BRAMLEY’S HALIFAX JUNIOR CRICKET LEAGUE
MEMBERSHIP
Any club whose 1st team plays in the Halifax Cricket League may join the Halifax Junior Cricket League. Clubs whose 1st team does not play in the Halifax Cricket League must apply for membership of the League by 31st December prior to the season in which they wish to compete. Membership, if granted, will be for a WHOLE JUNIOR SECTION (including Under 9s), not just a particular age group or groups. All applicants for membership will be expected to meet the ground and administrative entry criteria applied by the Halifax Cricket League. The decision on membership will be made by the member clubs at the ANNUAL GENERAL MEETING (simple majority). Any club granted membership will be required to enter a team in the Halifax Junior Cricket League at every age group at which they have a team (unless the Halifax Junior Cricket League does not have a competition at that age group) either at the point of entry to the League, or subsequently.
1REGISTRATION OF PLAYERS
All registrations shall be forwarded to the Hon. Secretary (or other nominated Officer of the Junior League) on a Halifax Junior Cricket League registration form. All players registering to play in the Halifax Junior Cricket League agree that selection for Halifax Junior Cricket League Representative Teams will take precedence over selection for other area/league representative teams at the same level. Any player playing for another area/league representative team without the prior written permission of the Halifax Junior Cricket League Executive Committee shall have their registration with the Halifax Junior Cricket League, at all age groups, cancelled immediately.
(i)Any player under 17, 15, 13, 11 and 9 years of age at midnight on the 31st August of the preceding year shall be eligible.
(ii)Any under 17, 15, 13, 11 and 9 player registered with a club at the end of the previous season shall automatically be registered with the club at the commencement of the following junior and senior seasons, unless a completed transfer form has been received by the Halifax Junior Cricket League prior to that date. Subsequent additions to the list of junior players will be made on the official registration form before the third scheduled junior fixture of the season. This shall include the player’s full name, date of birth, address, telephone number and email address. Any player aged 12 or 13 intending to play senior cricket must have a Halifax Cricket League clearance form signed by their parents or guardian and a UKCC Level 2 Coach (or equivalent). Acopy must be lodged with the Junior League and Senior League Hon. Secretaries 48 hours before he or she plays.
(iii)Should a club enter 2 teams at the same age group a separate players’ register for each team shall be submitted to the Hon. Fixture Secretary. These registers will be of the players of that age group and need not include players from lower age groups e.g. two teams at U15 then two separate team registers for players aged 14 and 15 but not aged 13 and under. The exception being Rule 2(xxiii) relating to girls in junior cricket. Should a club enter two teams at the same age group there will be no swapping of players between registers during the season.
(iv)This list may be added to during the season, subject to approval by the Junior League Hon. Fixture Secretary, but players must not play in any fixtures until 48 hours have elapsed after registration.
(v)No player will be allowed to play for more than one club in the present season in the Halifax Junior Cricket League, unless the Halifax Junior Cricket League Committee is satisfied that the player has fulfilled all financial obligations to the club they are leaving.
(vi)A player may be loaned to another club when their club does not have a team at the age group in which they are going to play. (The home club to be made clear on the registration list).
(vii)Failure to comply with 1(ii) above WILL result in a fine of £10 for every match where this Rule is breached and the deduction of any points gained.
(viii)Failure to comply with any other sections of these Rules MAY result in a fine of £10 and the loss of any points gained.
(ix)Any club withdrawing their team from an age group after the fixtures have been published will be fined a minimum of £20. The Halifax Junior Cricket League Committee shall determine the amount.
2RULES FOR MATCH PLAY (U17, U15 and U13)
(i)All evening fixtures will be a maximum of 20 overs per side, except for those in week 1, 2, 14 and 15 which shall be a maximum of 18 overs per side and weeks 16 and 17 which will be of 16 overs per side, unless a reduced number is agreed by the managers present owing to inclement weather conditions or poor light.
(ii)The Halifax Junior LeagueHon. Fixture Secretary shall arrange all dates and times when fixtures must be played. All games shall commence not later than 6.30pm. If, however, weather interferes with the start of a match, overs should be reduced at a rate of 1 over for every 3 minutes lost, to a maximum of 10 overs in total for the match. Each side shall have the opportunity to bowl an equal number of overs.
(iii)Any game that does not commence by 7.00pm shall be deemed a draw (1 point each).
(iv)No match shall be scheduled for less than 12 overs per side and no League match shall stand if less than 12 overs per side has been bowled, unless the side batting second are all out.
