Buckinghamshire Minerals and Waste Local Plan (BMWLP) 2004-2016 (June 2006)

The County Council adopted the Minerals and Waste Local Plan in 2006. The majority of the BMWLP policies were “Saved” by the Secretary of State in March 2009. The ‘Saved’ policies from the BMWLP are to be replaced, partly by policies within the Minerals and Waste Core Strategy, and partly by a Replacement Minerals and Waste Local Plan. A list of policies replaced by the Minerals and Waste Core Strategy (MWCS) can be found on pages 6 and 7 of the MWCS.

Minerals Sites:

Preferred Area 1 (Springfield Farm) has received planning permission for the northern part of the defined site area. Application reference number: 12/00492/CM. The remainder of the site does not have planning permission at this time.

Preferred Area 2 (New Denham) has received planning permission. Application reference number: SBD/8201/06.

Preferred Area 3 (Denham Park Farm) has received planning permission. Application reference number: 11/01260/CM.

Rail Sites:

Sites at Griffin Lane, Aylesbury and at Thorney Mill, Iver are safeguarded as potential rail aggregate depot and existing rail aggregate depot respectively.

Waste Sites:

Aston Clinton: The BMWLP allocated a site for a Household Waste and Recycling Centre (HWRC) at Aston Clinton (now open).

High Heavens Waste Complex, High Wycombe and London Road Depot, Amersham: Sites at these locations were allocated for waste transfer facilities. These sites have now been allocated in the MWCS (see below). High Heavens has received planning permission. Application reference number: CC11/9003/CM.

Richings Park, Iver: The BMWLP safeguarded a site for a possible Multi-Modal Waste Transfer Facility near Richings Park. A site has now been safeguarded in the MWCS (see below).

Buckinghamshire Minerals and Waste Core Strategy (MWCS):

The MWCS was adopted in November 2012. The MWCS sets out the County Council’s vision, objectives and strategic policy framework for future minerals and waste development management to 2026, and includes the strategic site allocations. The MWCS has replaced some of the policies contained in the Buckinghamshire Minerals and Waste Local Plan (BMWLP). A list of replaced policies can be found on pages 6 and 7 of the MWCS.

Calvert Landfill Site (Policy CS11): The MWCS identifies a single location for a “Strategic Waste Complex” (SWC) to include energy recovery at Calvert Landfill Site. Planning permission has been granted. Application reference number: 11/20000/AWD.

High Heavens Waste Complex, High Heavens and London Road Depot, Amersham (Policy CS12): The SWC (see above) will be served by linked waste transfer stations at High Heavens Waste Complex, High Heavens and London Road Depot, Amersham. These will bulk “unrecyclable” waste arising within Wycombe, South Bucks and Chiltern Districts before transferring it to the Calvert SWC by road.

A waste transfer station at High Heavens has received Planning permission. Application reference number: CC11/9003/CM.

Thorney Mill, Iver and Richings Park, Iver (Policy CS14): The MWCS also provides for safeguarded rail waste transfer from sites at Thorney Mill, Iver and Richings Park, Iver to move this waste, should this prove to be deliverable in the future, in accordance with the details included in policy CS14.

Woodham Industrial Area (Policy CS14): The Woodham Industrial Area, Aylesbury Vale, is safeguarded for its potential as a strategic waste site in accordance with the details included in policy CS14.

Thorney Mill, Iver and Griffin Lane, Aylesbury (Policy CS7): The existing rail aggregate depot site at Thorney Mill, Iver and the former rail aggregate siding at Griffin Lane, Aylesbury are safeguarded to contribute toward the intra-county movement of minerals, should this prove deliverable in the future.

Minerals Safeguarding Area (Policy CS1): In line with national guidance, the County Council has identified a Minerals Safeguarding Area (MSA) to protect minerals from unnecessary sterilisation by other forms of development. Within this area, proposals for development should seek to conform to the requirements of policy CS1. This MSA is also a Minerals Consultation Area (MCA) within which District Councils will consult the County Council on certain planning applications.

Area of Search (Policy CS2): In light of research into aggregates supply and demand, the County Council has considered it prudent to identify an area of potential minerals supply in the north of the county in the vicinity of Buckingham. Within this area, further investigation will be required to determine the extent of potential sand and gravel resource. This Area of Search is also a Minerals Consultation Area (MCA), within which District Councils will consult the County Council on certain planning applications.

Minerals and Waste Local Development Scheme 2014

A Replacement Minerals and Waste Local Plan will be progressed, beginning in 2014, in accordance with the timetable outlined in the Buckinghamshire Minerals and Waste Local Development Scheme 2014.
