Overall Outcomes from Results Based Accountability Analysis
·  Reduced smoking prevalence in Cardiff and the Vale of Glamorgan
·  Increased numbers of smokers quitting smoking
·  Increased number of treated smokers (setting a firm quit date) CO verified at 4 weeks
·  Increased number of contacts to Stop Smoking Wales (SSW) and Cardiff and Vale of Glamorgan University Health Board’s (UHB’s) Smoking Cessation Service
Recent Highlights / Achievements
Smoking Cessation
·  The smoking prevalence rate for Cardiff has reduced from 23% in 2012/13 to 21% in 2013/14 and for Vale of Glamorgan the prevalence remains at 18% (Welsh Health Survey, 2014), overall Cardiff and Vale University Health Board smoking prevalence stands at 20% currently
·  The percentage of treated smokers has increased to 1.4% (2014-2015) from 0.9% (2013-2014) and 0.6% in the previous year (2012-2013) (Welsh Government Tier 1 target is 5%)
·  Combined number of contacts to SSW and UHB’s Smoking Cessation Service have increased from 1,750 in 2013-2014 to 2,776 in 2014/15
·  The numbers quitting smoking at 4 weeks has increased from 242 in 2013/14 to 391 in 2014/15
·  The number of smokers setting a firm quit date (treated smokers) has increased when compared to last year (757 in 2013-2014 and 1,113 in 2014-2015)
·  A Level 3 Community Pharmacy Enhanced Scheme is now up and running in 15 Community Pharmacies in Communities First areas of Cardiff and Vale of Glamorgan with the aim of increasing the numbers of treated smokers and 4 week quit rate to help deliver the Welsh Government’s Tier 1 target
·  E-referral to SSW is widely available and showing increasing referral numbers
·  Working with private business, Cardiff and Vale UHB are developing a data collection tool to systematically collect smoking cessation information from GP Practice data bases. Once installed, data will be collected routinely and used to inform the Tier 1 target. Pilot to commence in 2 GP Practices in Cardiff and then widened to include all of the South West Cluster, and then Cardiff and Vale of Glamorgan wide. Tool can also be used as an e-referral mechanism
Smoke Free Environments
·  The Smoke Free Homes’ project was launched on No Smoking Day, 11th March 2015 encouraging all residents to pledge not to smoke in the home. To date 19 pledges have been received with a number of organisations collecting pledges directly from participants
·  A No Smoking Enforcement Officer has been employed by Cardiff and Vale UHB to approach smokers on the University of Wales (UHW) and University Hospital Llandough (UHL) sites. On average, over 500 smokers are approached per month and asked not to smoke on hospital grounds (separate report available on request. Current post holder leaving post and re-recruitment procedures underway
·  Smoke free playgrounds continue to be monitored with additional signage highlighted as an issue at specific playgrounds
·  Smoke free ‘open places’ (beaches and parks) remains a key step in promoting smoke free environments
Smoking Prevention
·  5 schools in Cardiff and Vale of Glamorgan have implemented the ‘Operation Smokestorm’ young people’s tobacco control intervention (St Cyres, Cowbridge, Ysgol Y Deri, Fitzalan High, Llantwit Major High) involving pupils in one year group at each school
·  Cardiff Metropolitan University are conducting research into Behavioural Insights of young people and smoking as part of the 2015-2016 Wellbeing Activity Grant. Steering Group established, initial timeline agreed, stakeholder questionnaire circulated to the group
·  All Primary Schools have received / are due to receive the tobacco educational resource ‘Keys to Smoking’ via the Healthy Schools Networks. This resources is for teachers to use with pupils aged 7-11 years old (Bilingual resource)
·  All secondary schools have received / are due to receive the tobacco educational resource ‘Up in Smoke’ via the Healthy Schools Networks, funded by Welsh Government. The pack outlines a number of lesson plans and resources for teachers to use with pupils aged 11-16 years old (bilingual resource). Teacher training sessions are planned for November 2015 (Cardiff and Vale)
·  ASSIST will continue to be offered to Secondary schools in Cardiff, via Families First funding (10 schools). The remaining Secondary schools will receive the revised JUSTB programme. This programme is aimed at pupils in Year 8 and during 2015/16 financial year, all Cardiff schools will receive the programme and 2 Vale Secondary schools will receive JUSTB (Barry and Bryn Hafren)
Key Concerns / Red Flags
Smoking Cessation
·  Smoking prevalence rates for the Vale of Glamorgan and Cardiff have reduced to 18% and 21%, respectively, showing an overall Cardiff and Vale University Health Board rate of 20% among adults. However, in areas of high deprivation the smoking prevalence rate increases - 34% (Cardiff South and South West), 31% (Cardiff South and City) and 30% (Central Vale)
·  Achieving Welsh Government’s Tier 1 target will be a continued challenge – with less than 1.5% of smokers setting a firm quit date (against a target of 5%) and 38% of treated smokers quitting smoking at 4 weeks (CO verified) during Quarter 1 (April 2015-June 2015) – Tier 1 target is 40%
Smoke Free Environments
·  Smoke Free ‘Open places’ will need to be promoted and supported with an agreed target for action
·  The No Smoking Enforcement Officer for Cardiff and Vale University Health Board will need to be re-recruited into during Quarter 3, 2015-2016
Smoking Prevention
·  It is recommended that evidence based programmes - such as ASSIST - be given increased support as this targets the same Year 8 target audience as Shakedown and Operation Smokestorm
·  The Behavioural Insights research programme undertaken by Cardiff Metropolitan University will undertake a series of actions as part of the research findings – which may involve sustained development and resource to implement
