Local Rules

2015 Season

Purpose: The purpose of the Local Rules will be to set forth procedures for operation of District 30 Junior League. These rules will attempt to add emphasis to the Little League Pledge:

I Trust in God

I love my County

And I will respect its Laws

I will play Fair

And strive to Win

But win or Lose

I will always do my Best

The intended goal of District 30 procedures shall be to serve the children of the community by demonstrating the concepts of “play Fair”, ”But win or Lose” and “always do my Best” through good sportsmanship, a sense of fair play, a love of the game of baseball and the development friendships in the community all while having fun.

A. ADMINISTRATIVE

1. Registration

1.1  Where: Players should register in their appropriate Local Little League.

1.2  Shared Players: If the League’s teams are full, They must contact District 30 Coordinator to find a league to take on the extra players. Once it is decided then a “Combined Leagues” form must be filled out and signed by both Presidents BEFORE a player may participate with another league.

2. Players and Rosters

2.1  Player Counts: Prior to the first game of the season, the local league Intermediate Coordinator must e-mail the Intermediate Division Coordinator weekly after Jan. 1 until the final roster is made as to the number of players on each team so accommodations can be made for possible “Shared Player” placement.

2.2  Ages: 11 – 13 year olds may register.

2.3  Final Roster: Must be signed in INK by the Manager, Local Player Agent, Local President and the District 30 Junior/ Senior Division Coordinator.

2.4  Roster Additions: No roster additions allowed after April 15. A roster addition after April 15 can be allowed by District 30 if a team will fall below 9 players and is subject to the District 30 Intermediate Division Coordinator approval.

2.5  Uniforms: No player or team shall alter any part of the League-issued uniform, including hats, shirts, socks, or pants, without the approval of the Local League Uniforms/Equipment Board member. Each player is required to wear a numbered uniform which must correspond with the roster. Sunday only division may wear regular season uniform.

4. Managers and Coaches

4.1  Background Check: Required for all managers and coaches to be performed by the local league President.

4.2.  Coaches Meetings: Required for Managers and Coaches. At the first meeting, the following will be discussed:

Coaches Code of Conduct, Rules and Regulations, Schedules. . If first meeting is missed then the Manager or Coach will be not be allowed in the dugout for first played game.

4.3.  Scorekeeping: Manager of the home team shall be responsible for providing an official Scorekeeper. Each manager must have a proper and legible Pitching Affidavit and line-up card including the player’s numbers and first initial and last name for the scorekeeper, Umpire and opposing manager before the game.

4.3.1  Pitching Affidavit: Each manager MUST carry their pitcher affidavit and have it properly filled out and signed by the official scorekeeper. Failure to do so will result in forfeit.

4.4.  Field Attire: All managers and coaches must wear a shirt (no tank tops), close toed shoes.

5. Discipline

5.1.  Conduct: Players shall conduct themselves in an orderly manner in the dugout or on the field. Horseplay, profanity, or other behavior deterring from the orderly progression of the game is prohibited.

5.2.  Benching: For disciplinary reasons, a manager may bench a player before and during a game. When this action has been taken, the manager shall report it to the opposing manager, the plate umpire and the official scorekeeper, citing the player’s name and the circumstances.

5.3.  Ejection - Player: When a player is ejected from a game, the player shall leave the field of play immediately and take no further part in that game. The player may not sit in the stands and may not be recalled. If the player’s parents are not at the game then he/she is to remain in the dugout until a parent or guardian is able to pick him/her up. Any player ejected from a game is suspended for the next played game. After each suspension the player is subject to the following:

#1 Letter to parents, Local Intermediate Rep and Local League President

#2 Suspension for 3 games

#3 Suspension pending District 30 hearing and decision

5.4.  Ejection –Manager/Coach: When a manager or coach is ejected from a game, the manager or coach shall leave the field of play and athletic facility (including the parking lot) immediately and take no further part in that game. The manager or coach may not sit in the stands and may not be recalled. Any manager or coach ejected from a game is suspended for the next played game. After each suspension the manager/coach is subject to the following:

#1 Letter to Local Intermediate Rep and Local League President

#2 Suspension for 3 games

#3 Suspension pending District 30 hearing and decision

6.  Post Season (Intermediate Weekday Only)

6.1  Standings: Standings will kept. (1 thru xxx). Standings are used for seeding in the tournament.

6.2  Tournaments: Intermediate weekday league will have a tournament. Intermediate Sunday may or may not have a tournament based on player availability.

6.3  Format: Intermediate weekday tournament will be double elimination. Intermediate Sunday will be single elimination.

Ground Rules for the Junior Fields are as follows:

7.1  Cabrillo Park – 1920 E. Fruit Street, Santa Ana

7.1.1  Dugout fence lines extended determine field of play

7.1.2  Fair balls leaving the field in right is a ground rule double

7.1.3  Balls caught up in the plants/fence are ground rule doubles

7.1.4  Balls hit above the chain link into the net are home runs

7.2  Crescent Elementary – 5001 E. Gerda Drive, Anaheim

7.2.1 Home Run: Ball hit over cones in outfield

7.2.2 Ground Rule Double: Ball roles thru cones in outfield

7.2.3 Both teams must share same bullpen on home side.

7.3 Enderby Field – Santiago Intermediate School 515 N. Rancho Santiago Boulevard, Orange

7.3.1  Any hit ball is in play and runner must run it out.

7.4  Jerome Park – 726 S. Center Street, Santa Ana

7.4.1  Balls that roll or bounce onto or past the paved walkway in the outfield are considered dead balls and a ground rule double. Outfielders must indicate so by waving both arms above their head

