BOYS AND GIRLS SOCCER

2016 - 2017

  1. ADMISSIONS OF PARTICIPANTS AND PERSONNEL TO DISTRICT CONTESTS
  2. All UIL district passes will be honored.
  3. Cheerleaders in uniform, bus drivers, and sponsors will be admitted.
  4. Police persons in uniform will be admitted free.
  5. Media personnel will be admitted free.
  1. ADMISSION PRICES FOR ALL REGULAR SEASON CONTESTS

A. Freshmen, Junior Varsity, and Varsity games: $3.00-Adults$2.00-Students

  1. FINANCIAL STATEMENT
  1. Regular district varsity games: the home team will retain all gate receipts and assume responsibility of payment of game officials.
  1. Varsity play-off games: the receipts and expenses shall be pro-rated as mutually agreed between the participating schools.
  1. Non-Varsity games: the home team will retain all of the gate receipts for non-varsity games.

IV.STUDENT ELIGIBILITY

  1. A list of eligible students representing each district school shall be sent to the District Chairman prior to any inter-school contest.
  1. The District Chairman will be authorized to approve any other transfer for whom proper documentation has been received and appears to be routine.
  1. Each district winner school shall notify the District Chairman and other appropriate UIL officials pertaining to their representation in the UIL play-offs. (Belton High School)

V. PLAYING RULES

  1. UIL & National Federation Soccer Rules shall be used for all inter-school contests.

VI.GAME SITES

Home field game sites are as follows:

Midway – Midway Field (Grass) / Panther Stadium (Turf) Killeen High – Leo Buckley

Belton-Wilson/Kerzee Stadium, Tiger Field

Killeen Harker Heights-On Campus Field (Primary) / Leo Buckley (Backup) Killeen Shoemaker-On campus stadium

Alternate Killeen ISD site – KLSS (Grass)

Ellison – On campus field (Primary) / Leo Buckley (Backup) Copperas Cove- Ave. E Field, Bulldawg Stadium (Backup)

San Angelo Central – Old Bobcat Stadium (turf)

It is the responsibility of each coach to send maps to each district member.

VII.GAME OFFICIALS

  1. Varsity Games: A referee and two linesmen will be selected for all district games. Due to official shortages and travel distance, some associations may send only two officials. Each coach is asked to ask the associations to make every effort to supply three officials for the varsity game. The visiting coach may request the names of the officials 48 hours prior to the games. Officials

shall be SSOA members. Games may begin with two officials.

  1. Game officials will be paid based on the UIL standard rates for games. This includes mileage.
  1. Varsity Games: the clock operator and scorekeeper shall be a competent adult. No students shall be used. The use of adults is also recommended for non-varsity games, if possible.
  1. If no official(s) show up for the contest, the game will be delayed for a one (1) hour period. During this time, all available efforts should be made to acquire the services of an acceptable UIL certified official or officials. If no officials are available, the game will be played on the next playable date

VIII.GAME ADMINISTRATION

  1. All games: victory lines, other than those formed by uniformed cheerleaders, will not be permitted. Mechanical noisemakers, megaphones, radios, or tape players will not be permitted in the stadium. Pre-game and half time music may be provided by the home team, and will cease five minutes before the start of each half.
  1. Game jerseys and socks must be white in color for home teams and dark in color for the visiting teams per the UIL Rule change.
  1. The game ball for boys and girls is to be any top line approved FIFA ball and NFHS accepted.
  2. The home team will supply 3 ball boys/girls OR 5 game balls.
  3. All pre-game ceremonies are to be arranged so that the game can start at the scheduled time.
  4. A district game that ends in a tie after regulation will remain a tie.
  1. Only team personnel, cheerleaders, police officers, and media will be allowed in the contest area during the contest.
  1. District 8-6A games will begin on Tuesday, January 24th, 2017 for boys and girls and will end on Tuesday, March 14th, 2017.
  1. District certification will take place by Tuesday, March 21st, 2017.
  2. Games played over spring break can be played any time between Friday to Tuesday with agreement of both coaches.

IX.GAMES TIMES

  1. Varsity/Sub-Varsity games will be played on Tuesday and Friday.
  2. 3 Teams – 5:00, 6:15, 8:00pm (JV Running Clocks)
  3. 2 Teams – 5:00, 7:00pm (when playing at SAC, game times can be 1:00 & 3:00pm, if officials available)
  4. 1 Team – 6:00pm
  1. The clock between the JV and Varsity games will be 20 minutes to allow for warm-up. Coaches involved may agree upon shorter warm-up times.
  2. Varsity games play same site when playing San Angelo Central (home and away). JV’s at alternate site
  3. Two Varsities playing, Varsity Girls will play at 5pm and Varsity Boys will play at 7pm. Boys JV will play at 5pm and Girls JV will play at 7pm. Will flip for second year.
  4. At mutual agreement of the coaches, JV 2 Tuesday games may be moved to alternate night.
  1. GAME LENGTH
  2. Boy’s games will be played at one site and girl’s games will be played at another.
  1. Varsity games will consist of two 40-minutes halves and a 10-minute half time.

