  1. USDA Policy Memo CACFP 07-2011 Child Nutrition Reauthorization 2010:

Permanent Agreements in the Summer Food Service Program and the Child and Adult Care Food Program

The Healthy, Hunger-Free Kids Act of 2010 amends section 13(b) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1761(b)) to require permanent operating agreements between theState agency and SFSP sponsors. Previously, under 7 CFR 225.6(e), permanentagreements were required only for school food authority (SFA) sponsors. InFebruary 2007, FNS memo SFSP 03-2007 granted State agencies the authority to extendpermanent agreements to any SFSP sponsor. The state of Alaska already has implemented the use of permanent agreements.

  1. USDA Policy Memo CACFP 01-2011 Revised Eligibility of Expanded Learning Time Programs for Afterschool Snack Service in the National School Lunch Program (NSLP) and the Child and Adult Care Food Program (CACFP)

This supersedes the October 8, 2010, version of the policy memo, “Eligibility of Expanded Learning Time Programs for Afterschool Snack Service in the NSLP and CACFP”. This revision includes questions and answers that we have received on this policy. This memorandum continues to clarify eligibility requirements for afterschool programs for the afterschool snack components of the NSLP and CACFP.

  1. USDA Policy Memo CACFP 08-2011 Child Nutrition Reauthorization 2010: Categorical Eligibility of Foster Children

The Healthy, Hunger-Free Kids Act of 2010 (the Act), Public Law 111-296, provides categorical eligibility for free meals to foster children. The State of Alaska’s Confidential Income Statements will be updated to reflect this new policy prior to next year’s 30-day study for child care center use and for July 1st tiering of family day care homes. If your agency collects Confidential Income Statements throughout the year on any new children attending your center (this would apply to some for-profit centers and sponsors of family day care homes) please contact CNS for instructions on using the present CIS and the documentation needed for categorical eligibility of the foster child.

  1. USDA Policy Memo CACFP 09-2011 Child Nutrition Reauthorization 2010: Privacy Protection and the Use of Social Security Numbers in Child Nutrition Programs

The Healthy, Hunger-Free Kids Act of 2010 (the Act), Public Law 111-296, amends statutory requirements for collection of Social Security Numbers (SSNs) in all Child Nutrition Programs. As amended by the Act, Section 9(d)(1) now requires that only the last four digits of the SSN must be provided on the application. The State of Alaska’s Confidential Income Statement will be updated to reflect this new policy prior to the next year’s 30-day study and for July 1st tiering of family day care homes.

  1. Audit Reimbursement Requests

According to thefederal Single Audit Act Amendments of 1996 and OMB Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations, a recipient of federal financial assistance that expends a cumulative total equal to or greater than $500,000, in federal awards from all sources, during the recipient’s fiscal year is required to have a single or program-specific audit conducted for that year.Audits must be conducted according to theOffice of Management and Budget circularA–13.

There are funds are available to institutions to fund the CACFP portionof the audits madeaccording to 7 CFR part 3052 of thistitle. Use the Audit Reimbursement Request form to request reimbursement for your audit expense, attach a copy of your audit billing, and submit to Ann-Marie Martin.

  1. Wellness in Alaska Child Care Training in Juneau, Anchorage and Fairbanks - FREE

There is still room for this training opportunity!

The State of Alaska was one of 14 states to receive a CACFP Child Care Health & Wellness Grant. The name of the Alaska project is Wellness in Alaska Child Care (WIACC). This project will allow the state agency to offer assistance in the form of training, follow-up mini grants, on-line forum with participants, and start the discussion on aligning with the USDA Dietary Guidelines. The project’s goal isensuring that classroom education, the classroom environment, and staff behavior all promote and reinforce habits of healthy eating and physical activity among children in the childcare setting.

The WIACC project has many facets, with the first being a seven hour training with two focus areas: Physical Activity and Nutrition. Diane Craft, PhD and author of Active Play!will lead discussion and activities for a half-day session. A representative of the National Food Service Management Institute (NFSMI) will showcase two resources, More than Mud Pies, and Happy Mealtimes for Healthy Kids with interactive discussions and activities. The training takes place in Juneau on April 11th, Anchorage on April 12th, and Fairbanks on April 14th with financial assistance for travel, within attendee’s geographical area, for those that apply through the scholarship process.

After the training, the CACFP training participants will have the opportunity to apply for mini-grants from the Department of Education & Early Development for program supplies to implement training in their classrooms. Mini-grantees will receive funds for their centers, with funding amount dependent on size of center.

Grantees will have the opportunity to share their progress throughout the year and have communication with the trainers, other attendees, and visiting specialists through an on-line blog.

Training is available to all CACFP child care centers and staff of sponsoring organizations of family day care homes. There is limited space for the trainings so register soon. We will start with one attendee per center or sponsoring organization and if room, will allow multiple attendees. After February 28th we will begin enrolling non-CACFP child care centers for the training, so make sure you register as soon as possible.
