Speakers Biographies

Paul Everall CBE, Chairman, Chief Executive LABC

Paul Everall has been Chief Executive of LABC, the representative body for professional building control officers working in local authorities, since 2005. Prior to that he had been a civil servant for nearly 40 years, the last 14 of which he was Head of the Buildings Division in the Office of the Deputy Prime Minister and the Government’s principal advisor on Building Regulations. He is a member of the CIC Executive Board and its Honorary Treasurer. He was made a Commander of the Order of the British Empire in 2005 for services to the construction industry.

Sandra Simoni, Building Control System Policy Advisor, Sustainable Buildings Division, Communities and Local Government

Sandra joined the Sustainable Buildings Division in April 2009 as a policy advisor on the Building Control System. She also deals with Party Wall Act issues and designated warranty schemes. Prior to this Sandra has had a range of roles in the civil service including work on the supporting people programme, road traffic statistics and human resources.

Ken Scott FRICS, Development Manager, Sunderland City Council

A Fellow of the Royal Institution of Chartered Surveyors, Ken is currently chair of the RICS Building Control Professional Group.

He has presented papers across the country speaking on all aspects of the Building Regulations, his specialisms in Safety of Sports Grounds and Crowd Management at large outdoor events, and also service transformation.

He is also Chairman of the Sunderland Stadium of Light Safety Advisory Group.

As Development Manager for Sunderland City Council, Ken has responsibility for both planning and building control services and has been at the forefront of the service transformation of the planning service in the city leading the change from Planning Standards Authority to high performing planning service.

David McCullogh FRICS PPIBC Director of Operational Excellence, TPS Consultancy (Part of the Carillion Group)

David has 34 years experience in building control from starting as a Trainee with Stockton-on-Tees Borough Council through to his present post of Director of Professional Standards at TPS Consultancy. His local authority experience includes being Building Control Manager at Hartlepool Borough Council.

He was the last President of the Institute of Building Control before IBC disbanded to join RICS, he then became the first Chairman of the RICS Building Control Forum (now Professional Group).

David leads on Technical matters for the RICS Building Control Professional Group and was recently involved in helping CLG in developing the new Part L 2010 guidance and was involved in their work on introducing energy certificates.

David was a member of the last Government’s working party on the Future of Building Control and is now working with RICS on the new CLG work on the future of Building Regulations.

David has presented papers on Building Control issues around Britain, in Europe and America and is a former visiting lecturer at the University of Teesside.

Technical Director and head of the technical services department supporting the technical quality of all Scott Brownrigg Projects. Leading the Technical Services Division of Scott Brownrigg he is responsible for technical decisions across the group. He is also the director responsible for Health and Safety including workplace compliance and CDM regulations.

Peter joined Scott Brownrigg in 1980, was made an Associate Director in 1988, a Divisional Director in 1996 and Technical Director in 2000.

His current role involves resolving technical problems both in design and on site. Ensuring the company is aware of new legislation and investigating new materials and technologies.

Peter sits on several industry wide committees specialising in regulations and health and safety. He was involved particularly with the industry guidance on the current CDM 2007 regulations.

He gives regular seminars on a wide range of technical and health and safety and technical subjects.

Peter writes for several magazines on a regular basis including a column in Building and RIBAJ.

He has also gives regular seminars and regularly attends as an advisor to Grand Designs Live.

He has taken part in several programs for the NBS Channel now part of the RIBA active leaning scheme.

Peter has also scripted and appeared in the first of a series of DVD’s produced in conjunction with the BBC, Construction Confederation and Constructing Excellence. They are all intended to offer guidance on a wide range of issues to young professionals. The first was given a highly commended award by Constructing Excellence.

Currently Peter is writing a book on a new approach to Whole Life Costing.
