BSNL EOI for Virtual Network Enabler (VNE) Partner

SECTION - 1

SCOPE OF WORK

  1. Introduction:
  1. BSNL is planning to onboard several VNOs (Virtual Network Operator) who are interested in launching the Telecom services in India. BSNL would provide the wholesale service to VNOs who in turn can extend the services to the end subscribers.
  2. In order to onboard VNOs onto BSNL’s Network, BSNL is looking for a VNE (Virtual Network Enabler) partner who could setup the VNE (Virtual Network Enabler) Infrastructure and support BSNL in offering VNO services to various VNOs across the country.
  3. The bidder shall be VNE (Virtual Network Enabler) Partner for BSNL.
  4. The scope of work pertaining to the VNE is outlined in this section
  5. The bidder shall implement the complete VNE (Virtual Network Enabler) Infrastructure needed to enable launch of multiple VNOs on the same platform. For this purpose, the VNE platform shall be multi-tenant capable.
  6. The entire cost associated with setting up the VNE infrastructure shall be borne by the bidder.
  7. The bidder shall provide the VNE infrastructure as a service to BSNL by interfacing with BSNL’s Network. BSNL will extend SS7,IP, Sigtran connectivity to the VNE.
  8. The VNE infrastructure shall support all the services as listed in UL(VNO) License guidelines dated 31st May 2016 (No.800-23/2011-VAS(Vol II)) released by the Government of India – it shall include prepaid, postpaid, voice, messaging, data and VAS services
  9. The offered solution shall be a VNE-in-a-box kind of solution enabling complete Turnkey deployment.
  10. The proposed solution shall include Network Core, OSS, BSS, VAS components all in one single solution.
  11. The proposed Solution shall support 2G, 2.5G, 3G & 3.5G, 4G LTE mobile technologies.
  12. The Bidder shall support Managed Services option as part of turnkey deployment

  2. All the offered solution shall be carrier grade and support N+1 or N+N level redundancy with no single point of failure
  3. The offered VNE Platform shall support Disaster Recovery (DR) site to handle services during emergency/crisis situations
  4. The offered VNE platform shall be highly modular enabling VNOs to choose the components as required for the solution
  5. The offered VNE Platform shall be highly scalable enabling BSNL to start operations on a smaller scale and expand to millions of subscribers on a number of VNOs. The offered VNE Platform must demonstrate hosting multiple VNOs on the same VNE Platform live in at least two countries
  6. The solution shall be designed with Multi-Tier/Multi-Layer with Database, storage layers separated from Signaling, Application & Web layers so as to enable scalability at a specific layer.
  7. The architecture shall support Multiple connectivity options to MNO
  8. The architecture shall support Multiple MNO interconnects
  9. The architecture shall support integration with MNP & Lawful intercept systems
  10. The offered VNE platform shall handle all charging, rating, discounting and credit management requirements
  11. The offered VNE platform shall handle all CRM, provisioning, subscription, billing requirements
  12. The offered VNE platform shall handle all promotional campaigns
  13. The offered VNE platform shall handle reporting presentation including Business Analytics (Business Intelligence) to MVNO
  14. The offered MVNE shall handles all number portability procedures (MNP routing, provisioning)-internal MNP routing needed for ON-NET and OFF NET charging between MVNO
  15. The bidder shall provide Revenue Assurance and Fraud Management services to all the VNOs hosted by the bidder’s VNE platform
  1. Solution Integration with BSNL Network
  1. The proposed solution shall be capable of integrating with BSNL’s Circuit Switching /IN Network
  2. The offered VNE Platform shall be capable of integrating with BSNL’s Circuit Switching /IN Network - MSC/GMSC/STP) over SS7/Sigtran as required
  3. The proposed solution shall be capable of integrating with BSNL's Packet Core Network
  4. The proposed solution shall be capable of integrating with BSNL's Broadband Network
  5. The offered VNE Platform GGSN/PGW shall support integration with BSNL SGSN/SGW over industry standard interfaces
  6. The offered VNE Platform GGSN/PGW shall support Gi interface towards internet
  7. The offered VNE Platform GGSN/PGW shall support Gp towards GRX
  8. The offered VNE Platform GGSN/PGW shall support Gy interface towards OCS
  9. The offered VNE Platform shall support integration with external Lawful intercept Systems
  10. The offered VNE Platform’s MNP Gateway shall support integration with external MNP database
  11. The offered VNE platform shall support SOAP interface for provisioning integration

