STATEMENT OF WORK

BRIDGE CRANE INSPECTION CONTRACT

  1. General Information

This is a Statement of Work for 6 Mobile Bridge Crane Inspection units operated by the Department. Annual Bridge Crane inspections are federally required to meet the American National Standards Institute Under bridge Machine Inspection Procedures - ANSI/SIA A92.8.

The awarded vendor of the Mobile Bridge Inspection Unit contract shall supply a licensed inspector, trained by the manufacturer of the under-bridge inspection units, and shall offer a full network of specialized parts/supplies only found on Mobile Bridge Inspection Cranes. The awarded vendor shall directly distribute equipment bulletins/updates and equipment modification/change requirements; and provide engineering and technical support.

No subcontracting of any kind including repairs, rebuilds, or inspections shall be permitted under this contract.

The contract holder must offer training courses to operators and mechanics in accordance to manufacturer and ANSI A92.8 standards. Any costs associated with training courses will be determined outside of this contract.

  1. Equipment:

Equipment Numbers of the Inspection units are 506-6077, 493-6076, 008-9068, 009-9068, 893-6071, and 083-9077. The Department reserves the right to update or replace any of these units with new equipment for the duration of the contract.

  1. Inspection Locations:

Unit numbers 893-6071, 009-9068, and 083-9077 will be inspected at a Department location in the Western region of the State of Pennsylvania. The inspection location shall be selected by the Department when the inspection is scheduled.

Unit numbers 506-6077, 008-9068, and 493-6076 will be inspected at a Department location in the Harrisburg, Pennsylvania area.

  1. Annual Inspections:

Each unit will be inspected annually on sites determined by the Department; and during the awarded vendor’s annual inspection of each crane, the unit will receive the following:

  1. A complete inspection and operational test of Bridge Crane and functions.
  2. Truck Cab and Unit Power Panel
  3. Truck engine area
  4. Intercom System
  5. Inspection, evaluation, and adjusting of the operational controls, stability system(s), and safety interlock system
  6. Chassis, Sub-frame, Pedestal, Deck, Body
  7. Auxiliary Engine, Compressor, Generator
  8. Axle Lock and Counterweight system
  9. Platforms and Walkways
  10. Tilt Alarm and Engine Kill Systems
  1. A complete inspection of the unit’s hydraulic and electrical system(s).
  2. Manuals and Decals
  3. Electrical Wires/Components and Hydraulic Hoses/Cylinders
  4. Limit System and Switches
  5. Hydraulic Pump and Auxiliary Hydraulic Power System
  1. A visual inspection of all structural components and structural connections.
  2. Booms
  3. Inspect Welded areas for cracking
  4. Turntables and Gear Systems
  5. Pins, Bushings, Guards, and Grease Lubrication points
  1. A detailed report of the inspection results with written recommended parts and any repairs required.

The cost of Annual Inspection will include all travel costs or labor charges needed for a factory authorized technician(s) to perform the inspections at the sites chosen by the Department. Miscellaneous or accessorial fees/charges for meals, lodging, rental car, mileage, fuel, tools, etc. may not be charged over and above the cost of each inspection(s) as per the Commonwealth policy on travel costs stated in Management Directive 230.10.

Subsequent repairs to equipment numbers 893-6071, 493-6076, 506-6077, 008-9068, 009-9068, and 083-9077 must be reviewed and authorized by the Department. This includes labor, and/or, parts identified as deficient during the safety inspections.

  1. O.E.M. Parts and Shipping Cost:

The Department will establish a line item on the resulting Purchase Order for each Fiscal Year to cover Miscellaneous O.E.M. Replacement Parts identified during the inspections. The contract holder must supply specialized O.E.M. parts and/or “factory direct” parts, distributes equipment bulletins/updates, equipment modification/change requirements, and ensure all completed work is performed in accordance with manufacturer requirements and current ANSI A92.8 standards. The Department will review and approve all orders before any work can begin. The awarded vendor is responsible for monitoring the availability of funds on this line item as parts are ordered and needed. Prior to the line item being exhausted in any given Fiscal Year, the awarded vendor shall notify the Department’s representative in a timely fashion to ensure availability of funds for any future parts needs. No parts shall be ordered without the availability of funds in any given fiscal year.

Monies shall be placed in a line item for each Fiscal Year to cover the shipping costs of shipped or mailed Miscellaneous O.E.M. Replacement Parts identified during the inspections:

  • Shipping costs charged by the contract holder to the Department shall be for the actual shipping cost charged by shipping company or USPS.
  • Overnight or rush shipping must be approved by the Department prior to shipping.
  1. LABOR

The Department will establish a separate line item on the resulting purchase order to cover any miscellaneous labor costs. HOULY RATE TO INCLUDE ALL LABOR COSTS, INCLUDING TRAVEL.

  1. 10 Year Factory Rebuild:

A 10 Year Factory Rebuild of Equipment Number 083-9077 (2007 Mack Truck and Inspection Crane) will occur in Fiscal Budget Year 16/17. The awarded vendor shall perform the 10 year factory rebuilding of this bridge inspection crane as defined in this Statement of Work and/or as needed and authorized by the Department.

The 10 year rebuild will refurbish crane 083-9077 to a “Like New Condition” and will extend the service life of the unit to 20 years of age. The time frame for rebuild will be from November 2016 through March 2017. Unit must be returned and ready for service by March 15, 2017.

Return to Service Deadline:

Unit 083-9077 must be returned and ready and available for service by March 15, 2017.

Failure to return the unit back to service by deadline will result in a $150.00 per calendar day penalty, charged back to the vendor. Any penalty not assessed will be strictly at the sole discretion of the Department. In the event the deadline will not be met, the contractor must notify the Department in writing within 7 days prior to the deadline.

