As required by state and federal law, the Office of Superintendent of Public Instruction (OSPI) is required to report information on all known incidents involving the possession of weapons on school premises, transportation systems, or in areas of facilities while being used exclusively by public or private schools for each public school district and each approved private school. In addition, public school districts are required by Title IV (Safe and Drug-Free Schools) and by Title IX (Unsafe School Choice Option) of the Elementary and Secondary Education Act (ESEA) to report the number of suspensions and expulsions for specific types of student behaviors.
The Student Behavior, Weapons in Schools, and Harassment Intimidation and Bullying (HIB) reports are available and must be accessed, reviewed, and submitted to OSPI via the Education Data System (EDS) by Friday, August 1.
The student discipline data submitted to the Comprehensive Education Data and Research System (CEDARS) will be used to populate these sections of the reports. All updates to behavior codes, incidents, interventions, and weapon type must be updated in the district’s student information system and resubmitted to CEDARS.

Note: Incarcerated youth are not included within these data reports.
A user guide, located within the Behavior and Weapons application in EDS, provides instructions and guidance on reviewing, updating, and approving the report.
Private School Reporting Requirements
Each approved private school must submit Weapons in Schools data electronically. A separate bulletin will be issued with instructions on reporting data for private schools.
Data Available to the Public
OSPI publishes district behavior and weapons data on the OSPI School Safety Center website, and thereby complies with the federal statute requiring states to make available to the public violence and drug-related offenses resulting in suspensions and expulsions in public elementary and secondary schools (Elementary and Secondary Education Act, 2001, 4112(c)(3)(B)(ii); 4112(c)(3)(D)). Helpful Hints for Reporting and Accessing the Data Collection System
· Schools cannot approve data until after the last day of school.
· The school district is responsible for missing, incomplete, or inaccurate data. Please check your data carefully; it will be published on the OSPI website.
School and District Access to the Electronic Data Collection System
The Behavior and Weapons application can be found under My Applications in the Education Data System (EDS) at http://eds.ospi.k12.wa.us. If you had access to the Attendance and Weapons application in a prior year, you will not need another user role assigned. The old user roles are backwards compatible. If you do not already have access, follow the instructions below:
1. School and school district personnel completing and submitting the report must first contact their District Data Security Manager to be given access to the reporting system. If you do not have a username and password, you may create an EDS account or your District Data Security Manager can establish an account for you. A list of Data Security Managers for each district is available at https://eds.ospi.k12.wa.us/SecurityManagerList.aspx.
District Data Security Managers will be able to assign the following roles:
a. Behavior and Weapons District Administrator
District specific users with this role can:
· Certify school’s weapons in schools data and student behavior suspensions and expulsions data.
· Certify school district weapons and student behavior data, preventing schools from further data entry.
· Submit all data for the district’s schools to OSPI.
b. Behavior and Weapons User
School specific users with this role can: Certify specific school’s weapons in schools data and student behavior suspensions and expulsions data.

c. Harassment, Intimidation or Bullying (HIB) Compliance Officer: Update information in the HIB report.
2. Please update your contact information found under Edit my personal information. This will enable us to communicate with you more effectively as our distribution lists are generated through this feature.
The Behavior and Weapons application will be open by May 15.
Data must be completed and certified by August 1.
