Introduction
DecidingonaUniversityisamajordecisionforstudentsandtheirfamilies.Inalistofimportantthingstoconsiderandcertainly,campussafetyistopofthelist.TheDepartmentofEducationunderstandsthe importanceof campussecurity andhasworked to maintaintheJeanneClery Disclosureof CampusSecurityPolicyandCampusCrimeStatisticsAct,whichisafederallawthatrequirescollegesanduniversitiestodisclosecertaintimelyandannualinformationaboutcampuscrimeandsecuritypolicies.TheUniversity hastaskedresponsibilityforadherencetotheacttotheCleryCoordinator whois partoftheCampusPoliceDepartment.
ThelawisnamedforJeanneClery,anineteenyearoldLehighUniversitystudentwhowasattackedandultimatelyslaininherdormroom.Theperpetrator,astudentwhowasnotauthorizedinthearea,gainedaccessintothedormthroughautomaticlockdoorsthatwereleftproppedopenbystudents.Thedeath ofJeanne was devastatingfor herfamily aswellasfor the campus community.
Unfortunately,beforeJeanneClery'sdeaththerewerenostandardizedlawsmandatingcollegestoreportcrimesoncampus to students,employees,potentialstudents and theirparents.JeanneandherparentsdidnotrealizethatLehighUniversityhadareported38violentoffenseswithinathree-yearperiod.TheythoughttheUniversitywassafefortheirdaughter.Thetragedyultimatelymotivatednationwide changes in theway campus crime is reported. The CleryAct,signedin1990, was originallyknownastheCrimeAwarenessand CampusSecurityAct.
TheUniversityofMissouri-St.Louis(UMSL)iscommittedtoprovidingasafeandsecureenvironmentforallmembersofourcommunity.Thesafetyofourstudents,faculty,staffandvisitorsisapriority.Theawarenessandcooperationofthecommunitymemberswhowork,studyandliveoncampusisneededtoensurecampus safety.

TheAnnualSecurityReportisupdatedbyOctober1stofeachyearitprovidesstatisticsregardingreportedcrimescommittedoncampusandataffiliatedlocationsforthepreviousthreecalendaryears.TheCleryCoordinatorassignedtotheUMSLpolicedepartmentalongwiththecooperationfromlocallawenforcementagenciesandtheUniversity’sCampusSecurityAuthoritiesprepareandcompilestatisticsfor thisreport.

IIICampusSecurityAuthorities
“Campussecurityauthority”isdefinedas-Anofficialofaninstitutionwhohassignificantresponsibilityforstudentandcampusactivities,including,butnotlimitedto,studenthousing,studentdisciplineandcampusjudicialproceedings.Anofficialisdefinedasanypersonwhohastheauthorityandthedutytotakeactionorrespondto particularissueson behalfof theinstitution. Clery furtherdefinescampussecurityauthoritiesas:
- Acampuspolicedepartmentoracampussecuritydepartmentofaninstitution.Ifyourinstitutionhasacampuspoliceorsecuritydepartment,thoseindividualsarecampussecurityauthorities.Asecuritydepartmentcanbeassmall asoneperson.
- Anyindividualorindividualswhohaveresponsibilityforcampussecuritybutwhodonotconstituteacampuspolicedepartmentoracampussecuritydepartment(e.g.,anindividualwhoisresponsibleformonitoring the entranceintoinstitutionalproperty).Includeindividualswhoprovidesecurityata campusparkingkiosk,monitoraccessintoacampusfacility,actaseventsecurityorescortstudentsaroundcampusafterdark.
- Anyindividualororganizationspecifiedinaninstitution’sstatementofcampussecuritypolicyasanindividualororganizationto whichstudentsandemployees should report criminaloffenses.If youdirectthecampuscommunitytoreportcriminalincidentsto anyoneorany organization inadditiontopoliceorsecurity-relatedpersonnel,thatindividualororganization isacampussecurityauthority.
- Anofficialofaninstitutionwho has significantresponsibilityforstudentandcampusactivities,including,butnotlimitedto,studenthousing,studentdisciplineandcampusjudicialproceedings.Anofficialisdefinedasanypersonwhohastheauthorityandthedutytotakeactionorrespondtoparticularissuesonbehalfoftheinstitution.
Examples of individualswho meet thecriteriaforbeingcampussecurityauthoritiesinclude:
A coordinatorofGreekaffairs.
A dean ofstudentswhooverseesstudenthousing, astudentcenterorstudentextracurricularactivities.
Adirectorofathletics, ateamcoachor a facultyadvisorto astudentgroup.

