Public Schools are exempt from Federal Excise Taxes as well as State of Connecticut Sales Tax to the extent allowed by law.
  12. The “Instructions to Bidders” and all special instructions shall be strictly followed by bidders.
  13. The project will be awarded to the lowest responsible bidder in accordance with Conn. Gen. Stat. & 10-287(b). However, Construction Manager and CREC reserve the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects in the bids.
