Call to order and agenda
Meeting called to order on Thursday, January 9, 2008 by Stephen McCann at 9:15 am Hong Kong Time (HKT). The chair then reviewed the following topics from the agenda:
· The agenda is document number 11-08/0003r0
· The chair read the IEEE patent policy
o The membership had no questions on the policy
o The chair requested information on essential patents, patent claims, and pending patent applications and called for letters of assurance. No response was made to the call
· The chair also noted the affiliation FAQ, anti-trust FAQ, ethics code, IEEE 802.11 policies and procedures, and IEEE 802 policies and procedures
· The agenda was modified to 11-08/0003r1 and adopted by unanimous consent

· D1.02 incorporates changes for all editorial comments, as well as the technical comments that were reclassified as editorial
· All technical comments with approved resolutions have been marked as done in 11-07/2204r20
· All submissions approved through the November 2007 meeting have been added to the draft
· The editor hopes to produce D1.03 by Tuesday next week
Comment Resolution Status
· 11-07/2204r21 was created and uploaded. This version merges proposed comment resolutions from Elly Kim, Dave Stephenson, and Matthew Gast.
· The group began looking at comments labelled "Discussion" and "Submission" from 11-07/2204r21. All proposed comment resolutions were placed in comment group 19.
· CID 161: Proposed resolution is to counter with new proposed text
· CID 219: Duplicate of a comment already handled by the editor
· CIDs 550 and 594: The 11y tables in Annex I have lots of useful info, but it is not clear how to use them in the TGu draft. Dave Stephenson volunteered to follow up with the commenter.
· CID 666: Accept in principle, but this has a large effect on the text. We can defer this in order to expeditiously move to letter ballot.
o CIDs 669, 670, and 672 follow the resolution of CID 666.
· CID 1013: The current draft model is supported by the service providers attending TGu
· CID 1424: Accept
· CID 1620 & 1674 – duplicates of CID 219
· CID 1727: Reject
· CID 1844: Reject because TGy MIB would need to merge with TGu MIB
· Gabor Bajko: Why is the MIB defined the way it is?
o Dave Stephenson: The MIB was developed from the IETF geopriv working group. There was no MIB from the geopriv working group, just an XML format. To create the MIB, the XML had to be converted to ASN.1
o Stephen McCann: The MIB is a standard interface to parameters an implementation is specified to have
o Gabor Bajko: The location MIB may need to change. The civic location draft was based on version 0.5 of an IETF draft, but that group has now produced version 0.7.
o Stephen McCann: The working group should request that geopriv produce an ASN.1 encoding. In the meantime, the task group should keep tracking the IETF draft.
§ Action: Stephen McCann to follow up with the IETF liaison officer (Dorthy Stanley) to ask geopriv to produce the ASN.1 encoding of the MIB.
· CIDs 552 and 596: Changed reference to ISO 3166
· CIDs 1859 and 1860
o Stephen McCann: This comment relates to a corner case where there is no SSPN, such as in a museum
o Dave Stephenson: There are no permissions from carrier and no AAA server. There is also no conctractual relationship. However, the network selection problem is still the same as without a carrier, and the TG should continue to address the problem.
o A trivial submission is required; Stephen McCann volunteered.
· CID 1999
o Colin Blanchard: This feature was not intended to allow active disconnection of a station. An AP can report the type of service, and subsequently refuse service if the security was not "good enough."
· CID 2001
o The problem is that the first authentication gives you authorization, and those attributes are sent to first AP. But if those attributes change, the AAA server may wish to send an update to the network, and would send it to the first AP. If the non-AP STA has left that first AP, the attributes may not be applied to the session.
o Gabor Bajko: In GSM networks, this problem is handled by disconnecting a STA.
o Proposed resolution accepted and added to spreadsheet
· CID 2002: Counter by deleting section.
· CIDs 2296 & 2297: These are related to CID 1424, which was resolved earlier in the meeting.

· Juan-Carlos Zuniga contributed comment resolutions that were merged into 11-07/2204r23.
· Dave Stephenson proposed additional resolutions. These were also merged into 11-07/2204r23.
· Proposed comment resolutions from the day's work will be placed in comment group 20.

· Missing normative references need to be incorporated, which requires creation of an editorial instructions document.
After completing presentations, the group began working on proposing comment resolutions. These proposed resolutions will be saved as 11-07/2204r24.