Aphysicianinacampushealthcenter,acounselorinacampuscounselingcenteroravictimadvocateorsexualassaultresponseteaminacampusrapecrisiscenteriftheyareidentifiedbyyourschoolassomeonetowhomcrimesshouldbereportedoriftheyhavesignificantresponsibilityforstudentandcampusactivities.However,iftheseindividualsarenotidentifiedaspeopletowhomcrimesshouldbereportedordonothavesignificantresponsibilityforstudentandcampusactivities,theywouldnotbeconsideredCSAs.
CampusSecurityAuthoritiesareprovidedwithinformationandmaterialstheyneedtodocumentreportedcrimes.TheCleryCoordinatorsendsemailstoidentifiedCampusSecurityAuthoritiesaskingforcrimestatistics.CSA’sarealsoaskedtoprovide uswith anynewlyappointedCampusSecurityAuthorities.
UMSL’sCampusSecurityAuthoritiesviewtheCampusSafetyandSecurityReportingTrainingvideo,
TheCleryCoordinatorisamemberofthepolicedepartmentassignedtheresponsibilityofcollectingstatisticsfromCampusSecurityAuthoritiesandcompilingtheinformationreceivedintotheCampusCrimeActandFiresafetyreport.
IVLocal LawEnforcement
TheUniversityofMissouri-St.LouisPoliceDepartment(UMSL-PD)iscommittedtoassistingourcampuscommunity;wehaveconcurrentjurisdictionandresponsibilitytoprovideprofessionalpoliceservice,investigatecrimesonallpropertyownedorcontrolledbytheUniversity,andprovideeducationalsafetyclassestothecampuscommunity.WesendrequestannuallyforClerycrimestaticstoagenciesinourClerygeography,inquiring iftheyhave receivedany reportableoffensesnotpreviouslysharedwiththeCampusPolice.
MISSION STATEMENT
ThemissionoftheUniversityofMissouri-SaintLouisPoliceDepartmentistoworkcooperativelywiththeUniversitycommunityandwithintheframeworkoftheConstitutiontoenforcethelaws,preservethepeaceandprovidea safeenvironment forourcampus.
TheUniversityofMissouri-SaintLouisPoliceDepartmentiscommittedtoprofessionalmanagementandtoprovidingourservicesinamannerthatisresponsivetocommunityconcerns.Wepledgetobesensitivetotheneedsofthoseweserve.
OurPoliceDepartmentisanintegralpartofUMSL.ThedepartmentworkscloselywithParkingandTransportationtoensureParkingRegulationsareenforcedoncampus.Workingcooperativelywith theUniversitycommunity,thePoliceDepartmentstrivestoensurethatUMSLisasafeandpleasantenvironmentwherepeoplecanlive,workandpursuetheireducationalgoals.ItisthedutyofeveryUMSLpoliceofficertomaintainpeaceandkeeporder.UniformedPoliceOfficerspatrol thecampus24hours a day,365days a year.
ThedepartmenthasacloseworkingrelationshipwithMissouriStateHighwayPatrol,SaintLouisCountyPoliceDepartmentandadjacentcommunities.Webenefitfromstatesanctionedmutualaidagreements,withregionalandlocaldepartmentswhoassisteachotherwhenapolicesituationornaturaldisasterisbeyonddepartmentcapabilities.
OnDecember8,2000,theCommissiononAccreditationofLawEnforcementAgencies(CALEA)accreditedtheUniversityofMissouri-SaintLouisPoliceDepartment.TheUMSLPoliceDepartmenthasrecentlygonethroughour fifth re-accreditationprocess andwillreceive ourawardNovember2015.
ToensuretheintegrityoftheUniversityofMissouri-St.LouisPoliceDepartmentandmaintaintheconfidenceofthe public,allcomplaintsagainstthe Departmentoremployeeswillbethoroughlyinvestigated.

