The Congregation of the Brothers of Charity is a religious voluntary organisation founded in 1807 by Canon Peter Triest to provide a Christian response to a variety of needs in society. The Brothers of Charity Services Ireland (BOCSI) operates in the regions of Roscommon, Galway, Clare, Limerick, Southern (Cork and Kerry) and South East (Waterford and South Tipperary), with approximately 3,900 staff providing services to 5,500 individuals, and has an annual budget of approximately €170M.

MISSION
We aim to support each individual with an intellectual disability associated with our Services to live the fully integrated holistic life to which each aspires as a family member, as a member of a local community and as a citizen of Ireland. We strive to provide such services and supports as will assist each in achieving these goals.
DUTIES
The successful appointee is responsible for the effective and efficient operation, and further development, of a comprehensive range of services to persons with intellectual disability, and their families, in the Brothers of Charity Services Ireland Galway Region. The Director of Services has a particular responsibility to give leadership with regard to the promotion and realisation of the Brothers of Charity Services Vision, Mission and Ethos throughout the region, in relationships with other organisations and statutory bodies, and in dealings with the wider community. To do this the Director of Services maintains direct personal contact with people with intellectual disability in all areas of the Services, including the Regional Advocacy Council, as it is a primary inspiration of the values and leadership style to which we aspire.
The Director of Services provides leadership, vision and a dynamic approach to developing and implementing strategies which will enhance the quality of services delivered. He/she is responsible for the effective management of all operational budgets, and for leading, developing and motivating the senior management team. The Director of Services is required to develop and manage relationships with the HSE, Government Departments and other relevant organisations; handle complex and sensitive issues and positively represent the Brothers of Charity Services Ireland
The Director of Services will be a member of the Chief Executive’s Forum (CEF), will participate fully in its deliberations and will assume a leadership role in all future structural changes.
Important Note.Following the merger of the Galway and Roscommon Regionsthe Director of Services will be responsible for the overall management of the newly created Western Region. This will entail an expansion in the responsibilities of the role and for which a pay increase may not be forthcoming as such increases are outside the control of the Brothers of Charity Services Ireland as they are set by the Department of Health.
Subject to the agreed policies and procedures of the Brothers of Charity Services Ireland, and under the direction of the Chief Executive, the Director of Services shall be responsible for the effective and efficient management of the BOCSI Galway Region, in particular:
Advocacy and Rights
- Ensure that individuals supported by the Services are facilitated and encouraged to achieve the highest possible degree of personal autonomy and to develop the skills to enable them to make choices
- Support individuals supported by the Services to achieve their rights as active equal citizens.
- Ensure that individuals supported by the Services are facilitated to actively participate in and integrate into the community through the use of generic community facilities;
- Ensure that the advocacy needs of individuals supported by the Services are actively addressed and that they are afforded opportunities for involvement in advocacy;
- Support self-advocacy and advocacy throughout the Services and act on the issues arising
Management & Leadership:
- Assume overall and ultimate responsibility for the day-to-day operations of the Services in Galway and ensure that the Servicesare well administered and meetall organisational objectives and responsibilities.
- Develop a strategic approach to the development of services and supports in the region being mindful of new and developing models of service/supports; the National Strategic Plan, the Ethos of the Brothers of Charity Services, and all relevant legislation.
- Work closely with the HSE and other stakeholders to secure the resources to fund the annual operations of the organisation.
- Prepare short, medium and long-term plans for the development of the Services in line with the strategic goals, ensuring that resource planning and allocation delivers maximum value in service provision.
- Lead the implementation of the Strategic Plan including reviewing progress against the Plan and set appropriate targets.
- Lead the Services in maintaining accreditation from the Council on Quality and Leadership and promoting the values that CQL accreditation requires.
- In accordance with Health Act 2007 and HIQA Regulations and Standards, ensure the legislation requirements are adhered to by continuous monitoring, inspection and audit of the designated centres and act as the Provider Nominee for the BOCSI Galway Region.
