CALL TO ORDER:An Informal Conference Committee of the Board was called to order at 9:00a.m.

DISCUSSION:Dr. Lorensappearedbefore the Committeein accordance with a Notice of Informal Conference dated January 14, 2008. Dr. Lorenswas represented by counsel, Christopher Stevens. The Committee fully discussed the allegations contained in the notice with Dr. Lorens.

CLOSED SESSION:On properly seconded motion by Dr. Wise, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Eric S. Lorens, DVM. Additionally, it was moved that Cynthia Gaines, Administrative Proceedings Division, and Terri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Report and discussion of the case with Dr. Lorens, the Committee dismissed the case. The hearing was adjourned at 10:20a.m.

DISCUSSION:Dr. Houk appeared before the Committee in accordance with aNotice of Informal Conference dated February 11, 2008. Dr. Houk wasrepresented by counsel, Michael Goodman. The Committee fully discussed the allegations contained in the notice with Dr. Houk.

CLOSED SESSION:On properly seconded motion byDr. McKelvin, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Constance C. Houk, DVM. Additionally, it was moved that Cynthia Gaines, Administrative Proceedings Division, and Terri Behr, Operations Manager, Board of Veterinary Medicine,attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Report and discussion of the case with Dr. Houk, the Committeemade certain Findings of Fact and Conclusions of Law and ordered that the license of Dr. Houk be placed on probation with certain terms and conditions and that this matter be continued generally.The hearing adjourned at 12:30p.m.

As provided by law, this decision shall become a Final Order thirty days after service of such Order on Dr

Houk unless a written request to the Board for a Formal Hearing on the allegations made against her is

received from Dr. Houk within such time. If service of the order is made by mail, three additional days

shall be added to that period. Upon such timely request for a formal hearing, the decision of this conference

committee shall be vacated.

CLOSED SESSION:On properly seconded motion by Dr. Siemering, the Special Conference Committee recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter regarding Alvin C. Early, DVM. Additionally, it was moved that Cynthia Gaines, Administrative Proceedings Division, and Terri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:Based on the Investigative Report and discussion of the case with Dr. Early, the Committee made certain Findings of Fact and Conclusions of Law and ordered that Dr. Early be reprimanded, assessed a monetary penalty of $2000 and was ordered to fulfill other terms and conditions. The hearing adjourned at 2:00 p.m.

CALL TO ORDER:A quorum of the Board of Veterinary Medicine was called to order at 1:25 p.m. at the Hotel Roanoke and ConferenceCenter, Roanoke, VA.

Dr. Elliott appeared before the Board in accordance with a Notice of Formal Hearing and Statement of Particulars dated January 15, 2008. Dr. Elliott was represented by counsel, T. Daniel Frith, III, Esq. William Garrett, Assistant Attorney General, represented the Commonwealth. Mr. Kotvas was legal counsel for the Board. The proceedings were recorded by a certified court reporter, Kimberly A. Henerson, RPR, with Cavlier Reporting and Videography.

CLOSED SESSION:On properly seconded motion by Dr. Wise, the Board recessed Open Session and convened in Closed Session pursuant to §2.2-3711(A)(28) of the Code of Virginia for the purpose of deliberation to reach a decision in the matter of Mitzi D. Elliott, DVM. Additionally, it was moved that Jack Kotvas, Assistant Attorney General, Elizabeth Carter, Executive Director, Board of Veterinary Medicine and Terri Behr, Operations Manager, Board of Veterinary Medicine, attend the closed meeting because their presence in the closed meeting was deemed necessary and would aid the Committee in its deliberations. Having certified that the matters discussed in the preceding closed session met the requirements of §2.2-3712 of the Code, the Committee reconvened in open session and announced its decision.

DECISION:On properly seconded motion by Ms. Blackwell, the Board voted unanimously to accept certain Findings of Fact and Conclusions of Law and placed the license of Dr. Elliott on probation with certain terms and conditions. Dr. Elliott was also issued a reprimand and ordered to take Continuing Education in client communication and practice management.

ADJOURNMENT:The Formal Hearing adjourned at 7:30 p.m.