In an effort to keep thecampuscommunityinformedUMSL records allcriminalincidents,includingnon-CleryActcrimesandfiresasreportedtothecampuspoliceregardlessofdelayorhowmuchtimehaspassedsincetheallegedincidentoccurred.Crimesarerecordedinalogonthedatetheyarereported.Thelogcontainsinformationaboutcrimesandfiresthatoccuranywhereoncampus1andwithinthepatroljurisdictionofthecampuspolice. VIEmergencyNotificationsand EvacuationProcedures

1.Confirmationofasignificantemergencyordangeroussituationmaybemadebyamemberofthepolicedepartment.EmergencyNotificationstothecampusareauthorizedandrequiredwhenamemberofthepolicedepartmentcanconfirmtheoccurrenceofasignificantemergencyordangeroussituationinvolvinganimmediate threat to the healthandsafety ofstudentsoremployeesoncampus.
a.Thedecisiontosendanemergencynotificationrests2firstwithon-dutyWatchCommander/SupervisorwhomayconferandconsultwithotherCommandmembers.AtthetimeofadevelopingemergencytheWatchCommander/Supervisormaydirectthedispatchertomakethenotification.Howevershouldunforeseensituationsoccur;dispatchers,WatchCommanders,SupervisorsorotherCommandmembersmayinitiateEmergencyNotificationswithoutthedelayof anypending priorauthority.
b.TheUMSL-PDwill,withoutdelay,andtakingintoaccountthesafetyofthecommunity,determinethecontentofthenotificationandinitiatethenotificationsystem.Howeverifintheprofessionaljudgmentofresponsibleauthoritiesnotificationwillcompromiseeffortstoassistavictimortocontain,respondtoorotherwisemitigatetheemergencythenotificationmaybedelayed.Shouldthe largercommunity require emergencynotificationthattaskshall beperformed byAssistant ViceChancellorofUniversityMarketingandCommunication.
- TheemergencymobilizationprocessandthecampuswidemassnotificationsystemwillbetestedduringtheNationalWeatherServiceSevereWeatherAwarenessWeekinMarchandWinterWeatherAwarenessWeekinNovemberofeachyearaspublishedbytheNOAA’sNationalWeatherService.UMSLalsoconductsanannualemergencyevacuationdrill.Thedrillmaybeannouncedandunannouncedandisconductedinoccupiedareasoncampus.
- UMSLalsoconductsanannualtestoftheemergencyresponseandevacuationprocedures. ThetestmaybeannouncedorunannouncedandwillpublicizeouremergencyevacuationproceduresbyprovidingalinktotheBESTprogrami.*Thisyear’sdrillwasconductedonJune17,2014toevaluatethecampuswideadministrativeresponsetoanemergencyoccurringontheUniversityofMissouri-St.LouisCampus.ThetestwasaTableTopbasedscenariowiththeplayersbeingtheExecutivePolicyGroupAlternates,andtheIncidentCommand team consistingof the SectionChiefsAlternatesaswell as a limitednumberofAlternateBranchChiefs.
Severalgoalsandobjectiveswereestablishedforthetest.ThesegoalsandobjectiveswerebaseduponactionsandactivitiesneededtoevaluatetheUniversitiesEmergencyOperationsPlan,theEmergency

