Release and test tertiary s/w mods at night; release of kroot/rel/dcs/tcs part of tree.

951 - TCS mods to alleviate tertiary problems
Reason_for_Change

If the tertiary is moving when another instrument selection occurs the tertiary will end up at the wrong place.
Description_of_Change
------
Modify the TCS so that it only allows an instrument selection if the tertiary is locked when the selection is issued.
·  Ecr 1011 - Tertiary sequencer enhancement for local/remote switch overs
Reason_for_Change
------
The tertiary sequencer does not currently monitor the local/remote state when locked in a detent and hence confusion can occur.
Description_of_Change
------
Add a new state LOCAL_WAIT and modify the LOCKED state to transition to LOCAL_WAIT. In the new state a transition will occur when remote control is re-established. The next state depends on the tertiary module id being present or not and the detent pin state. In addition the encoder position will be examined to determine fit the focal station was changes whilst in manual mode.

Most of the testing can be done in daytime prior.
We would like to release this on an eng. nite w/ a tertiary instrument. This fix can be run at night in the background (piggyback) with whatever other engineering is commencing that night.