During the awarded vendor’s 10 year rebuild, the unit will receive the following:

Procedures:

  • Perform visual/operational inspection.
  • Test control and intercom system to manufacturer’s standards.
  • Test operational limit system to manufacturer’s standards.
  • Visually inspect cylinders for leaks or damage. Perform boom cylinder drift test to manufacturer's standards. Provides a quotation for any cylinder repairs/rebuild or replacement with new hydraulic cylinders as necessary.
  • Install new cylinders only as specified by customer.
  • Costs for cylinder repair or replacement is not included in the base price.
  • Provide quotation for any and all supplemental repairs (ex-Cylinder rebuild work, Intercom, Control System, Body, Box, and Chassis repair).
  • Inspect unit sub-frame and chassis frame.
  • Inspect chassis lighting components and replace as needed.
  • Replace deck side marker and rear light wiring.
  • Inspect and test tag axle operation. Provides a quotation for any recommended repairs.
  • Torque sub-frame mounting bolts as required.
  • Repair/replace access step and grab rails as needed.
  • Inspect master panel in truck and replace defective lights or switches.
  • Circuit breaker and relay protection installed between truck battery and unit.
  • Inspect Front and Rear chassis springs. If necessary, spring replacement will be based on quotation process.
  • Remove upper side plates, jaws and pins, rollers, bushings and lower axle lock assemblies.
  • Make required repairs.
  • Sand blast, mag particle test, and repaint axle lock assemblies.
  • Install new bolts, nuts and structural fasteners to manufacturer’s standards.
  • Adjust clearance to manufacturer’s standards.
  • Replace spherical ball bushings.
  • Replace upper yoke weldment.
  • Perform any and all required repairs.
  • Sand blast, mag particle test, and repaint rear axle lock assemblies.
  • Unit to be reassembled using new grade 8 bolts, nuts and/or structural fasteners to manufacturer’s standards.
  • Install new pins and bushings and self-aligning bushings in cylinders.
  • Remove counterweight and inspect components and quote for additional repairs.
  • Remove paint to bare metal (white metal) and perform a non-destructively test (NDT). Perform structural repairs per NDT test results; all repairs must be non-­ destructively tested.
  • Remove pins and bushings, measure the pin bosses with a micrometer. Pin bosses found to have a tolerance greater than .012" must be removed and replaced.
  • Paint inside and outside of components.
  • Install new hoses, wires, clamps and protection.
  • Perform service test on rotation bearings.
  • Replace both rotation gearboxes and hydraulic motors with current design.
  • Install new hoses, wires, clamps and protection.
  • Install new style limit switches and new mercury switches.
  • Cylinders to be handled per customer request; test /rebuild or replace, see "Boom Cylinders" at the top of page one (cost is not included in base price).
  • Install and protect new hoses, wires, and clamps.
  • Install new rollers and bearings on boom three extension structures. Install the extension cylinder mounting system.
  • Replace wear pads.
  • Replace the Crane track cover and fiberglass components as needed.
  • Platform will be inspected and refurbished.
  • Install New 110 and 12-volt outlets and wiring system.
  • Install new fall protection points.
  • Install new stow pads.
  • Install new platform rest pads and update rests as necessary.
  • Replace all wires through booms and turntables.
  • System wiring located at firewall and boom areas will now be located in new LED box, mounted at turntable one.
  • Install new limit switches and foot switches.
  • Install new control system cable.
  • Adjust and record all Control settings to correct factory specifications.
  • Upgrade to current production controls system may be installed per customer request and quotation process.
  • Install new Circuit breaker and relay protection.
  • Remove and test the hydraulic pumps, rebuild or replace hydraulic pumps as necessary.
  • Install new hydraulic hoses.
  • Install new hydraulic filters and oil.
  • Calibrate all hydraulic relief valves.
  • If customer requests hydraulic oil cooling system it will be installed at this time.
  • Stability test to current ANSI A92.8 requirements.
  • Install counterweight at T-1 or rear sliding weight as needed to meet ANSI A92.8 stability requirements.
  • Operational test of unit on bridge.
  • Paint all booms, turntables, axle locks and accessories.
  • A new coat of deck paint and rust proofing to be applied as needed.
  • Install protective sleeves over hydraulic hose and electrical wire at pivot points.
  • Install a complete set of operational, caution and warning decals.
  • Testing of AC and DC electrical system.
  • Perform operational test of all systems.
  • Final adjustments to systems and components.
  • Install all items requested by customer per quotation and purchase order.
  1. Transportation:

Transportation costs and the costs associated with the vendor transporting the bridge crane unit to/from the facility performing the rebuild will be the sole responsibility of the vendor and will be included in the costs of the 10 year rebuild. Transportation of the crane will include departure from a Department designated location in Pennsylvania, driven or hauled to the factory rebuild location, and upon completion, the bridge crane unit will be returned back to the Department location in Pennsylvania the crane had originally departed from.

  1. Additional Items

The Department reserves the right to add or change the Purchase Order to allow for additional work.

Additional Defective Components:

The Department will review and approve any work prior to performing a repair. Any replacement, as a result of defective components, will be paid through the Parts and Shipping Line Item.

During the rebuild process additional defective components may be found on the unit. If this occurs the awarded vendor will provide a quote for additional repair or replacement prior to beginning any work, the Department will review and approve any work prior to beginning the repair work. Department reserves the right to add a line item to cover these additional costs. The following items are examples of items that could require repair or replacement during the rebuilding of the unit:

  • Truck suspension "springs".
  • Rear sliding counterweight actuator repairs
  • Crane track repairs or replacement.
  • Intercom system.
  • Strobe Light Control System repairs.