OperationsCenterandtheresponsetothescenario.ThescenarioforthetestwasthecollapseofalargeconstructioncraneintoanexistingUniversitybuildingaswellasanewbuildingunderconstruction.Thiswasconsideredasadistinctpossibilityasthereareseverallargebuildingprojectsoccurringorplannedforthe campus.
The goalswereasfollows:
- TointroducetheAlternateExecutivePolicyGroupandtheAlternateSectionChiefstotheEmergencyOperationsPlanandtheIncidentCommandSystemaswell astoevaluatethecapabilities ofthe EmergencyOperationsCenter.
- To test theEmergencyNotificationSystemandensurecompliancewithCLERY requirements.
- Toevaluatetheevacuationproceduresofstudentsandstaffandtoplanforthedisplacementofselectedclassesfor a longperiodoftime.
- Toidentifylocationsfortemporaryshelteranddiningfacilitiesforaffectedstudentsandstaffaswell asemergencyresponsepersonnel.
- Todemonstratethecollectionanddisseminationofinformationtothepublicincludingtheuseofsocialmedia.
- To highlightproblemsolvingcapabilitiesofparticipants inahighstressenvironment.
- Todemonstrateproceduresfortrackingexpendituresandtodemonstrateproperaccountingandrecord keepingallowingforreimbursementandliabilitytracking.
- To simulatethe recalland mobilizationofresources inthe eventofanemergency.
Thetestwaseffective;severalremarksweremadeabouthowwellcommunicationsseemedtowork.Bothinpersonandelectroniccommunicationswerehighlightedasexcellent.Thereseemstobeconsensusamongparticipantsthatitwasextremelyvaluabletoworktogetherandlearnmoreaboutoneanother’sfunctions. Participantsidentifiedareasneedingenhancementandvaluedtheopportunitytotesttheirrolesinan incidentcommand system.Participantssawthe needfor continuedtrainingandfuturetesttostrengthentheirknowledgeandunderstandingofICSandemergencymanagement.Thetestplanninggrouprecommendsthat testbeconductedonanannualbasistomaintainandimproveefficiency.

VIITimely Warnings
ThesafetyoftheUMSLcommunityisavitalconcernandwetakemeasurestonotifyourcampuscommunityofpotentiallydangerouscriminalsituationonornearourcampus. TheCampusPoliceDepartmenthaswritten
policygoverningtheutilizationoftimelywarningstoalertthecampuscommunityofcertaincrimesinorderthatsuchnotificationcanaidinthepreventionofsimilarcrimes.TimelyWarningsaretriggeredbycrimesthathavealreadyoccurredbutrepresentanongoingthreat.Theintentofawarningistoenablepeopletoprotectthemselves.
TimelyWarningsareissuedthroughtheMassNotificationsystemorcampuswideemail,assoonaspertinentinformationisavailable.Evenifallofthefactssurroundingacriminalincidentorincidentsarenotknownwewillissueawarning.*ItistheresponsibilityofthePoliceDepartment’son-dutysupervisorwhomayconferandconsultwithotherCommand memberstodecideifawarningneedstobeissued. WatchCommanders,SupervisorsandCommandmembersmaysendaTimelyWarningwithoutthedelayofanypendingpriorauthority.Lawenforcementeffortswillbetakenintoconsiderationwhenissuingwarningsthatcouldcontaininformationthatmaycompromisetheinvestigation.IncaseswherethereisaseriouscontinuingthreattostudentsoremployeestheUMSL-PDwillissueaTimelyWarningtakingheedoflawenforcementefforts.TheUMSLPoliceDepartmentmaintainsopencommunicationwithlocalpolicedepartmentsaboutcrimesreportedtothemthatmaywarranttimelywarnings.TimelyWarningsmaybeaccessedbygoingtotheUMSLPoliceDepartmentwebsite.
VIIIAnnualSecurityReport
ByOctober1stofeachyeartheAnnualSecurityReportissentforpublicdistributionviacampuswideemailandpostedtotheUMSLPoliceDepartmentwebsite,aswellasontheDepartmentofEducation’swebsite.UMSL’sannualsecurityreportcontainscrimestatisticsandvariouspolicystatements.Ourstatementsaccuratelyreflecthow ourpolicies arecurrentlyimplemented.
A.CurrentcampuspolicyregardingproceduresforstudentsandotherstoreportcriminalactionsorotheremergenciesoccurringoncampusrequiresallcrimesthatoccurwithinthejurisdictionoftheUMSLPoliceDepartmentbereportedimmediately,regardlessoftheirnature,forthesafetyofothersoncampus.
1.UMSL-PDhasaworkingrelationshipwithstateandlocallawenforcementagencies,includingagreementswithsuchagenciesandmemorandaofunderstandingfortheinvestigationofallegedcriminaloffenses.UMSL-PDhasconcurrentjurisdictionwithotherpoliceagenciessuchasSt.LouisCounty,Normandy,St.LouisCity,Bel-Nor,TownandCountry,andBel-Ridge.Theseagreementsincludethemonitoringandrecordingofcriminalactivitiesinoffcampuslocationswherestudentorganizationsofficiallyrecognized byUMSLmayengage inactivities.It is thepolicyoftheUMSL-PDtoserveastheprimaryreportingagencyforallpropertyownedbytheUniversityonthemaincampuslocatedtothenorthandsouthofNaturalBridge.Thisincludescallsforpoliceservice,trafficsafetyandcriminalinvestigationsofallegedcriminaloffenses.Thecampuspolicedepartmentisauthorizedbystatestatueandgiventhesamelawenforcementauthoritygiventoany otherpeaceofficerof thestate.
2.Students,employeesandCampusSecurityAuthoritiesshouldreportcriminaloffensesaccuratelyandpromptlyasdefined byCleryto the UMSL-PD to allow for the creationanddistributionof timelywarningreportsandannualstatisticaldisclosure.UMSLencouragesaccurateandpromptreportingofcrimestotheUMSL-PDandotherappropriatelawenforcementagencies.OurPoliceCommunicationsCenterisstaffed24hoursadayandmaybereacheddirectlyat314-516-5155.Toensurepromptactionweaskstudentstoprogramthisnumberintotheirphone.VictimsorwitnessesareallowedtoreportcrimesonavoluntaryandconfidentialbasesforinclusionintheAnnualSecurityreport,however,CSA’saredirectedtouseoneoftwoFormsinreportingtotheCleryCoordinator.
B.ThesecurityofandaccesstocampusfacilitiesisaddressedintheUMSLpolicywhichstates,exceptduringnormalworkinghours,allbuildingsshallbelockedinordertomaintainthesecurityofboththebuildingsandtheircontents.UMSL-PDandresidentiallifepersonnelworkcloselytogethertocreateasafeandcomfortablelivingandlearningenvironment.ThesecurityofresidentialareasincludescontinuouspatrolofthebuildingsandgroundsbyresidentiallifepersonnelandUMSL-PD.Buildingaccessisrestrictedto residentsandinvitedguest.