(v)Unless 2League or Cup fixtures in each age group have been completed on the official match date as printed, all matches shall be counted as a 1 point each draw. Individual performances in all games shall be included in the League averages at the end of the season.
(vi)Should any team fail to fulfil a fixture and where the opponents have been awarded the points, the result cannot count as one of the 2Leagueor Cup fixtures required under Rule 2(v) on the official match date.
(vii)Each club must provide its own ball. For U17 and U15 matches this must be a Halifax Cricket League ball, whether new or used.
(viii)In the event of a tie, in all cup games, the team losing the least number of wickets shall be declared the winner. Should the number of wickets lost be equal, the team with the faster scoring rate over the first 10 overs shall be declared the winner.
-For all age groups, each club must provide a competent umpire, scorer and adult representative to supervise the players. Reported failures of any club failing to adhere to this Rule will forfeit any points gained in the match and they shall be awarded to the opposition. The offending club will also be asked to come before the Halifax Junior Cricket League Executive Committee to explain why they did not have sufficient adult backup.
(ix)Any club failing to turn up, or turning up with less than 7 players will be fined £5 to League funds and £5 to the opposing club. They will also lose the match, the points for which will be awarded to their opponents.
(x)(UNDER 17 ONLY) No player may bowl more than 4 overs. Any batsman shall retire “not out” after they have scored 50 runs except when the last pair is batting. No batsman shall resume their innings.
(xi)(UNDER 15 ONLY) No player may bowl more than 3 overs and at least 7 players shall bowl. Any batsman shall retire “not out” after they have scored 30 runs except when the last pair is batting. No batsman shall resume their innings.
(xii)(UNDER 13 ONLY) No player may bowl more than 3 overs and at least 7 players shall bowl. Any batsman shall retire “not out” after they have scored 25 runs expect when the last pair is batting. No batsman shall resume their innings. Pitches shall be 21 yards in length and balls shall be 4.75 ounces in weight.
(xiii)It is desirable that players should wear predominantly white clothing, but no player shall be allowed to bowl if they are not wearing a predominantly white shirt.
(xiv)In the event of any team dropping out of the League after the start of the season, the matches they have played shall be regarded as null and void and any points allocated shall be deleted.
(xv)In the event of two teams ending the season level on points at the top of their section a play-off will be arranged by the Halifax Junior Cricket League Executive Committee during the week after the season ends on the usual night of play for that age group.
(xvi)All matches to be conducted in compliance with the ECB ruling on fielding positions as currently applied.
(xvii)Helmets must be worn when batting, or as a wicketkeeper standing up to the stumps, by all players under the age of 18, in junior and senior cricket and in practice and in matches when playing with a hard ball. The ECB fast bowling directives shall apply in all matches.
(xviii)The use of artificial pitches is permitted but only on the basis of every match used throughout the season. The Halifax Junior Cricket League Executive Committee to be informed of such intended usage before the commencement of the season.
(xix)Any player who keeps wicket in a match may not bowl in that match.
(xx)Collinson Cup Competitions. The first round of the Collinson Cup Competitions shall be played on a round robin basis at all age groups. Only one club may be played for in each Collinson Cup Competition. A player may play for different clubs in different age groups subject to Rule 1(v). Collinson Cup semi-finals will be officiated by neutral umpires. Each club competing in the semi-finals shall provide a competent umpire for the other semi-final. Any club failing to do so shall forfeit their semi-final tie.
(xxi)In the Collinson Cup Competition where 2 teams finish level after the round robin stage, a play-off will take place on the Collinson Cup semi-final date unless the 2 tied teams have played each other in the round robin stage and a result been achieved. If so, the winner of the round robin match will qualify. If conditions do not permit a match to be completed on this date the result will be decided by a bowl off (see HCLRules). If a Collinson Cup semi-final is postponed (see above) or if conditions do not permit a match to be completed on this date, a reply will take place on the Collinson Cup semi-final reserve date. If conditions do not permit a match to be completed on this reserve date the result will be decided by a bowl off (see HCL Rules).
(xxii)Girls playing in the Halifax Junior Cricket Leaguemay be 2 years ABOVE the actual age group, including under 17 (i.e. age 13 at under 11, age 15 at under 13, age 17 at under 15, age 19 at under 17).
3RULES FOR MATCH PLAY (U11)
In League matches under 11 teams will play 8 a side pairs cricket, however a 10 a side match can be played by prior agreement between the two managers. The pitch shall be 21 yards in length and the ball used shall be 4.75 ounces.
