The Department of Public Welfare’s Office of Children, Youth and Families (OCYF) and major stakeholders are preparing for the second round of the Federal Child and Family Services Review (CFSR), which will continue to focus on outcomes for children, youth, and families in Pennsylvania’s child welfare system and improvements made as a result of the 2001 CFSR.
As someone who has a vested interest in Pennsylvania’s Child Welfare System, we want to know how you think we are doing. This survey is completely voluntary and confidential.
The information you provide will be incorporated into the Statewide Self Assessment regarding Pennsylvania’s Child Welfare System. The Statewide Self Assessment is the first part of the CFSR. The second part is an on-site review that will occur in July of 2008.
Pennsylvania is using the required review process to further advance existing initiatives designed to improve outcomes for its children, youth and families. The strengths and needs of the statewide program and system will be assessed and results used to drive program improvements.
Ultimately, the goal of the reviews is to help States improve child welfare services and achieve the following outcomes for families and children who receive services:
Safety
• Children are, first and foremost, protected from abuse and neglect.
• Children are safely maintained in their homes whenever possible and appropriate.
Permanency
• Children have permanency and stability in their living situations.
• The continuity of family relationships and connections is preserved for families.
Family and Child Well-Being
• Families have enhanced capacity to provide for their children’s needs.
• Children receive appropriate services to meet their educational needs.
• Children receive adequate services to meet their physical and mental health need.