Parkingpermitsareissuedtostudentsandenforcementactionsaretakentoidentifynoncampusmembers thatmaypose a riskto safetyandsecurity.

TheUniversityofMissouri-St.LouisParkingandTransportationDepartmentprovidesashuttleserviceforallstudents,faculty,staff,andvisitors.Shuttlesarehandicapaccessibleandequippedwithvideocamerasthatcontinuallyrecordactivitybothinsideandinfrontoftheshuttles.Theshuttlesinteriorlightsareleftonafterdarkinordertoenhancevideorecordingofyourshuttlerideandincreaseyoursecurity.TheshuttlesarealsoequippedwithGPS tracking deviceswhichmaybeaccessed in the ParkingandTransportationOffice.

Bystanderengagementisencouragedthroughsafeandpositiveinterventiontechniquesandbyempoweringthird-partyinterventionandpreventionsuchascallingforhelp,usingintervention-basedapps,identifyingalliesand/orcreatingdistractions.Bystanderempowermenttraininghighlightstheneedforthosewhointervenetoensuretheirownsafetyintheinterventiontechniquestheychoose,andmotivatesthemtointerveneasstakeholdersin thesafety ofthecommunitywhenothersmightchoose tobebystanders.

4.Foryoursafetyandwell-being,immediatemedicalattentionisencouraged.Further,beingexaminedassoonaspossible,ideallywithin96hours,isimportantinthe caseofrapeorsexualassault.Thehospitalwillarrangeforaspecificmedicalexaminationatnochargeorcanworkwithyoutoarrangestatereimbursement.
- Topreserveevidence,itisrecommendedthatyoudonotbathe,shower,douche,eat,drink,smoke,brushyourteeth,urinate,defecateorchangeclothesbeforereceivingmedicalattention.Evenifyouhavealreadytakenanyoftheseactions,youarestillencouragedtohavepromptmedicalcare,andevidencemaystillberecoverable.
- Typically,ifpoliceareinvolvedorwillbeinvolved,theywillobtainevidencefromthescene,anditisbesttoleavethingsundisturbeduntiltheirarrival.Theywillgatherbedding,linensorunlaunderedclothingandanyotherpertinentarticlesthatmaybeusedforevidence.Itisbesttoallowpolicetosecureitemsinevidencecontainers,butifyouareinvolvedintransmissionofitemsofevidence,suchas to thehospital,securethem in acleanpaperbagorcleansheet, to avoidcontamination.

