RENDERING OF THE DISCONNECTION, RECONNECTION AND INSPECTION SUPPLY POINTS AT POLE AND LV DISTRIBUTION KIOSK WITHIN THE WORCESTER AREA, FOR THE PERIOD ENDING 31 DECEMBER 2015

The Breede Valley Municipality invites quotations from suitably qualified service providers who are in the electrical business for the DISCONNECTION, RECONNECTION AND INSPECTION OF ELECTRICITY SUPPLY POINTS AT POLE AND LV DISTRIBUTION KIOSK WITHIN THE WORCESTER AREA, FOR THE PERIOD ENDING 31 DECEMBER 2015

Only service providers who will ensure that at all times there are at-least two vehicles available to do the work in the Breede Valley {Worcester, Touwsriver,and De Doorns} boundaries will be considered for the job.

SCOPE OF WORK FOR ITEM 1: THE DISCONNECTION AND RECONNECTION OF ELECTRICITY SUPPLY WITHIN BREEDE VALLEY MUNICIPAL AREA (AT POLEMOUNTED CIRCUIT BREAKERS( + / - 11meters working height ) AND DISTRIBUTION KIOSK FOR LV SERVICES AS PER INSTRUCTION.

1.1Service Providers shall be required to undertake work as directed by the Chief Financial Officer or his duly authorized representative.

1.2Service Provider is required to connect, disconnect and reconnect electrical supply to customers due to non-payment and change of owners in the whole Breede Valley Municipality area.

1.3Service Provider must be in possession of adequate above ground cable location equipment together with the knowledge to locate under ground municipal electrical service cables effectively.

1.4The bidder must keep record of all disconnections performed and provide the proof to the Chief Financial Officer or his duly authorized representative.

1.5Service Provider must be in possession of at least two vehicles with adequate PPE & equipment to work on heights of up to 11meters to execute all disconnections and reconnections.

1.6The service provider must be able to conduct the necessary risk assessment before commencing with any disconnection / reconnection work.

1.7Service Provider must ensure that two people are present when the disconnections are performed.

1.8The Service Provider must ensure that each work team has a responsible person that performs the required disconnections / reconnections.

1.9Each responsible person mustbe a qualified electrician (completed accredited trade test).

1.10The service provider must comply with necessary electrical qualifications (registered electrical contractor at the Department of Labour) together with all relevant safety requirements in terms of the Occupational Health and Safety Act, General Machinery regulations and construction regulations, etc. and all work undertaken must be conducted in a confidential manner and all defaults must be reported directly to the Chief Financial officer or his duly authorized representative.

1.11All bidders must be willing to be subjected to practical assessment by the Electrical Services Department in order to verify their practical competency.

1.12The Service provider must be available Mondays to Fridays and available on Cell phone at all times.

1.13Bidders are required to take photos of electricity meters where tampering occurred or where seals were broken by payment defaulters. Photos must be supplied to the Chief Financial Officer or his duly authorized representative for further action.

1.14If the disconnection was unsuccessful due to any obstacle/ reason (dogs, no access) the fee to be charged must NOT exceed the fee for the successful disconnection. Proof must be provided at all times.

1.15The service provider must be able to utilise equipment / technology to identify the correct service circuit breakers on distribution poles and pillar boxes.

SCOPE OF WORK FOR ITEM 2:

2.1. WARNING OF BUSINESS CONSUMERS

2.1.2.1 Switch off business electricity supply, and immediately switch on. Inspect and report on meter.

2.1.2.2 Hand Warning Notice to occupier of Business Premises.

2.1.3 CHANGED JOB CARD CALLS

Priced items include for calls where work cannot take place as instructed. Report back to CFO.

2.1.3.1 Cost for attendance at a premise, where proof of payment of an account is submitted by the occupier. Inspect meter only- do not disconnect.

2.1.3.2 Cost for attendance at a premises, with the intention to reconnect, and discover that the meter has been tampered with. Reports to CFO- do not reconnect.

2.1.3.3 Cost for attendance at premises, and not be able to access. Leave a calling card.

3. GENERAL AND IMPORTANT INFORMATION TO CONTRACTORS

3.1 Contractors/ service providers are advised to study the Indemnity Clauses attached to this invitation, which shall form part of the contract.

3.2 Services will be requested as and when a need arises, hence the municipality reserves the right to use its discretion as to where to and when to deploy the contractor to do the works.

3.3The municipality reserves the right to terminate the contract prior to 31 December 2015 should material reasons justify so, which include the following (but not limited to):

(i) Non performance by the contractor;

(ii) The contractor no longer financially viable/ cost effective for the municipality;

(iii)No longer a need for the service;

(iv)Misconduct by the contractor, etc.

3.4When contractors quote for each item, all relevant costs must be taken into account which include: the disconnection/ connection fee, travel costs, administrative costs, etc.

3.5The municipality reserves the right to award this quotation to more than one contractor, for practical and financial reasons.