(i)Where a team does not have 8 players available, the match points shall be awarded to the opposing team (where clubs are unable to field a competitive team, a game of pairs cricket should still be played if possible).
(ii)In Collinson Cup matches, U11 teams will play 11 a side “normal” cricket. Any bowler shall bowl a maximum of 4 overs or 20% of the overs agreed to be bowled (rounded down to the nearest whole number). Any batsman shall retire “not out” after they have scored 25 runs except when the last pair is batting. No batsman shall resume their innings. Pitches shall be 21 yards in length and balls shall be 4.75 ounces in weight.
(iii)U11 managers or coaches may stand next to the umpire at square leg or point in Collinson Cup semi-finals, finals and play off games.
4CHAMPIONSHIP & COLLINSON CUP ROUND ROBIN STAGE
(a)UNDER 13, 15 & 17 – POINTS
Points for League matches shall be awarded as follows:-
4 points for a win (i.e. the team scoring the most runs).
1 bonus point to be awarded to the losing team if they take at least 5 wickets (excluding retirements) or score 2/3 (rounded up to the nearest whole number) of their opponents total score inthe second innings of the match.
2 points to each time for a tied game.
(b)UNDER 11 – POINTS
Points for League matches shall be awarded as follows:-
4 points for a win (i.e. the team scoring the most runs).
2 points to each team for a tied game.
1 point each for a game which has been abandoned or did not start due to bad weather.
5UNDER 9 RULES
(i)Games shall be played on Thursday evenings as per the fixtures produced by the Halifax Junior Cricket League Hon. Fixture Secretary.
(ii)All players must be under 9 years of age at midnight on 31st August i.e. School Year 4 pupils, apart from girls who can be up to 10 years of age i.e. School Year 5 pupils.
(iii)The pitches shall measure 16 yards in length. Boundaries shall be set at a maximum distance of 25 yards from middle stump.
(iv)The ball shall be of junior “Incrediball” specification (there is no requirement for helmets to be worn).
(v)A match is to be one innings per side with each innings being 16 x 6 ball overs.
(vi)Each side is to consist of 8 players. A match is still valid if a team comprises of only 7 players, provided the opposing team manager selects the player who will complete the fourth pairing.
(vii)Each batting side will start their innings with a score of 100 runs.
(viii)The batting side shall be divided into pairs, each batting 4 overs. The “pairs” shall be changed at the end of the fourth, eighth and twelfth overs.
(ix)Batsmen shall have unlimited “lives” but each fall of wicket shall result in five (5) runs being deducted from the total. They shall change ends at the fall of each wicket.
(x)Bowling shall be from one end throughout the match. Each player shall bowl a total of two (2) x 6 ball overs and the bowler shall be changed at the end of each over.
(xi)Bowling shall be either ‘under arm’ or ‘over arm’ at each players discretion.
(xii)No fielder to be allowed within 10 yards of the striker until the ball is played. Fielders to rotate clockwise after each over so that all players get a turn in each fielding position, including acting as wicket keeper (note: no gloves required).
(xiii)Dismissals to be restricted to 5 methods namely:bowled, caught, run out, stumped and hit wicket, appeals for LBW to be declined.
(xiv)The striker, in the stance position, must not be allowed to obscure the view of “off stump” in readiness to receive a delivery. A “middle and leg” guard to be given.
(xv)The bowler shall be penalised for a “no ball” when the delivery bounces 3 or more times/rolls along the ground, before reaching the striker, OR if the ball passes the striker above waist height when standing in an upright position. Bowlers are to be encouraged to bowl within the crease markings and only where there is persistent over-stepping, and after at least 2 warnings noted by both umpires, should a bowler be no-balled for over-stepping.
(xvi)“Wide ball” is only applicable when the delivery is clearly out of the striker’s reach.
(xvii)The batting side shall be awarded one (1) penalty run and a “free hit”* for a wide ball and two (2) penalty runs for a no ball delivery. The ball to count as one of the over and an extra delivery is not allowed EXCEPT in the final over of each innings where one/two runs will be added to the score and the batsman shall receive an extra ball. (A free hit is where the ball is placed on a tee in front of the batsman so that from their normal stance position the ball can be struck forwards (in front of the area between cover point and square leg) of the wicket in one single continuous movement. The batsman is allowed one strike at the ball and cannot be out except either batsman can be run out from the free hit. Any runs scored shall be in addition to the one run penalty for a wide. Fielders cannot move from their original fielding position prior to the free hit being awarded until the batsman strikes the ball. Either umpire shall call dead ball, and no additional runs are scored if these instructions are broken.
