GUIDANCE IN THE APPLICATION PROCESS FOR A MCAR-145MAINTENANCE ORGANISATION APPROVAL

1INTRODUCTION

Any Organisation on application and demonstrating compliance with MCAR-145 will be entitled in accordance with the MCAR-145 exposition to carry out the following tasks:

(a) Maintain any aircraft and/or component for which it is approved at thelocationsidentified in the approval certificate and in the exposition;

(b) Arrange for maintenance of any aircraft or component for which it is approved atanother organisation that is working under the quality system of the organisation. Thisrefers to work being carried out by an organisation not itselfappropriately approved tocarry out such maintenance under MCAR-145 and is limited to the work scope permittedunder MCAR-145.65(b) procedures. This work scope shall not include a basemaintenance check of an aircraft or a complete workshop maintenance check oroverhaul of an engine or engine module;

(c) Maintain any aircraft or any component for which it is approved at any location subjectto the need for such maintenance arising either from the unserviceability of the aircraftor from the necessity of supporting occasional line maintenance, subject to theconditions specified in the exposition;

(d) Maintain any aircraft and/or component for which it is approved at a location identifiedas a line maintenance location capable of supporting minor maintenance and only if theorganisation exposition both permits such activity and lists such locations;

(e) Issue certificates of release to service in respect of completion of maintenance inaccordance with MCAR-145.50.

3.1CAD means Civil Aviation Department of Maldives

3.2Small Aircraft means those aircraft with a maximum take off mass of 5700 kg or less excluding multi-engine helicopters.

6APPLICATION PROCESS

6.1A CAD Form 2 application must be completed and submitted to the CAD.

6.2The CAD form 2 may be downloaded from the CAD website and details of the appropriate fees may be found in the ASC AW 06 which can also be accessed through the CAD website.

6.3Once the application has been acknowledged a MCAR-145 Compliance Checklist (CCL) will be sent with an acknowledgement of the application to assist in you preparing for the approval assessment. The CCL is also available for download from the CAD web site.

6.4A CCL has been produced in order for the organisation to demonstrate the method of compliance. The more detail that can be included in the CCL, the more efficient the approval process will be.

6.5The Civil Aviation Department has produced an “Anybody’s Maintenance Organisation Exposition (MOE)” document that may assist in your company’s preparation. This may be obtained and downloaded from the CAD website. This document, however, must be used in conjunction with MCAR-145 and the CCL to accurately reflect the organisation and its procedures.

7CAD INVESTIGATION AND APPROVAL

7.1The CAD will allocate an inspector to review your compliance with the regulation. The inspector has to make a positive recommendation that all aspects are in compliance with the MCAR-145 as applicable, before the approval can be finalised and the approval certificate issued.

7.2Please note that any non-conformances must be closed prior the approval being granted.

7.3The applicant must submit 2 copies ofMOE, which include the necessary procedures to comply with MCAR-145, taking into account the responsibilities and tasks of the MCAR-145, as applicable. These details need to be to a depth where the CAD can be satisfied that all the aspects of AMC MCAR-145.70 (a) have been considered. The applicant must submit the completed CCL along with the MOE.

7.4CAD Form 4’s (personnel qualification and experience) must be submitted for the appropriate management personnel.

7.5It must be noted that it is the responsibility of the applicant company to
demonstrate compliance with the requirements of MCAR-145, as
applicable. The CAD will confirm compliance by carrying out an audit of thecompany facilities, procedures and personnel against the relevant requirements.

7.6If an application for a change to the existing MCAR-145 approval is
submitted, it would be appropriate for the Civil Aviation Department to meet withthe Accountable Manager, as this would be a significant change in
responsibility from initial approval.

7.7If the application is for initial approval the Accountable Manager will need to demonstrate an understanding of MCAR-145 in general.

7.8Once satisfied that compliance with the applicable regulations has been achieved the CAD will issue the Approval Certificate.

7.9The CAD will then implement a two-year surveillance plan for continuation of the approval.

7.10For new approvals, the audit frequency may increase in the early period, dependent on the company’s experience and the complexity of the scope of approval.