SECTION - 2

Responsibility of the Bidder

  1. Bidder shall be responsible for installing the VNE Platform within India
  2. The deployment shall support Disaster Recovery site (with in India) to ensure 99%availability
  3. The VNE platform deployed should be capable of supporting VNOs across the country
  4. Bidder shall be responsible for integrating the VNE platform with BSNL’s Network. BSNL will provide a Technical staff as a single point of contact to coordinate with the bidder for all technical integration related issues.
  5. Bidder shall be responsible for complete OAM (Operations Administration and maintenance) of the VNE platform on a day to day basis. This includes making any configuration changes on the VNE platform as it may be required by BSNL from time to time
  6. Bidder shall be responsible for all technical support in onboarding a new VNO onto the VNE platform.
  7. Bidder shall be responsible for providing all needed platform related technical support for VNOs who are on the VNE platform.
  8. Bidder shall be capable of Marketing BSNL’s VNO offering and to bring VNOs to BSNL for wholesale negotiations.
  9. Bidder shall be capable of extending specialized VNO services to the prospective VNOs in India. Bidder shall be capable of extending not only Technology services but also VNO specific business services. Some of the key VNO services are listed below –
  10. Support VNOs in UL (VNO) License application submission to Government of India.
  11. Support VNOs in their Business Planning and Target segment identification.
  12. Support VNOs in their Marketing Strategy that involves product development and pricing strategy, designing promotions, etc.
  13. Support VNOs in their Sales & Distribution Strategy that involves support in building a strong retail foot print.
  14. Support VNOs in their wholesale agreement with BSNL.

SECTION - 3

Responsibility of the BSNL

  1. BSNL shall be responsible for providing the needed SS7/Sigtran/ISUP connectivity from its Circuit Switching Network
  2. BSNL shall be responsible for providing the needed interfaces from its Packet Core Network for VNE’s Packet core integration
  3. BSNL shall be responsible for providing the needed interfaces from its Broadband Network for VNE integration
  4. BSNL will provide a Technical staff as a single point of contact with VNE for all integration issues
  5. BSNL shall be responsible for finalizing the wholesale agreement with VNOs
  6. BSNL shall be responsible for providing only Legal interceptions such as Live Streaming and Fan Out as per the VNO policy published by the Government of India. However VNO shall be responsible for fulfilling other requirement of law enforcement agencies and national security related issues under its control supported by VNE Systems.
  7. BSNL shall be responsible for providing MNP Gateway to the VNO

SECTION 4

  1. Eligibility Requirement

Indian Companies who are registered/ incorporated in India are eligible to participate in the bid. The following eligibility criterion shall be met by thebidder who intend to participate in this Tender

General & Technical Eligibility Requirements

1)The bidder should be a company registered & incorporated under the Indian Companies Act, 1956or under Indian Companies Act, 2013.

2)Each bidder (including the Consortium partner) is allowed to submit only one bid

3)The bidder should be a registered Indian company with major VNO technology development center in India – to enable quicker customizations on the platform to fit BSNL/Indian market needs

4)The bidder should be an ISO 9001 certified company

5)The bidder should be an ISO 27001 certified company

6)The bidder should be certified with PCI DSS compliance

7)The bidder should have implemented end-to-end VNE solution which has a complete suite of Network Core, OSS, BSS and VAS

8)The bidder have successfully deployed the end to end VNE/VNO platform to host at least 10 live MVNOs presently in a single country at the time of bidding.

9)The bidder should have provided a VNE platform which supports Multi-Tenancy, Multi-Country, Multi-MNO Interconnects, Multi-Lingual, Multi-Timezone capability. The offered VNE Platform must demonstrate hosting multiple VNOs on the same VNE Platform live in at least two countries

10)The bidder should have integrated a minimum of 25 point of sales across multiple countries.

11)The bidder should have launched 4G LTE services and must be live with at least 5 active MVNOs offering 4G LTE services at the time of bidding

12)The bidder shouldhave proven expertise of successfully integrating with host MNOs

13)The bidder should be capable of supporting wide range VNO business models (from thin to thick VNOs). The bidder should have activated at least 20 million subscribers with at least 5 million active subscribers at the time of bidding

14)The bidder’s VNE platform should provide for an initial capacity of at least one (1) million subscribers to begin with and must be scalable to ten (10) million rapidly.

15)The bidder Should have a full-fledged VNE Technology Platform built (including Network Core, OSS,BSS,VAS, Analytics)

16)The bidder shall participate in increasing the radio frequency coverage on the basis of the VNO policy guidelines

17)The bidder should have components for Network Core Such as HLR/HSS

18)The bidder should have components such as SCP/Session Control

19)The bidder should not be System Integrator but a company with in house built VNE Technology platform

20)The bidder should have Consulting experience for VNOs in different countries

21)The bidder should have interconnected with at least ten (10) tier-1 Telecom operators in atleast ten different countries to offer VNO services

22)The bidder should be capable of supporting VNOs in UL (VNO) License application submission to Government of India.

23)The Bidder should be capable of supporting VNOs in their Business Planning and Target segment identification.

24)The Bidder should be capable of supporting VNOs in their Marketing Strategy that involves product development and pricing strategy, designing promotions, etc. The Bidder should be capable of supporting VNOs in their Sales & Distribution Strategy that involves support in building a strong retail foot print.

25)The Bidder should be capable of supporting VNOs in their wholesale agreement with BSNL.

26)The Company or its Director’s should not be black listed or facing any enquiry in any part of the world.

  1. Financial Requirement

1)The Bidder shall be an IT company serving the Telecom sector and operates from India

2)The bidder shall have minimum annual sales turnover of above INR 50crores during last threeyears (2013-2014, 2014-2015, 2015-2016), In case of an Indian subsidiary, the turnover of the parent company or the holding company of the parent Company shall also be taken into considerations for this conditions.

3)The Turnover mentioned shall not include businesses other than Telecom services delivery