- Ensure the necessary requirements of the registration process are in place to achieve the HIQA Certificate of Registration for the designated centres.
- Ensure that the reputation of the Services is protected and developed by ensuring that all operational, financial and regulatory standards are met.
- Lead and manage the Services Management Team and delegate responsibilities through clear direction and accountable outcomes.
- Ensure the empowerment of staff to maximise their contributions to achieving the goals of the Services.
- Contribute to the National Strategy and the further development of National Structures.
- Respond to requests for information from and report as required to the Chief Executive.
- Attend and participate fully in the Chief Executive’s Forum
- Administer the Services in line with agreed policy areas such as quality, allocation of resources, actively seeking new resources, financial management, monitoring systems and compliance.
- Ensure that all issues relating to the management of those who work in our Services are dealt with in accordance with the relevant National Governance Statements, National Guidelines, National Policies and Procedures, best practice and any legal and statutory requirements.
- Ensure that all legal and statutory obligations of the GalwayRegionare identified and fulfilled within the specified time frame.
- Provide strong leadership to direct supports and instil a “can do” culture of management responsibility.
- Work closely and constructively with national functions such as Finance, HR, ICT, etc.
Money & Budgets
- Liaise with the Region’s Head of Finance in the formulation of the annual budget and report on performance in relation to targets set as a result of such projections at specific intervals.
- Ensure services are delivered in a financially sustainable way in line with the Region’s Service Arrangement.
Communication
- Initiate and develop contacts with the local community appropriate to promoting the aims of the Services.
- Maintain membership of relevant central and regional organisations.
- Promote community participation and integration in every way possible.
- Promote public education regarding people with a disability and a positive image of the Services.
- Ensure that throughout the Services good and respectful communications and relationships are developed and maintained with:
- all individuals supported by the Services;
- all staff members;
- families, visitors, and other health care professionals;
- residents in the immediate neighbourhoods and the local communities;
- local services for persons with intellectual disabilities in the region;
- all Services provided by the Brothers of Charity Services Ireland;
- Statutory and voluntary groups in the area.
- Further the Ethos and Vision of the Services by ensuring on-going training and development for all personnel.
- Keep abreast of current developments in services for people with intellectual disabilities e.g. Personal Outcome Measures, New Directions, Time to Move on from Congregated Settings etc.
- Maintain continuing professional development which supports best practice in service delivery.
- Attend mandatory courses and achieve required standard.
Safety, Health Welfare
- Ensure that all issues relating to the protection, well-being, safety, health, and welfare of individuals supported by the GalwayRegionare provided for in a satisfactory manner and in line with best practice and legal and statutory requirements.
- Ensure that Services Managers/Heads of Departments are aware of and adhere to required safety, health, and welfare legislation and policies.
- Take appropriate action in relation to accidents and incidents.
- Ensure that risk management procedures are followed and that risk is identified and escalated appropriately.
- Be conscious of health and safety matters in the work place and in particular comply with employees’ obligations as set out under Section 9 of the Safety, Health and Welfare at Work Act, 2005 and to ensure that the procedures set out in the Safety Statement are implemented at all times.
- Report accidents/irregularities or other matters of safety concern to the Chief Executive or, in his/her absence, such other person as the Employing Authority may designate.
Flexibility
Employees are expected to have a high level of flexibility and a willingness and ability to develop new approaches to their work. Duties and responsibilities of any post in the Services are likely to change with the ongoing needs and developments of the Services. Employees will, therefore, be required to carry out such other duties appropriate to their employment as may be assigned to him/her from time to time.
Confidentiality
In the course of the employment the appointee may have access to, or hear information concerning the medical or personal affairs of individuals supported by the Services and/or staff, or other health service business. Such records and information are strictly confidential and unless acting on the instructions of an authorised officer, on no account must information concerning individuals supported by the Services, staff, or other health service business bedivulged or discussed except in the performance of normal duty. In addition records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required.
