Minutes of a Meeting of the Planning and General Works Committee held on Monday 18 May 2015 in the Upper Hall, Town Hall, Brackley.

27/15ELECTION OF CHAIMAN

On the proposition of Cllr Stimpson, it was RESOLVED:

That Cllr Morrellbe elected as Chair of the Planning and General Works Committee.

28/15 ELECTION OF VICE CHAIRMAN

On the proposition of Cllr Rawlinson, it was RESOLVED:

That Cllr Stimpsonbe elected Vice Chairman of the Planning & General Works Committee.

No members of the public were in attendance.

32/15 MINUTES

On the proposition of Cllr Baker, it was RESOLVED:

To receive and approve the minutes of the previous meeting held on 27 April 2015.

33/15 MEMBERS’ REPORTS

None had been submitted.

34/15PLANNING APPLICATIONS

Cllr Morrell advised Members that he intends to visit all sites in relation to Planning Applications received. He distributed an aid memoir to members showing planning guidelines on issues that the committee was able to make comments to the Planning Authority, in accordance with guidelines issued by the authority.

The Committee considered all Planning Applications on the schedule and the comments made were to be submitted to the Local Authority.

35/15PROPOSAL FOR ROAD CROSSING AT BURWELL HILL

Following information from Jarvis Court concerning the difficulties some of their residents have accessing the bus stop and facilities on High Street due to lack of pedestrian facilities, NCC hadput forward a proposal to provide a dropped tactile kerb and central pedestrian refuge. Members were concerned at some of the practicalities of moving the current site of the bus stop and were confused as to the benefits of the proposal. It was decided that comment should not be made until such time as Members had more detailed information and the opportunity of viewing the site proposal.

36/15MATTERS FOR INFORMATION OR DISCUSSION

Former Bronnley Site – The Town Clerk reported that after the last meeting when it was decided to submit one road name only for the site, an e-mail had been received from SNC stating that two road names were preferred. After discussion of various suggestions (Elizabeth Court & James Court), it was decided to submit Rose Court as the second road name.

Radstone Fields Community Centre – A 2nd pre-application had now been submitted, which made no significant changes to the layout of the building but included a BREEAM and Acoustic assessment . More work was required to improve the BREEAM rating to the required standard of ‘very good’. Report noted

Proposed 20mph speed limit along Banbury Road – The Town Clerk reported to members that an e-mail had been received from Helen Howard at NCC informing BTC that there was no compelling evidence to support the application. The Clerk was asked to circulate the e-mail to all members of the Council.
