Request forQualifications

Architect/Engineer (A/E) Services

To Whom It May Concern:

The Brinkley Public Schools is soliciting statements of qualifications (in compliance with AR Statute 19-11-802) from firms interested in providing architectural/engineering services for current and future construction projects.

Provide 6 copies of your response toDr. Debbie Goodwin, Superintendent, Brinkley Public Schools, 200 Tigers Dr. Brinkley, AR 72021, no later than 1:00 p.m., February 22, 2017.

Offers will be taken under advisement upon opening, and the District will notify all firms placed on its approved list for these services within three weeks of opening date. PLEASE SEND QUESTIONS IN WRITING VIA E-MAIL TO Dr. Debbie Goodwin at by 10:00 AM, MONDAY FEBRUARY 20 , 2017. Answers will be provided to all vendors ofrecord. DO NOT CONTACT ANY DISTRICT OFFICIAL CONCERNING THIS RFQ.

The District will require the selected firms to provide A/E services normally associated with new construction, renovation projects, or required maintenance work. Work could encompass all phases of construction to include building, grounds, electrical and HVAC and may also include but not be limited to: engineering studies, A/E design and project oversight; building condition reports, plans and specifications development for bidding, etc. The work may also include working with the district and/or its advertising consultant regarding planning a campaign for a future millage initiative.

Included in the RFQ should be the following:

  1. History of the firm
  2. Completed projects in past 5 years with K-12 facilities
  3. Current projects under contract with K-12 facilities
  4. List of projects with pictures, project information, and school contact information
  5. Experience with regard to POR (Program of Requirements)
  6. Proposed point of contact for the firm
  7. Specialized experience and technical competence of the firm with respect to the type of

professional services required

  1. Past record of performance of the firm with respect to such factors as control of costs,

quality of work, and ability to meet schedules and deadlines

  1. The firm’s proximity to and familiarity with the area in which the project is located
  2. Proof of current professional liability insurance coverage ($1,000,000 minimum)
  3. Proof of current license in the State of Arkansas

The District welcomes proposals from companies with a diverse workforce, including women and minority owned companies and joint ventures including such companies.

If requested, the firm shall make a presentation to explain more fully their response. These presentations and demonstrations, if requested, will be held subsequent to the opening of the responses. The District may also inquire of other customers for whom proposers have conducted evaluations.

The District reserves the right to reject any or all responses and waive any irregularities or formalities in responses received. The District reserves the right to negotiate with the apparent acceptable vendor(s). Award will be based upon those considerations, which are in the best interest of the District.
