Call for visual artists/curators/visual arts organisations in Clare

Creating Space is a new initiative of the Arts Office of Clare County Council as part of our current Arts Development Plan “Creating Space: Space for Making ...Space for Sharing”. It is supported by The Arts Council as part of our annual arts programme.
We are inviting artists to submit proposals which respond to one of the core aims of this plan:
To create quality opportunities for artists and the public to interact and inspire each other.
Through this call we will encourage new creative opportunities for visual artists/ organisations to support inventive ways of working/engaging with communities and audiences in the visual arts and with other art forms.
The initiative provides direct funding for professional arts projects in the visual arts. The proposed projects must not already be in receipt of funding from any other scheme administered by the Arts Office.
It is proposed to support 4 projects through this scheme:
· 1 projects at a maximum of €5,000
· 2 projects at a maximum of €1,750
Clare County Council reserves the right not to select a proposal if none of the applications received are deemed to be suitable. In this instance Clare County Council reserves the right to pursue a different procurement process.
Independent assessors appointed by Clare County Council will consider the applications. LATE/INCOMPLETE APPLICATIONS WILL NOT BE ACCEPTED

Guidelines
While we encourage a broad approach to proposals the following guidelines apply:
· Artist/Curator/ Organisation must be primarily based in County Clare and must have a demonstrable track record of working in the County.
· The first page of the application must summarise in three bullet points the key aims and objectives of the application.
· Submissions must demonstrate how they will achieve and maintain quality professional practice
· While this initiative aims to support the professional development and practice of visual artists/curators / organisations in Clare, proposals should have wider arts development potential and should demonstrate how they will contribute to those aims, for example; the development of particular areas of practice; engagement with particular sectors/communities of interest etc
· If making more than one proposal, separate application forms must be submitted.
· Proposals should include CV’s for all lead artists/curators if applicable
· Proposals must include detailed projected income and expenditure estimates. Proposals must indicate if they are dependent on the realisation of funding from other sources. In Kind supports should be illustrated.
· Proposals must identify how they will engage with target audiences.
· A partnership approach is encouraged – please supply details e.g. letters of local support.
· Proposals should outline the documentation and evaluation proposed for the project.
· Supporting documentation must be typed and will not be returned unless a Stamped Addressed Envelope is enclosed.
Examples of Supporting Material:
Preferably all supporting information is received on CD and should include good quality examples of your work that demonstrate your practice to date.The following should be used as a guide.
· 10 good quality still images in JPEG format.
· 3 excerpts of 3 minutes for moving image work/Film
· Good quality recordings of compositions or performances which illustrate the applicants artistic practice and track record to date;
· Up to 3 PDF examples (in electronic format) of recent cataloguesor relevant publications.
· All still and moving images should be clearly labelled with a brief description of the work;
If you require return of any supporting material please specify and include a stamped address envelope.
Conditions of the Scheme
· Recipients of the Awards will receive monies in 2 instalments. 50% will be provided upon awarding of the grant. The remaining 50% will be provided on receipt of a full report on the conclusion of activity in respect of which funding has been sought.
· Bank details and PPS numbers will be required from the successful applicants. Payment may be subject to withholding tax and a tax clearance cert may be required.
· Garda Vetting will be required where a project proposes to work with children/young people
· Artists will be required to provide their own insurance for the project/proposal –cost may be factored into budgetary projections.
· Artists will be required to abide by all health and safety legislation for the project / proposal.
· Applicants must adhere to the branding guidelines of Clare County Council once an offer of funding is accepted.
· Clare County Council reserves the right to shortlist proposals for inclusion on a panel for up to 18 months after the selection date.
· The placement of a proposal on the panel does not guarantee any level of support or award to the artist at this time or in the future. However it will enable the Arts Office to make funding applications for relevant projects/ideas should such an opportunity arise within the timeframe outlined. Should additional funding become available, the Arts Office may then revert to the panel.

Receipt of applications
Your application will be acknowledged within two weeks of receipt. Decisions on the application will be issued within 6 weeks of application deadline.