Students,employees,volunteersandvisitorsof the Universitywhohaveexperiencedany formofsexdiscrimination,includingsexualharassmentorsexualmisconduct, areencouragedto reportthe incidentpromptly to theappropriateTitle IX CoordinatorlistedinSection600.020D. For questionsregardingconfidentialityorrequeststhatthe complaintnotbepursued,seeSection600.020F.In order to fosterreportingandparticipation,the Universitymay provideamnesty to Complainantsandwitnessesforminorstudentconductviolationsancillary tothe incident.

MandatedReporters
AnyemployeeoftheUniversitywhobecomesawareofsexdiscriminationasdefinedinthispolicy(includingsexualharassment,sexualmisconduct,stalkingonthebasisofsex,dating/intimatepartnerviolenceorsexualexploitation)isaMandatedReporter,regardlessofwhethertherecipientofthebehaviorisastudent,employee,volunteerorvisitoroftheUniversity.Exception:Employeeswithalegalobligationorprivilegeofconfidentiality(includinghealthcareproviders,counselors,lawyers,{pastoralcounselors}andtheirassociatedstaff)arenotconsideredMandatedReportersand arenotrequired toreportwhentheinformation is learnedin the courseof aconfidentialcommunication.ThisalsomeansthattheemployeeseekingtheexemptionisemployedbytheUniversity for thatspecificpurposeandwasactingin thatcapacitywhen theconfidentialdisclosurewasmade.Iftheinformationisnotlearnedinthecourseofconfidentialcommunication(forexample,behaviorisobservedinclass)thentheemployeehasthesameobligationasaMandatedReporter.ConsistentwiththelawanduponapprovalfromtheOfficeofGeneralCounsel,campusesmayalsodesignatenon-professionalcounselorsoradvocatesasconfidentialforpurposesofthispolicyand,therefore,excludedfromthedefinitionofMandatedReporters.However, theseindividualsarerequiredonceper month to report to theTitle IXCoordinatoraggregate,non-personallyidentifiableinformationregardingincidentsof sex discrimination reported tothem.Theaggregatedatareportshouldcontaingeneralinformationaboutindividual incidents of sexualviolencesuchasthenature,date,time,andgenerallocationoftheincident.Confidentialityinthiscontextisnotthe same asprivilege under thelaw.

SexualHarassment
Sexualharassmentisaformofmisconductthatunderminestheintegrityoftheacademicenvironment.ItisthepolicyoftheUniversitythatsexualharassmentisprohibited.AllmembersoftheUniversity community,especiallyofficers,facultyandotherindividualswhoexercise supervisory authority, have an obligation topromoteanenvironmentthatis free ofsexualharassment.7
TheCollectedRulesandRegulationsoftheUniversityofMissouriSection600.020C8definesSexualharassmentas:
a.Unwelcomesexualadvancesorrequestsforsexualactivitybyapersonorpersonsinapositionofpowerorauthority toanotherperson,or

ThefollowingsanctionsmaybeimposeduponanystudentfoundtohaveviolatedtheStudentConductCode;morethanoneof thesanctionsmay beimposed foranysingleviolation:

Theinvestigationandrecordsoftheresolution conducted by the University are maintainedconfidentially.Informationissharedinternallybetweenadministratorswhoneedtoknow,butatightcircleiskept.Whereinformationmustbesharedtopermittheinvestigationtomoveforward,thepersonbringingtheaccusationwillbeinformed.PrivacyoftherecordsspecifictotheinvestigationaremaintainedinaccordancewithMissourilawand,inthecaseofstudentrecords,thefederalprivacystatute:FERPA.AnypublicreleaseofinformationneededtocomplywiththeopencrimelogsortimelywarningprovisionsoftheCleryActwillnotincludereleasethenamesofvictimsorinformationthatcouldeasilyleadtoavictim’sidentification.Additionally,