XI.MISCELLANEOUS REGULATIONS

  1. Live broadcast of games played by district schools may be allowed if mutually agreed upon by the two competing schools. Limit one station per school as designated by the local school.
  1. A District 8-6A meeting has been scheduled for Wednesday March 22nd, 2017 in Brownwood, Texas at 11:00am.

  1. When inclement weather makes a field unplayable, games are to made up on the next playable date. (Monday-Saturday) @ 5/7 pm for two games & 6 pm for one game on a weekday, and 11 am & 1 pm for two games and 12 pm for one game on Saturday. Adjustments may be made to Saturday game times for SAT and ACT administration.
  1. Rained out games may not supersede a regularly scheduled game. Rained out games will be made up in the order of the regular schedule. If the game site is not available two (2) consecutive days, the game will be played on the third date at either the home or visitors playing site. Games must be made up within seven (7) days, if possible.
  1. Sub-varsity games can be made up with the mutual agreement by both coaches prior to the scheduling of the make-up game.
  1. COLD WEATHER POLICY

Transportation would be the ONLY way to cancel/move a game if weather conditions do not fall below 15°F with wind chill. The DEC would be the deciding vote. Sub-Varsity games, if cancelled, are highly recommended to be rescheduled.

  1. Each coach is responsible for maintaining yellow and red cards for their team.

XII.SCHEDULING AND PLAYOFF PROCEDURES

  1. Each team will play a double round robin schedule.
  1. Championship: Both male and female teams shall determine champions on a points basis played in two rounds. The teams with the most points will be declared champion, runner-up, third and fourth place. To determine playoff positions, follow the guidelines below.
  1. Compare win/loss records (scoring shall be 3 points for a win, 1 pt for a tie and 0 points for a loss.)
  1. Compare head to head.
  1. Compare goal differential for in district play with the maximum point spread of three (3) goals (1 point for each goal).
  1. Head to Head
  2. Total district play including differential of both wins and losses.
  1. Determine goals for in district play- up to three (3) points maximum (1 point for each goal)
  2. Determine goals against (all district play) up to three (3) goals.
  1. Teams tied play of game to determine positions. Games will consist of overtime and shootout if necessary.
  1. In the case of a three-way tie for third place, each team will participate in a coin toss. The odd team out in the coin flip will be the third seed and the remaining teams will play for the fourth

playoff position. If three teams tie for fourth place, all teams will participate in a coin with the odd man out of playoff contention and the remaining teams will play for the fourth seed in the playoffs.

  1. District Champion will provided their own championship trophy.
  2. A forfeit will be recorded as a 3-0 win.

XIII.DESIGNATED SCHOOL AND ADMINISTRATIVE PROCEDURES

  1. For varsity soccer games:
  2. The administrator will meet and introduce themselves to the officials.
  3. The administrator will indicate to the officials where they can be located during the game.
  1. If officials are not notified be the designee by ten minutes prior to the beginning of the game, the officials shall ask the home head coach if there is a designee and if so, who that person is.
  1. If there is no designated administrator, the officials shall notify the UIL in writing the next working day and so inform.
  1. The designee shall meet briefly with the officials after the game to discuss the game and any problem during the game dealing with ejections of players, coaches, or fans, or any misconduct that either school should be aware of.
  1. The designee is responsible to inform the administration of both schools by phone the next school day of unsportsmanlike behavior of fans, players, coaches, and any unprofessional behavior on the part of the officials. Any unprofessional behavior on part of the officials shall be in written form. Written reports are to be sent to the superintendent and principals of each school as soon as possible.
  1. The home school is responsible to security. In playoff games, both schools are to be responsible.
  2. Each school is responsible for the behavior of its fans, players, and employees.
  3. In playoff games, both schools shall have a designated school administrator.

XIV.ALL DISTRICT SELECTIONS

  1. The following is the number of players to be allowed on the all-district teams for each team based on the final standings in district.
  1. The first team all-district and second team all-district will consist of the same number of players assigned for the final standings. Each district team will get the following number of 1st and 2nd team votes and up to three Honorable Mention votes.

First place- 5 Second place- 4 Third place- 3 Fourth place- 3 Fifth place- 2 Sixth place- 2 Seventh place- 1

Eighth place- 1

  1. In the event of a tie, teams will take an average of the number of players allotted to the tied

positions. The coach may round up. Example: In a three-way tie for first, each team will get 4 1st Team players.

  1. In the event that a coach is unable to attend the meeting, they forfeit their right to nominate and vote for district superlatives. However, the school will still retain their first team, second team and honorable mention selections.
  2. The following categories will be voted on by the district coaches.

  1. The Newcomer of the Year must be a first year varsity player and it is the Coach’s discretion as to which district team the player is named to.
  1. Offensive MVP, Defensive MVP, Overall MVP, Goalkeeper MVP and Midfielder MVP will be an extra 1st Team All-District selection.
