SECA Junior Rules2014/ 2015

Key Points

•Participation rules will continue (Trial basis) for Under 12 grades, and Under 14 C and D grades only

•Minimum batting/bowling rules apply to all players in these grades

•Under 18, Under 16 and Under 14 A and B Grades have no minimum participation rules

•Under 12D grade (Saturday and Friday) to become a 1 day competition – no split innings matches

•Removal of half-pitch no-ball rule

•Rookies – new format, one-day pairs cricket for all matches

•T20 (under 16s) and S16 (under 14s) mid week comps will be played in new year

•Teams can be a maximum of 13 players per match

Rules - 2 Day Games

Hours of Play :

Friday 4:30pm (as close to as possible) – 7:00pm

Saturday8:45am – 11:15am

40 overs per day (3 overs for change of innings if required)

A 10 minute break after 20 overs

Bowling to be done in 10 over blocks from each end

Under 12D Grade do not play 2 day games (one-day

Batting

Under 18 must retire @ 100 runs

Under 16 must retire @ 50 runs

Under 14 must retire @ 50 runs

Under 12 must retire @ 30 runs

Batsman can retire at any score, but the lowest scoring batsman must resume their innings first (e.g. a batsman who scores 5 must resume batting before who scores 15)

Participation rule - in under 14 C and D grades and all under 12 grades all batsman must bat for at least 2 overs unless dismissed

Bowling

Under 18, 16 and 14 can bowl 8 overs with a maximum spell of 6 overs

Under 12 can bowl 6 overs

Participation rule - in under 14 C and D grades and all under 12 grades all players must bowl a minimum of 2 overs excluding WK (must keep for at least 15 overs)

Under 14 and Under 12 only – no over can exceed 8 balls including no balls and wides (except the last over of the innings)

Bowling to be done in 10 overs blokes from the one end then change.

Rules - 1 Day Games

Hours of Play :

Friday4:30pm – 7:30pm

Saturday8:15am – 11:15am

Max 25 overs per side – early season or late season matches can be reduced to 20 overs. (20 overs per side for Under 12 D Grade)

Bowling to be done in blocks of 13/12 from each end (or 10/10 for reduced games)

Participation rule - in under 14 C and D grades and all under 12 grades every player must either bat for at least 2 overs before retiring (unless dismissed) or bowl 2 overs

Under 12 D grade (Friday and Saturday) will consist of solely 20 over per side one-day games (no split-inning games or 2-day games)

Innings break of 10 minutes

Batting

Under 18 must retire @ 50 runs

Under 16 must retire @ 40 runs

Under 14 must retire @ 40 runs

Under 12 must retire @ 20 runs

Rules – Under 12 D Grade

Under 12D grade Friday (formerly 12B South) and Saturday will be a one-day competition (20 overs per side)

Replaces split-innings competition

Teams may be fixtured to play against the same team two weeks in a row in many cases to simplify fixturing

Games are to be played and recorded as two separate one-day games

Rules for each game to be as stated in one-day game rules

Finals will be one-day games, there will be a week off between the Semi Final and the Grand Final

D grade is a “development grade” for the competition, and the focus of all teams to be on player participation and basic skill development. On field coaching in this grade is encouraged.

LBW Rule

Under 18s, 16s and 14s – no warning, if you are out, you are out

Under 12s – 1 warning, umpire to explain to the batsman why and 2nd time, the batsman is out.

Rookies – no LBWs, however batsmen not to be standing directly in front of stumps at the point of delivery

LBWs to be considered out MUST meet all the necessary requirements

Benefit of the doubt to the batsman in all cases. The umpire is to be definitive that the ball will be fully striking the stumps to give a batsman out

No Ball Rule

Any delivery that reaches the batsman on the full, at belt height or higher shall be called “no ball”, regardless of the speed of the bowler.

A ball that bounces more than twice before the batting crease is a no ball.

A ball that pitches off the playing surface is a no ball (NOTE, not a wide, the batsman can still hit the ball and score runs off the bat).

In Under 14 and Under 12 grades, any ball that reaches the batsman after bouncing that is over shoulder height (i.e. a bouncer) shall be called a “no ball”.

