Traffic Panel

1.Information

1.1Requests for minor traffic measures, particularly if they involve Traffic Orders or have other implications on traffic flow, are generally considered by the Traffic Panel. The Traffic Panel consists of Council officers and representatives of the Police, emergency services, and the Bus Company. The panel seeks advice from Councillors, the refuse collection service and emergency services prior to their meeting and then makes recommendations on the requests. This process allows requests to be considered on a consistent basis across the borough and satisfies the requirement that the Police and emergency services are consulted at an early stage in the preparation of any orders.

1.2The Traffic Panel’s consideration of the issues and their recommendation is recorded in the minutes, which are circulated to all council members after the meeting. If no objections are raised to any of the items then the Panel’s recommendations are approved under delegated powers and this is reported to the next meeting of the relevant committee.

1.3The Traffic Panel met on 11 January 2006 and considered the following items related to this Area Committee:

i)Stanley Green Road/Rectory Road/Vicarage Road junction – request for yellow lines

ii)Dale Valley Road/Foxholes Road – Request for Give Way Sign

The relevant Panel minutes are attached for information and the Panel’s recommendations are approved under delegated powers.

Traffic Panel Comments: / The initial request was for waiting restrictions outside the flats immediately north of Rectory Road. The Panel was aware that there had been requests for restrictions at a number of locations around this junction and felt that the area should be considered as a whole.
The Panel noted that Vicarage Road split into two one-way legs at the junction. Although parking was quite heavy in this area it did not cause undue traffic problems. The left turning radius from Vicarage Road into Stanley Green Road is very gentle and it would be hard to justify waiting restrictions here.
The Panel agreed that vehicles parked opposite Vicarage Road did cause problems for traffic in Stanley Green Rd, particularly if they are turning right. There will inevitably be objections to any waiting restriction proposals here and so it is suggested that the carriageway markings be amended here to direct traffic past this point.

Traffic Panel Comments: / The Panel noted that there was a slight crest on the Dale Valley Road approach to the junction and drivers do not have an ideal view of the junction from this direction. A Stop sign needs special authorisation and this will only be obtained where the sightlines along the main road are severely restricted. A Give Way sign is the appropriate measure here and the Panel supported the suggestion.
