1.  Requirement Description

For some agencies that provide services on a 24/7 basis there are schedules in which the actual number of hours worked can vary considerably from pay period to pay period within a specific cycle of weeks. As these employees receive pay based upon the standard biweekly hours as specified by their collective bargaining agreement, there is a need to adjust their pay should they transfer or leave mid-cycle. PeopleSoft as delivered cannot calculate this adjustment

The majority of rotating and averaging schedules in use within the State can be accommodated by PeopleSoft as delivered. This is due to the fact that the variance between the actual hours worked in a pay period and the standard hours on which bi-weekly pay is based is insignificant. Consequently no adjustments to pay are needed. This is true of both Correction Officers and State Troopers. However, health care workers such as those covered by the New England Health Care Employees Union District 1199, can work rotating and averaging schedules in which there is a significant variance from pay period to pay period between the actual hours worked and the standard bi-weekly hours on which pay is based. In this case pay is based on 70 hours bi-weekly while scheduled hours can be 80, 72, or 64.

The legacy systems do not provide this adjustment calculation. It is done manually outside of the system

As there is no change to the current process there should be no organizational impact.

Modification Type: Batch

Complexity: Medium

Description: Use a batch program that selects employees who transfer in/out of select bargaining units (Health Care) or whose schedules change during their scheduled 8 week assignment. Once selected this program will determine the proper adjustments to be made based on the transfer date and the total hours worked to that point. Since this process would only be necessary when employees terminate or transfer the idea of creating a program to satisfy a small number of employees would not be recommended. For all other employees (those who don’t terminate or transfer) rules will be created to identify when employees do not meet the required number of hours in an 8 week period.