RULE CHANGE: Balls that pitch in the first half of the pitch are not automatically a no ball (unless one of the other no ball rules applies). Please ensure coaches watch for balls over shoulder height.

Other Rules

Teams can only declare after receiving 40 overs

Batsmen in all age groups must wear a helmet

Wicket keepers in u/14 C&D and u/12 and must wear a helmet at all times

Wicket keepers in u/18’s, u/16’s and u/14’s A&B must wear a helmet when standing up to the stumps

Players can play only 1 junior game per week

Maximum size per team is 13 players per game

Clubs may choose to play larger squads and rotate players out of games

In participation grades, rules apply to ALL selected players (no designated fielders)

Outright Results

There will be no additional points for outright wins, all wins are for 6 points only, decided on the first innings.

Second innings scores will continue to count to team and player stats/percentage

Rationale:

There are very few outright results in a season, almost solely where two teams are outmatched due to grading vagaries

Bonus points can skew the ladder, particularly where fixtures do not have teams playing all other teams

Pushing for outright results can be detrimental to game enjoyment for developing players

Finals

Finals format:

Semi Finals

1 v 4 and 2 v 3

Two winners play in Grand Final

Same format as last season – no preliminary finals

Grand Finals to be : Friday/Sunday and Saturday/Sunday

13 players may bat / bowl in finals per home and away rules

No substitute fieldsmen allowed in Participation Grade finals (14 C and D and Under 12). All players subject to participation rules.

Rookies
Trial Rules 2014/15

Rookie Rules

Players must be 8 years of age as at 1st September 2014.

Players under 8 years of age should play T20 Blast!

Players over 8 years that have not already developed good basic batting and bowling skills should play T20 Blast!

The target audience is younger players (8-10 years) who have already developed basic batting and bowling techniques (ie: can bowl 5 out of 6 balls straight on a full pitch)

Final year under 12 players must not play Rookies i.e. 11 years as at 1/9/14 unless special permission is sought.

All overs to be bowled at the one end.

All overs to comprise only 6 balls, regardless of number of extras bowled in an over it stops at 6 deliveries

There is no hitting off tees in Rookies cricket

Main objective is participation for all players

Pitch may be shortened to 17 metres between stumps, by using portable stumps at the bowlers end, non-striker batsman to stand next to the portable stumps

This means the distance between the batsman and the bowler will be 15m at the release of the ball instead of the normal 18m

Larger stronger players should bowl from the normal full-length bowling crease if capable (for safety reasons to the batsman)

No ladder or match points

No finals

Balls – Kookaburra “P Arnold” balls

Balls under 12 and Rookies to be 142gm

Balls in under 14, 16 and 18 to be 156 gm

Cricket Australia iPad scoring app is permissible, however one scorebook must be kept (ie, only one side to use the app)

Player Special Dispensations to play out of age group:

Must be special circumstances: small size for age, mental/physical disability

Past playing record to be included in application and will be considered

Limit of 2 players per team will be approved

All non-white shirts must be approved by committee

Taking a relaxed approach to approving shirts, however large sections of red, or significantly multi-colour shirts likely to be declined

Will review with club input at the end of the season

Score Entry

Match scores must be loaded by 9am Sunday

Match result must be confirmed by 5pm Sunday

Player scores must be loaded by 5pm Sunday

Protests, reports and disputes

Match protests must be logged on My Cricket by 5pm Sunday

Written detail about the protest to by 5pm Sunday

Late protests will only be considered in exceptional circumstances

Written submissions regarding player or parent behaviour should be sent to by 5pm Sunday

Grading and fixtures

Guidelines for grading

A grade will generally be the grade for clubs with multiple teams at age group

B grade will generally be for clubs with single team at age group & strong 2nds

C grade (& D for U12s) will be for lower sides from clubs with multiple teams or teams with predominantly bottom age players and no rep players

All representative players MUST play in the highest graded team of the club

10 team grades, North and South – more sides in A and B than previous years

Initial grading will be released this week. Feedback and preferred ground allocation by 10 September

Fixtures – Fixture dates have already been released, will be resent this week
