HIRING – LABOUR (6.2.3)

AND RESOLVED that Mr. Andrew Geggie be hired as a labourer at an hourly rate of $11 and partly funded by Emploi Québec for a period of 26 weeks.

GRANT – PAVING PART OF FIELDVILLE ROAD (6.2.4)

The confirmation of a grant of $65000 for the paving of part of Fieldville Road, was received from our MP, Stéphanie Vallée and the Minister of Transport of Québec, Norman McMillan responding to our request for financial assistance.

INSTALLATION SURFACE DOUBLE TREATMENT PART OF FIELDVILLE ROAD (6.2.5)

WHEREAS that a group of municipalities of Aumond, Blue Sea, Déléage, Low and Messines applied to tender for the installation of double surface treatment;

WHEREAS the proposed work on Fieldville Road is 1.4 km;

WHEREAS that three (3) tenders were received either:

Sintra Inc / 61309.98 taxes included
Construction DJL Inc. / 70704.73 taxes included
Entreprises Bourget Inc. / 95609.51 taxes included

CONSEQUENTLY, it is:

WHEREAS that one tender was received within the prescribed delays;

VISIT – INSPECTION NEW FIRE TRUCK (6.3.3)

WHEREAS that an inspection of the new fire truck in South Dakota is necessary by our fire department;

BYLAW NUMBER 006-2011

MODIFIING BYLAW #004-2010 CONCERNING BURNING ON THE MUNICIPALITY OF LOW TERRITORY

WHEREAS a notice of motion of the present by-law was given at a regular session of council held July 11th, 2010;

WHEREAS council members feels it is necessary to modify certain articles of by-law #004-2010;

CONSEQUENTLY, the council of the Municipality of Low by the present by-law ordains and decrees the following:

ARTICLE 1 – ADDITION - OBJECT AND APPLICATION

This by-law modifies certain articles of by-law 004-2010 and defines the rules with regards to the burning by-law in the Municipality of Low territory.

ARTICLE 2: ADDITION - DEFINTIONS

Fireworks: It is forbidden to have fireworks during a special event without a permit at a time when the danger for fires is at a high level in the municipality of Low.

ARTICLE 3 – ADDITION - RESTRICTED PERIOD

Include after the word material “without a permit”, first line and to change the date of June 1 to “May 1”, second line.

ARTICLE 4 - FIREWORKS

Fireworks are allowed when the risk level of fires is at low, no permits required.

ARTICLE 5 – ADDITION - DROUGHT FORECAST

At article 10 (by-law 004-2010) – addition after camp fires on the second line “and all fireworks excluding the fireworks during the Canada Day event held on July 1st by the organization responsible for that event”.

ARTICLE 6 - ENTRY INTO FORCE

The present by-law will come into force according to the law.

CORRESPONDENCE TO THE CPTAQ –DISAGREE OF SOME ASPECT OF THE LAW ON THE PROTECTION OF THE AGRICULTURAL TERRITORY (6.5.2)

WHEREAS that the Law on the protection of agricultural territory is causing the decline of some small rural of Quebec;

WHEREAS that many properties zoned agricultural have a very low potential;

WHEREAS that the operating costs of rural municipalities continued to increase following the new responsibilities given to municipalities by the Quebec government, unable to generate new revenue and putting the tax burden on its taxpayers with no relief in this impact;

WHEREAS that municipalities are closest to its taxpayers and a better knowledge of the land that is or not conducive to agriculture;

WHEREAS that several parcels of small lots or lands with weak agricultural potential were given by parents to their children to eventually build their dream house, but denied that dream therefore keeping potential young taxpayers from moving in;

CONSEQUENTLY, it is:

AND RESOLVED that the Municipality of Low asked the Ministry of Agriculture and the Commission of protection of the agricultural territory of Quebec to revise the Law on the protection of the agricultural territory to allow residential development and help the fiscal burden on rural municipalities;

THAT copy of this resolution be sent to Mr. Pierre Rondeau, Prefect of the MRC of the Valley of Gatineau and Mrs. Stéphanie Vallée, MP for Gatineau for their support.
