II GENERAL CONDITIONS
This event is organised in accordance with:
- FEI Statutes, 21st edition, revision effective May 2006,
- FEI General Regulations, 21st edition, revision effective 1st June 2006,
- FEI Veterinary Regulations, 10th edition 2006,
- The Rules for Jumping Events, 22nd edition, effective 1st January 2006, and if applicable the Rules for the World Cup™ Jumping Events.
- FEI Special Regulations for Pony Riders and Children, 8th edition, 2006,
- All subsequent published revisions, the provisions of which will take precedence.
- An arbitration procedure is provided for in the FEI Statutes and General Regulations referred to above. In accordance with this procedure, any appeal against a decision rendered by the FEI or its official bodies is to be settled exclusively by the Court of Arbitration for Sport (CAS) in Lausanne, Switzerland.
- It is the responsibility of NFs to ensure their participants are of the correct age.

The competitors are authorised to carry the logo of their personal sponsor on the saddle cloth in accordance with Art. 136.
The Chief Steward is responsible for ensuring that FEI Regulations relating to Art. 136 are respected by riders before entering the arena. Competitors not complying with Art. 136 will not be permitted to enter the arena during the competition.

Riders who decide not to take part in a competition must inform the OC until 2 hours before the start. In other case they owe Euro 50 fee.

2) VETERINARY ASPECTS “A”
VETERINARY EXAMINATIONS, HORSE INSPECTIONS & PASSPORT CONTROLS
These will be carried out in accordance with the Veterinary Regulations, Art. 1011, 9th Edition, 1st January 2002 and the Jumping Rules, Annex VII, 21st edition effective 1st January 2003.
“General Regulations”, 20th Edition, revision 2001, will apply:
Art. 139.1
Every horse/pony entered for any competition at CSNs or CSI* in a foreign country, and all horses/ponies entered for other CSI**/***/****/*****, CSIOs, Championships, Regional and Olympic Games, whether at home or in foreign countries, must have an official, valid FEI Passport, or a National Passport approved by the FEI accompanied by an FEI Recognition Card, as a means of identification and to establish ownership.
Art. 139.2
Horses/ponies taking part in CSNs and CSI* in their own country are not required to have such a passport as mentioned in paragraph 1. All such horses/ponies must be properly registered and identifiable by diagram. Unless there is no national requirement for equine influenza vaccination in the host country and in the country of origin all horses/ponies must have a valid vaccination certificate.
EQUINE INFLUENZA VACCINATION, VET. REGS. APPENDIX VI (except events taking place in NZL & AUS)
All horses and ponies for which an FEI Passport, or a National Passport approved by the FEI has been issued, must have the vaccination section endorsed by a veterinarian, stating that it has received two injections for primary vaccination against equine influenza, given no less than 21 days and no more than 92 days apart.
In addition, a booster injection must be recorded as having been given within each succeeding 12 months, subsequent to the second injection of the primary vaccination. None of these injections must have been given within the preceding 7 days including the day of the competition or of entry into the competition stables.
The above are the minimum requirements for influenza vaccination. Both primary and first and subsequent booster injections should be given according to the manufacturer's instructions, which will fall within the stipulation of the FEI ruling. In many cases booster injections are recommended by the manufacturers and by National Veterinary Authorities/Regulatory Authorities at intervals more frequent than 12 months.
3) VETERINARY ASPECTS “B”
Horses attending this Show must present a Veterinary Certificate of the European Community.
The invited National Federations will receive Bulgarian Veterinary Certificate Forms which they should fill in and present to the Veterinary Authorities at the Bulgarian Customs.
CUSTOMS' FORMALITIES
The teams should respect all customs formalities currently into force when crossing Bulgarian border points.
The Bulgarian Equestrian Federation and the OC will contact their national customs and veterinary authorities in order to facilitate the movement of the horses accompanied by FEI-passports and the necessary Veterinary Certificate at the Frontier-Crossing-Points into and out of this country.
The A.T.A. Carnet is indispensable to cross the border. The OC will not act as financial guarantor before the Customs Authorities in cases, where teams import horses into Bulgaria without A.T.A. Carnets.
VIII MISCELLANEOUS
1) OBJECTIONS/COMPLAINTS - (Art. 167, 168, 170 & 171)
All complaints and objections to be valid must be made in writing and accompanied by a deposit of CHF 150 - or equivalent in leva.
2) PRIZE CLASSIFICATION (Art. 128, 129)
St. George Cup will be entitled to the best performer in Competitions 2,3,6,7,9,10. Every rider can participate with up to 3 horses in the whole jumping show . For riders who participate with 2 horses in one competition, the better result will be taken into account for classification. First place is 20 points, second –14, third –10, forth – 8, fifth – 6, sixth –4, seventh – 2, eighth – 1. For competition № 10 : I – 30 points, II – 24 points, III – 20 points, IV – 16 points, V – 12 points, VI – 8 points, VII – 4 points, VIII – 1 point.
For each rider, two of the best classifications will be taken into account per day. In case of even results between two riders, third day classifications are taken into account.
Every horse can participate only in one competition per day, chosen by the rider, except when the horse is ridden also by amateur owner or child.
In such cases, the horse may participate in second competition. Riders with three or more horse must announce at the Technical Conference, which two of the horses’ classifications will be taken into account. With the third horse’s classifications the rider can participate in prize distribution in each of the competitions. Horses that participate in competition No5, may compete once more, in competition No 4,6 or 7 for the same day - chosen by the rider.
3) DISTRIBUTION OF PRIZES AND INDEMNITIES (Art. 130)
A minimum of 5 participants will receive price money, 25% of the participants in each competition will be awarded. Children - prizes in kind. Junior riders are classified separately in competitions No 2,6 and 9 up to fourth place.
The prize giving ceremony will take place right after the competition.
Deduction from prize money – 10 %.
4) DOCTOR, VETERINARIAN, FARRIER
The OC will ensure the service of Doctor of Medicine and ambulance throughout all the competitions included in the event.

5) INSURANCES
All owners and competitors are personally responsible for damages to third persons caused by themselves, their employees, their agents or their horses/ponies. They are therefore strongly advised to take out third-party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.
The OC is not responsible for damages, accidents, incidents, or illness of owners, team leaders, riders, grooms and horses caused under any circumstances in the competition arena during competition as well as before and after it.
The OC is not responsible for damages of vehicles, equipment and facilities in the stables or other (including theft or other incidents).
6) EVENT'S ORGANISATION (Art. 115.2)
In exceptional circumstances, together with the approval of Chefs d'Equipe and Ground Jury the OC reserves the right to modify the schedule in order to clarify any matters or matters arising from an omission or due to unforeseen circumstances. Any such changes must be notified to all competitors and officials as soon as possible and they must be reported to the Secretary General by the Foreign Judge.

In the event of any discussion concerning the interpretation of the schedule (in translated languages), the English version will be decisive

THE FEI CODE OF CONDUCT
FOR
THE WELFARE OF THE HORSE
The Fédération Equestre International (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.
1. At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.
2. Horses and competitors must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.
3. Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.