7.4.2  Any ball that hits the scoreboard or any polls attached to the scoreboard are dead and a ground rule double

7.5  Madison Park – 1528 S. Standard Avenue, Santa Ana

7.5.1  Enclosed Field

7.5.2  Ball hits trees overhanging home run fence is a home run

7.6  Memorial Park – 2102 S. Flower Street, Santa Ana

7.6.1  Backstop fence determines field of play

7.6.2  All light and goal posts are in play

7.6.3  No home run fence, runner must leg out home run

7.7  Portola Middle School – 270 N. Palm Drive, Orange

7.7.1  No home run fence, runner must leg out home run including balls hit or roll onto the blacktop

7.7.2  Imaginary line extended from bullpens determines field of play

7.8  SA Valley High School – 1801 S. Greenville Street, Santa Ana

7.8.1  Enclosed Field

7.8.2  Ball hit over fence is home run

7.9  Shaffer Park – 1904 N. Shaffer Street, Orange

7.9.1 Fence line dictates playing field

7.9.2 Home Run: A ball hit past outfielders is in play and batter must run the bases for a home run.

7.10  Tustin Sports Park – Jamboree Road and Robinson Drive, Tustin

7.10.1  Any ball that rolls past the trees in left/center field and does not make contact with the trees or picnic tables is a live ball and players advance at own risk. If the ball deflects off the trees or picnic tables or becomes trapped under the tables the ball is dead and the batter is awarded a triple.

7.10.2  Hole under right field fence - outfielder must raise his/her arms - ground rule double

7.10.3  Watch catching fly foul ball on left and right sides. Left field has concrete walk path / right field has a telecom structure

7.10.4  There are not gates on dug outs

7.11 Tustin High School - 1171 El Camino Real, Tustin

B. PLAYING THE GAME

1.  Beginning the Game

1.1  Conduct: Parents, fans, guests, or any other persons in attendance at games, practices, or other league functions shall conduct themselves in a manner, which provides a positive example to the youth of the league and complies with the applicable City, County and/or School District facility codes. Such persons conducting themselves in other than the best interests of the league shall be subject to removal and/or disciplinary action. See Field Decorum XIV (a), LL rules 3.18, 9.01(f)

1.1.1  Complaints: Should first be addressed to the team Manager and Coach. Afterwards, complaints should be addressed to the Division Coordinators.

1.2  Dugouts: 3rd base - Home team. 1st base – Visiting Team

1.3  Field Preparation: Home team shall be responsible for field preparation before and after the game in order to get prompt infield time.

1.4  Warm Up: The visiting team will have the field for the first 10 minutes and the home team will have the field for the next 10 minutes. The umpire will determine when infield practice is over and the game will start.

1.5  Safety Issues District 30 has determined the following to be safety issues and makes the following safety determinations:

1.5.1  1st Aide Kit: Always carry

1.5.2  Catcher’s Mask: Must have a dangling throat guard.

1.5.3  Cups: Only catchers are required to wear protective cups. However, all players are encouraged to wear protective cups (See LL rule 1.17)

1.5.4  Ineligibility: Any player not eligible to play due to injury shall NOT be allowed to act as a base Coach or other capacity requiring being on the field of play. Injured players shall be allowed to remain in the dugout and must be wearing their team jersey. (See LL rule 1.19(k)).

1.5.5  Base Coaches and Helmets: Not required but recommended for adults (Mike Coolbaugh Rule). Helmets are required for all players.

1.5.6  Warming up the Pitcher: NO ADULT at any time may warm up any player. This includes but not limited to the following situations...pitcher warming up on the mound or in the bullpen, infield drill, outfield drill.

1.5.7  Warm Up: If the catcher is not ready and no warm up catcher available, warm up with the shortstop or 2nd baseman. Do not warm up with the 3rd or 1st baseman as we do not need a wild throw in these directions.

1.5.8  Approaching the Coaches Box: Cross behind the umpire/catcher or pitcher. Do not cross between the plate and pitcher’s mound.

1.5.9  Cell Phones: Use is prohibited on the playing fields and in the dugouts during games. Phones may be turned off and stored in the dugout out of sight of the Umpire and/or District Representative. Any visible phone/pager may be subject to ejection. If Manager or Coach is using a smartphone or tablet to keep score they must notify umpire at plate meeting. (LLBB Rule 3.17 and District 30 rule)

1.5.10  Hit Batters: As a safety issue, umpires shall have the discretion to require removal of pitchers hitting more than 2 batters in 1 inning and/or 3 batters in a game (LL rule 9.01(c)).

1.6  Cleanliness: Managers of both teams shall be responsible for the cleanliness of the field, dugouts and grandstands upon completion of games and practices.

1.6.1  Tobacco: No tobacco products will be allowed at any athletic facility.

1.6.2  Gum: Is not allowed in the dugout or on the playing fields.

1.7  Starting Times: Games are to start at the scheduled time. A grace period of 10 minutes may be granted by the umpire (See LL rule 4.15). If one team does not have enough players the umpire may call the game and refer to the District 30 coordinator for a decision to reschedule or forfeit.

1.8 Plate Meeting: Required. Line-ups to be exchanged and ground rules discussed.

2. Playing the Game: The local rules supplement the Intermediate League Baseball Official Regulations and Playing Rules, which govern the conduct, and play of this league.

2.1  Course of Play

2.1.1  The Ball: Each team will supply 2 new baseballs for each game. If additional balls are needed each team takes turn (beginning with home team) supplying baseballs.

2.1.2  Playoff Rules: Playoff and/or season ending tournaments will be played according to the official rules of Junior/ Senior League baseball/District 30.

2.1.3  Playoff Final Standings: All ties in standings are determined by the following and in this order:
